PUTNAM STATION, N.Y.
(AP) — Forming a political
party in this town near the
northern tip of Lake George is
as easy as getting up a sandlot
baseball team. All that’s needed
under law are nine registered
voters.
Some years it’s more and
other years less, depending on
the number who voted in the
previous election.
This year, the law is being put
to use.
The Republican caucus said
“no Moore” to Frank Moore,
town supervisor for 32 years, so
Moore formed the People’s par
ty to back his candidacy in the
Nov. 8 election.
Kevin Hart, who already had
formed the Independent party
to run for supervisor, also got
Moore’s spot on the Republican
ticket.
Lloyd Slater had formed the
Sunshine party to run for su
pervisor, too, but decided to
drop out. Slater’s wife, Marga
ret, picked up the party’s nomi
nation for supervisor.
Norman Nadeau heads the
Democratic ticket in this heavi
ly Republican town of 579 resi
dents, but he’s also the candi
date of the Citizen Rights party,
which he formed “to appeal to
Republicans.”
The ballot won’t be as
crowded as it could be, though.
The town’s two Conservatives
and one Liberal decided to sit
out the election.

Henry County
Most people think tax hike too much, too fast
BY JAN SAVAGE
Henry County property owners do not seem to
favor the five mill tax increase recently passed by
the Board of Commissioners.
Most feel that the increase was too much, too fast.
Some citizens offer their own suggestions, feeling
that Commissioners could have taken lighter,
gradual taxation steps in closing the funding gap for
county expenditures.
“I would have been willing to go along with a one
or two mill increase,” said Harold McGarity, who
feels that a five mill Increase is “too much of a tax
burden on the owners of property.”
“I realize that the County Commissioners
’ inherited the largest indebtedness that Henry County
has ever had,” he continued, pointing out that such'
arrears would require some type of increase.
“I think we should nave some other form of tax,
such as a one percent local option sales tax. If the
local option sales tax was imposed, then this would
automatically reduce property tax,” he explained.
“My recommendation,” McGarity concluded, "is
that County Commissioners take the necessary steps
to have a referendum as soon as possible on the five
mill tax increase.”
Ed Malone wishes to see some justification for the
five mill hike. "When I asked why, the official word
I received was the fact that everything else has gone
up,” stated Malone. "I think this is a pretty poor
substitute for management.”
Mr. Malone also made a recommendation saying,
“I would first recommend that justification for
future tax increases be shown in detail to
taxpayers.”
In speakine of the recent five mill inrryma
imposed by the county, Air. Malone said, “I would
like to have it submitted to the people for a vote,
after seeing a detailed need for the Increase.”
Warren Holder said, "The increase was probably
necessary. I don’t doubt that, but I feel that it was
too much taxation at one time.”
Mr. Holder suggested a one or one and a half mill
Increase would have been better, increasing this
amount each year, building gradually up to five.
"With Interstate 75 passing through Henry County,
I feel that a local option sales tax would have been
the best answer,” he offered.
According to Mr. Holder, all the load is on the
local property owners and penalizes them. "We need

the money and I would like to see the county out of
debt, but with the tourist trade, I feel we could have
gotten the money back through a one percent sales
tax, sharing the load with those who do not live
here.”
Zack Hinton feels the county could build up a
surplus and retire the debt more gradually rather
than with the extreme increase of five mills. “It is
too drastic a step all at once,” he said.
"The county is trying to make up the deficit
through the expense of the taxpayers with
property,” Hinton continued.
Explaining that government agencies are in a tax
exempt situation where the individual is not, Mr.
Hinton added, “The county can borrow money at a
lesser interest rate than the big taxpayers. If those
persons with a lot of property have to borrow
money, their interest will be higher than that of the
county’B.”
Charles Moseley was reluctant to comment at this
point, wanting to see what the county will do with
the money and how it will affect him as an
