It takes a year
to put on a fair
The sounds of the Calliope will signal
the beginning of the 1977 edition of the
Griffin-Spalding County fair in less
than a month.
A carnival-like atmosphere will be in
existence for a week, Oct. 10-15, at the
fairgrounds on U. S. 19 south of Griffin.
At the end of the week, the midway
amusements will be loaded onto trucks
and moved to other cities, booths and
exhibits will be put away for another
year and the members of the Griffin
Kiwanis Fair Association Board of
Directors will gasp a sigh of relief.
When the fair ends, the work for the
next one begins for the members of the
fair’s board of directors and committee
chairmen.
Amusements for the 1977 fair were
signed to a contract shortly after the
close of the 1976 fair. The contract is
signed early to assure the Griffin fair
will get on the list for the next year.
For approximately 10 years, Belle
City Amusements has provided the
midway entertainment at the Griffin-
Pike sets
tax rate
The Pike County Board of
Education and County Com
missioners have set tax rates
for the new fiscal year.
School taxes were set at 15.75
mills, which is .70 of a mill
above last year’s rate. The new
tax rate sets aside 15.46 mills
for maintenance and operation
and .29 mills for bond retire
ment.
The Board of County Com
missioners set the new millage
rate at 8.20.
The overall tax rate for
operations of schools and the
county is 23.95 mills.

Speculation picks up
on who’ll run in city
Speculation about the city com
mission election mounted today with
one man saying he would run and
another that he was thinking about it.
Emmitt Cone, Griffin Sales & Service
maintenance and installation
specialist, said he planned to run for
Post One, held now by Ernest Jones.
Don Rainwater of Morrow-Powell
said he was thinking about running but
Spalding County Fair.
“Mr. and Mrs. Charles Panachek
operate the amusements and they know
the type of amusements we will permit
in Griffin," Fair Manager Jack Smith
said. He will visit the amusements
when they play in Newnan and
Thomaston before coming to Griffin.
Smith has established a system of
committees to get work done in con
nection with the fair. These include the
parking, tickets, publicity, electricity,
grounds, food booth, advance tickets
and many others.

WASHINGTON (AP) - President
Carter and his longtime friend Bert
Lance reportedly are nearing a
decision on whether Lance will keep his
job as head of the Office of Man
agement and Budget.
Carter scheduled a news conference
today and there were indications that
some sort of decision on the Lance
affair would be forthcoming, although
Press Secretary Jody Powell
discouraged speculation Tuesday that
an announcement would be made.
Lance played doubles tennis with
Carter as his teammate Tuesday and
the former Georgia banker was
described by an aide that night as
saying he has “no intention of
resigning.’’
But there were two developments
Tuesday that appeared to erode Lan
ce’s position.

had not reached a decision. If he runs,
he is in the first ward and would be a
candidate for Jones’ seat, too.
Qualifying will be open next Monday
with the deadline set Oct. 24 at noon.
The election will be on Nov. 8.
R. L. Norsworthy’s term will expire
this year, also. He is a resident of the
fourth ward and holds Post 4.
So far there has not been any public
chairmen and they are charged with
selecting their own committee mem
bers. I don’t worry about whether or not
the job will be done. That is up to the
committee chairman and so far
everyone of the them has performed to
the best of his abilities,” Smith said.
Smith, the committee chairmen and
the members of the Board of Directors
will meet a couple of weeks after the
close of the fair and take a look at what
happened — what was good and what
was bad. Steps are taken to correct
things that went wrong. It is at this

Carter on Monday night, was believed
to have urged the President for the sec
ond time to let Lance go.
—The Seriate Governmental Affairs
Committee released new testimony by
a government lawyer, indicating that
Lance actively sought to clear his
record with federal bank examiners.
Meanwhile, the Los Angeles Times
quoted White House aides in today’s
editions as saying Carter had left it up
to Lance to decide whether he should
resign, but both were weighing the
politics of the situation.
Powell said Tuesday that Carter
would not be swayed by public opinion
about his old friend and the Los Angeles
Times said one senior White House aide
had heard Carter telling Lance during a
Monday meeting: “Bert, come back

Voters to fill
vacancy Nov. 8
County Commissioner Reid Childers
announced in a letter this morning to
Spalding County citizens that he had
submitted a letter of resignation
September 20 to Gov. George Busbee.
In a morning news conference,
County Administrator Lewis Leonard
presented the letter in the absence of
Childers who is recently out of the
hospital and recuperating at his home.
Childers said his resignation will
become effective upon acceptance by
the governor.
“I deeply regret having to resign as
speculation on if he’ll have opposition.
Cone said he would make “cleaning
up the mess at the hospital’’ one of his
campaign issues. He will ask what
happened to the bond money for con
struction of a fire station in the north
part of the city. He noted the bond
money was approved years ago and
that the south side fire station was built.

The newspaper said one Carter aide
pictured the President as anxious to
hold the press conference, despite the
certainty of a flood of Lance questions,
and quoted the aide as saying: “He said
he’s tired of hiding and wants to get on
with it.”
Byrd revealed his Monday meeting
with Carter, but refused to say what the
two had discussed. Before Lance’s
testimony to the Governmental Affairs
Committee last week, Byrd had said
Lance’s resignation was inevitable.
But on Tuesday he refused to say if
his opinion had changed, telling
reporters “I think the President and
Mr. Lance are evaluating the situation
and I think they both need a little time
in which to do that. I think they will be
aided by silence, not by public state
ments.”

regaining my health. Then, in the near
future, I hope that I will be able to offer
(for) office again.”
The letter continues, “I have con
sidered it a great honor to be one of
your elected officials and just hope that
I have pleased you.”
In his letter to the governor, Childers
said he had a deep feeling of regret for
it had been a pleasure and privilege to
work with the other commissioners,
officers, and employees of Spalding
County.
“Because of ill health I am unable to
devote the necessary time to perform
the duties and fulfill the responsibilities
of this office in the manner that I deem
appropriate,” the letter stated.
“For this reason, which is purely
personal, I am compelled to resign.
Accordingly, I herewith submit my
resignation as a member of the Board
of Commissioners of Spalding County,
effective immediately upon your ac
ceptance.”
Leonard announced that upon ac
ceptance of Childers’ letter by the
governor, a special election will be held
Nov. 8 to fill his position.
Retire at 65?
well maybe not
ATLANTA (AP)’— The standard
retirement age of 65 for American
workers will be a thing of the past in the
near future, according to an official of
the Social Security Administration.
Haeworth Robertson, an actuary who
makes estimates for Social Security
financing bases, says workers under 40
may find when they are 65 that retire
ment is still five to 10 years away.
He attributes the predicted change to
improved health and life expectancy.
“People working longer will be a
natural consequence of our shift in
population,” said Robertson, who was
in Atlanta for a Social Security regional
forum which concluded Tuesday.
“It should not be up to the govern
ment to mandate this,” he said. “I
would say our market economy will
simply make the jobs available.”
But even with the increased number
of people working, Robertson said
Americans will have to face increases
in Social Security taxes.

The successor will complete Childers’
unexpired time.
Childers was nearly half through a
six-year term. He took office in
January, 1975.
Leonard said all eligible voters in the
county would be able to vote in the
November 8 special election which will
elect a commissioner at large.
Upon acceptance of Childers’ letter
by the governor, the Board of County
Commissioners will declare a vacancy
and plans will be made with Probate
Judge John Snider for setting up the
election.
Until that time the board will con
tinue with business as usual. Under
county rules the two remaining
members, Chairman P. W. Hamil and
Frank Thomas, will constitute a
quorum.
Reward for pig
WAUCHULA, Fla. (AP) -
Jean Burton is offering a SIOO
reward for information leading
to the arrest and conviction of
the thief who kidnaped her 5-
month-old, 150-pound hog
named Little Pig.
Mrs. Burton said she had
raised the white-banded, red
boar hog on a baby bottle since
April.
Social Security payments in 1977 are
estimated at $87.7 billion and income is
estimated at $82.1 billion, he said,
adding that larger deficits have been
projected for the next 75 years.
Robertson said trust funds of s4l
billion have been set aside to meet the
deficits but they will be gone by 1983 if
taxes are not increased.
