10 indicted
in gambling
operation
SAVANNAH, Ga. (AP) -
Raids last year on what officials
called a $1 million gambling
operation in Richmond County
resulted in the indictment of 10
persons Friday by a federal
grand jury in Savannah.
U.S. Atty. William Moore Jr.
said the FBI raided bars,
lounges and private residences
in Augusta and suburban Rich
mond County last November,
and that parlay cards, book
making material and other
gambling paraphernalia were
seized.
Reading and math
instruction available
Recently a great deal of
attention has been focused
on the reading problems of
today’s students. The series
of articles entitled “Parent
Power” printed by this
paper and the articles by two
educators in the Griffin-
Spalding School system have
focused attention on the
importance of this basic
skill.

University questioned about
psychological experiments
ALBANY, N.Y. (AP) - State
University officials have been
subpoenaed to answer allega
tions that Albany State Univer
sity conducted “mild” electric
shock and other psychological
tests on hundreds of students,
children and others without
proper supervision or the in
formed consent of the subjects.
The State Health department
subpoenaed acting State Uni
versity Chancellor James Kelly
and other university system of
ficials to appear at hearings
next month.
The health department
Friday ordered the university to
halt the experiments which the
department said were con
ducted for the last two years
without proper supervision or
full, informed consent of the
subjects. The experiments in
volved hundreds of state uni
versity students, children, who
ranged from pre-school to sixth
grade, and others, the depart
ment said. ...

President will campaign

WASHINGTON (AP) - Pres
ident Carter, in one of his rare
political chores this non-politi
•cal year, is making a three-city
campaign tour of Virginia to
lend a hand to the Democratic
candidate for governor.
The President scheduled the
trip to Roanoke, Norfolk and
Williamsburg this afternoon on
behalf of Henry Howell, running*
against Republican Lt. Gov.
John Dalton.
While observers on both sides
of the campaign agree that
Howell is leading in the race to
Legionnaires disease
kills 11 in one year
ATLANTA (AP) - The “le
gionnaires disease” which
struck 191 American Legion
Conventioneers in Philadelphia
last year has killed 11 persons in
scattered locations since
August 1976, the national Center
for Disease Control said Friday.
Twenty-nine persons con
nected with last summer’s Le
gion convention died of the dis
ease, which the CDC said was
caused by bacteria that have
been in existence at least since
1965.
The CDC said the disease,
characterized by high fever and
pneumonia, is being studied to
try to determine how it is
spread.
Forty-eight cases have been
reported to the CDC since Au
gust 1976, including the 11 fatal
cases, a spokesman said. Cases
were reported in 18 states and
the District of Columbia.
Public health officials in Ohio
are keeping close watch at four
hospitals in the Columbus area,
where seven cases and one
death recently were reported.
Included in the totals since
August 1976 are the first two
laboratory-confirmed cases in
Philadelphia since last sum
mer.
Two patients in Philadelphia,
a 70-year-old woman and a 50-
year-old man, became ill about
the middle of July, but the CDC
said it could find no common

The department cited at least
118 cases of electric shocks
being administered.
Gordon Gallup, chairman of
the university’s psychology de
partment, told a news confer
ence the shocks “can only be
described as uncomfortable,”
rather than painful.
He said most of the university
students in the experiments had
been required by their pro
fessors to either participate in
the experiments or write a re
search paper.
The health department said
under state law a campus-wide
body called the Institutional

crats are hoping the presiden
tial visit will help swing the
momentum back to their candi

Carter chose a small Air
Force jet for the flight to Roa
noke, rather than the larger Air
Force One. He scheduled a
speech at the Civic Center there
and then arranged to fly to
Norfolk for a speech at the
Norfolk Azalea Gardens.
He was to fly by helicopter for
contacts between them. Both
were hospitalized and later re
leased.
An antibiotic available to
most doctors — erythromycin
— appears to be the most effec
tive drug for treatment of the
ailment, the CDC said.
States where the ailment has
been reported since Aug. 1, 1976,
include:
California 5, the District of
Columbia 2 and 1 death, Florida
1, Indiana 2 and 1 death, Illinois
2 and 1 death, Massachusetts 5
and 1 death, Michigan 4 and 1
death, Missouri 3, Ohio 7
and 1 death, North Carolina 1,
New Jersey 3, New Mexico 1

Pennsylvania 3, Tennessee 1 re
sulting in death, Texas 1, Ver
mont 2 and 1 death, Washington
1 resulting in death, and Wis
consin 3 and 1 death.

The health department said it
began the investigation last
spring, after receiving a com
plaint about the tests from “a
subject.”
It said it asked the university
to halt the experiments in Au
gust while further inquiries
were made. The order to halt
the tests came after officials
learned the university failed to
comply with an earlier request,
the department said.
“It became clear that simply
being gentlemanly about this
was no longer enough,” a de
partment official said.
Gallup denied that the univer
sity previously had been re
quested to stop the tests. He
said the person the university
believed had complained was a
graduate student who helped
conduct the tests, not a subject
of the tests. Under questioning,
he said the graduate student
had flunked out last year.
