Rules and regulations adopted at a meet ing of the Board of Commissioners of the Masonic Hall Lottery, January 8th, 1825. 1st. The Commissioners shall assemble on the Saturday of every other week. 2d, A majority of the Commissioners shall constitute a quorum for the transac tion of business, and a majority of those present at any meeting, shall govern in all cases, except those hereinafter specified. 3d. It shall be the duty of the Chairman to preserve order, to appoint Committees to supervise the Books and conduct of the Se cretary, and he shall have the privilege of voting upon all subjects ; and also of ex' pressing his opinion. 4th. A Secretary shall be appointed with a salary of eight hundred dollars per annum, and shall give bond and security for the .faithful performance of his duties. He shall keep tair minutes of the proceedings of the Board of Commissioners—shall act as an agent for the sale of tickets—keep a regular account ol his sales, and deposite all monies received by him, (as soon as received,) in one of the Banks of the city. He shall, more over, transact all business relating to the Lottery, to which he shall be required to attend, by the Commissioners. 5th. No ticket shall be sold on a credit, unless by an order of the Board of Commis sioners ; and not then, without such securi ty as shall be satisfactory to a committee appointed for the purpose of receiving the same. 6th. The tickets shall be signed by the Commissioners, in equal proportions; and not more than one Commissioner shall sign any ticket. 7th. The Secretary shall not be ent rusted at any one time, with more than five hun dred Tickets, and shall exhibit at every meeting of the Commissioners, his Bank Book, and an account plainly shewing the amount oftickets sold, and the number in hand. 8th. Tho tickets after they are numbered and signed, shall be deposited at Bank, and only drawn thence by a committee, of which the Chairman shall be one* 8th. No money shall be drawn from Bank, but by a check, signed by a majority of the Commissioners, and for no other pur pose, hut the payment of prizes, or neces sary expenses. The Colonels or command ing officer* of the Regiments o) the First Brigade, First Di vision, Georgia Militia, are or derod to have their respective Regiments and battalions, un der arms at the times and pla ces, which may be directed by the Inspector of the Brigade, for the purpose ofboing trained and instructed by him, in the exercise, an'd evolutions pre scribed by Congress. The General will review the Militia in each County, and will notice in public or ders, the appearance and conduct of each corps ; giving all proper praise whore it is dne, and censuring without reserve, anv misconduct or negligence on the part of the officers or privates under his command. However unpleasant it may be, it will not bo pretcfmitted, under any circumstan ces to enforce the previsions of the Militia Law, to its fullest extent, against all who may render themselves liable to its penal tics. The inspector is charged with the pro mulgation of these orders, and the must punctual at'ention to the performance of the important duties of his station, upon which mainly depeuds the discipline of the Brigade. It is required, and ordered, that all offi cers, non-commissioned officers, and pri vates be armed and accoutred according to law, owcept such as belong to Volunteer Corps, whose equipments shall be in con formity with the rules for the government of the corps. Field Officers, with their staff, of this brigade, are required to attend the reviews and inspection within their respect ive commands. All officers will be provided with their commissions on the day ofinspec- tion and review, and those commanding companies are ordered to furnish the Ad jutant at least five days previous to the re view and inspection, as above ordered, with an exact return of their respective compa nies ; which returns will be consolidated by the Adjutant, the same to be delivered to me at the commencement of the inspection of tho Battalion.
