resume talks

WASHINGTON (AP) - The
United States and the Soviet
Union are resuming arms talks,
apparently prepared to concede
that the Strategic Arms Limita
tion Treaty now in effect will
expire in 11 days without a new
agreement to replace it.
Secretary of State Cyrus R.
Vance and Soviet Foreign Min
ister gandrei Gromyko, who
held two negotiating sessions
this past spring, headed the
delegations for today’s talks at
the State Department.
The initial SALT agreement,
signed five years ago, imposed
limits on land-based and sub
marine-launched interconti
nental ballistic missiles of the
two superpowers.
The current talks have been
deadlocked for 18 months, and
under one plan the two sides
would adhere to the current
agreement beyond its Oct. 3 ex-

The talks scheduled for today
originally were set for Sept. 7-9
in Vienna but were postponed,
ostensibly to allow Vance to at
tend the Panama Canal treaty
signing and to permit Washing
ton and Moscow more time for
preparations.
Administration officials have
insisted all along that the prin
cipal goal is to reach an arms
agreement equitable to both
sides without taking into ac
count arbitrary deadlines.
Thus, although no eleventh
hour breakthrough is antici
pated, officials said the two
sides will exchange ideas on
ways to break the deadlock.
The key hangups have in
volved Soviet attempts to limit
the U.S. cruise missile, similar
to an unmanned jet plane with a
nuclear warhead, and Ameri
can efforts to restrict longrange
use of the Soviet Backfire
Bomber.
For the administration, the
most worrisome aspect about
an informal agreement to ex
tend the SALT I agreement
seems to be that it is bound to
run into demands from Con
gress for a say in the process.

Coastal fishermen split
on shrimping legislation
BRUNSWICK, Ga. (AP) -
Coastal fishermen split into
three factions during hearings
on what legislation shrimpers
want passed next year.
The differences surfaced this
week as a special legislative
committee, headed by Rep.
Tom Triplett of Savannah, held
hearings along the coast to de
termine what recommendations
it should make to the 1978 legis
lature.
Shrimpers attending hearings
in Camden and Glynn counties
were split among commercial
shrimpers, commercial bait
shripmers and non-commercial
shrimpers.
Homer Hope of Brunswick,
who builds non-commercial
shrimp nets, said commercial
boats should be the first to be
banned from shrimping in state
ICC opens
hearings
on trucking
ATLANTA (AP) — The chair
man of the Interstate Com
merce Commission opened
hearings on trucking industry
regulations today by calling at
tention to a task force report
that would help the small truck
er.
Dan O’Neal said many so-call
truckers and newcomers to the
business “feel that their paths
are blocked by what they con
ceive to be overly restrictive
government regulations, by
complex legal procedures and
high cost legal assistance, and
by those who already hold fed
eral licenses.”
More than 50 government of
ficials and trucking industry
representatives were scheduled
to speak during the hearings to
day and Friday, the third in a
series of six sessions to be held
across the nation on ICC regu
lations.

Paul Lusher, a commercial
bait shrimper, countered
charges that some bait shrim
pers sell their catch illegally to
restaurants.
“The people who buy illegally
caught shrimp should be pun
ished, too,” he said.

Auto repair bills
ordered drafted
ATLANTA (AP) — The House
Motor Vehicle Committee
Wednesday ordered legislation
drafted to give state officials
more power to crack down on
automobile, electronic equip
ment and home repairmen who
cheat the public.
“I want something done. I
want hearings. I want some ac
tion and serious reports,” com
mittee Chairman Ben Jessup,
D-Cochran, told members of a
subcommittee he appointed to
write the bill.
He said he hopes Tim Ryles,
administrator of the governor’s
Office of Consumer Affairs, will
work with the committee.
“I am very pleasantly sur
prised at the committee’s atti
tude,” Ryles said later.
Jessup appointed Rep. Billy
Milford, D-Hartwell, as chair
man of the anti-repair fraud
subcommittee.
“Auto repairmen, electonics
repairmen and home repairmen
are the ones that give us the
most trouble,” Ryles told Mil
ford, who agreed to concentrate
on those areas.
