for board
David Elder has qualified to
seek the seat on the Spalding

the resignation of Com
missioner Reid Childers.
Elder issued the following
statement.
“I have a genuine desire to
serve the people of Spalding
County.
“I now have the time
necessary to discharge the
duties and responsibilities of the
office.
“I have served two full terms
and one unexpired term in the
office and feel experienced and
qualified to serve.
“I have a record of working
cooperatively with the City of
Griffin and the Spalding County
Board of Education.
“I am a director of the

Production Credit Association
of Thomaston, both having
offices in Griffin. I also serve as
a director of the Spalding

capital outlay voted on by the

Panel told
energy-saving
houses nixed
AUGUSTA, Ga. (AP) -
People don’t want to pay higher
prices for energy-efficient
houses, the state building ad
ministrative board was told
Wednesday.
Richard Bowles, vice presi
dent of the Augusta Home
builders Association, was one of
only four persons who showed
up for the first of seven state
wide public hearings scheduled
by the panel.
Because home buyers are not
willing to spend the extra mon
ey for energy saving features,
his company sometimes loses
sales to other builders who do
not include them, he said.
Dietrick von Schweinitz of the
Central Savannah River Area
Planning and Development
Commission said enforcement
of existing building codes is
uneven in the area. He asked for
enforcement from the state
level.
“I was hoping that the ex
perience of last winter would
shock not only Georgia but the
rest of the nation into believing
we have an energy crisis. We’ve
got to do something to conserve
energy if we are to continue as
an industrial nation,” said
George Bullock, chairman of
the committee.
The committee, created by
the 1969 legislature, is charged
with presenting to the 1978 Gen
eral Assembly a construction
code designed to conserve ener
gy in new buildings.
The code will not affect exist
ing buildings, Bullock said.
Bullock said preparation of
the code is part of a national
effort. If Georgia fails to devel
op an energy-saving building
code, federal standards will be
imposed and the state will lose
its eligibility for federal money
to implement that code, he said.
