We attended the exhibition of Mr. Tay lor, a part oft he evening- of Wednesday, and Wore much gratified by the exhibition ot bis peculiar powers. Mr. T. is not a pretender in his profession, and he carries through his perbrnmnci• i-oaf ot respectability and good breeding, which add much to the plea* •ure derived from them, whilst he appears to possess a proper confidence in his sin gular faculty. The colloquy in the latter part of his entertainment was most amus ing. As an actor only, Mr. Taylor may lay claim to highly respectable qualifications. We learn from the driver of the Western mail, on the Carolina side, who cuine in last night, that Hall, and his colleague, Arrived in Purysburg on Wednesday even ing, and remained there until the next morning at 10 o’clock, when they departed on the road to Charleston. The compani on of Hall was a small man, about five feet three or four in dies high. Hall iiad with him a long fowling piece, precisely an swering the description of that stolen from Mr. Hunks, which they offered for sale to our informant for eleven dollars. They had a bundle filled with small articles, such as pocket knives, coinhs, steel purses, and toy watches, which they also ottered for tale. We understand that pursuit is mak ing for them on this road, and that there is a probability they will be taken. City Affairs.—K regular meeting of Coun cil was held yesterday. Nothing of mo ment was transacted. The Engine Committee, Aldermen Mil ieu, Morrison, ami Minis, who were appointed to report to Council the names of thirty persons, from whom a selection of twenty-one should be made to com pose a fire company, in pursuance of the act of the last Legislature, reported the required list of thirty individuals, from whom the following twenty-one were cho- •cn Messrs. A report was received from the Recorder, Upon the subject of the legal situation of the lots upon which the Poor House and Hospi tal is erected, which concludes by expres sing the opinion, that Council possesses the right to interpose their claim for the pur ple of preventing the appropriation of the property conveyed by th*m, to any other purposes than those tor whi \. by the terms of' he grant, it was conveyed. On motion of Alderman Cumming, it was resolved that the Mayor confer with Mr. Canfield, who proposes to introduce the Water of the river into the city, for public and private use; and that he make report to this board, as spei ific terms ns Mr. Can- field can now furnish, ns & commencement ol further measures. The committee appointed for the purpose reported a bill, to be entitled an ordinance to appoint Measurers of Wood, and Inspec tors and Measurers of Ranging Timber, Sawed Lumber, Staves, Shirgles. and Ce dar for the City of Savannah, which was rend the first time. On motion of Alderman Jackson, it was resolved, that when Council adjourns, it will adjourn to Monday next at 10 o’clock, A. M. to act upon the above bill. A bill entitled an ordinance to pr< vent the wnshing and drying of clothes and otii tr articles, in the streets, lane.-, and public squares of the city, was read a second time and passed. The penalty of this law thirty dollars. By the arrival at Baltimore of the schr. Of the other charge of negro stealing, he was acquitted. It appears by the Newbury port Herald, that a gentleman in Boston lias been Finn- itemying on a considerable scale, and that a great blow-up is the consequence. From on official report to the New-York legislature, it appears ♦bat. there are 38 banks in that state ; that the aggregate of capital authorised to he invested in them is $?[>,000,000—that, the capital paid in is $ .’3,611,900 00 ; the amount of tax levied *<vk721 47—the amount of commutation jj *0.142 47—and that the dividends of the hanks have varied from 5} to a little more than 0 percent, averaging somewhat more than 7 per cent, where ascertained. The Old General remained on the pave ment before the doors yf his quarters in the snow, to receive the salutations ofthe Mili tary as it. passed him. A large crowd sur rounded him at the door and greeted him on his arrival. Several of the officers of Government, members of the Legislature, and citizens repaired to his rooms to welcome him to the city. Tlm Old Genera!, it is said, looks better than he did the la^t lime he was in Richmond. On the 95th ultimo, after a number of preliminary proceedings, the General was introduced into the House of Delegates, where he wa.ri addressed by the Speaker and replied in his usual apt. and happy style.— After the conclusion of the ceremonies in the House, he was introduced to the Sen ate, where the same were repeated. The National Legislature.—In Senate, oa Monday 21th ult. Mr. Homes, «f Maine, to whom was referred the hill to amend t.lie judicial system ofthe United Slates, and to provide for three additional circuit courts, reported the same with amendments ; which were read and ordered to be printed. Mr. Barbour moved that 1500 additional copies oftlm Message of the President of the United States of the 13th inst. and the documents accompanying it, respecting pi racy, be printed for t he use of t.lie Senate. He observed that great, difference of opinion existed on tlu*su iject which had been in discussion for the his-t two ’or three days.— He found hitnselfiti the minority. The ma jority were always sate, but the responsi bility, in this case, rested on the minority alone; thereloreit. was necessary they should justify themsclvc to file public—and it. was with this view ho moved for riie printing an additional number ofthe documents. Mr. Lloyd, of Massachusetts compliment ed Mr. U. on thu zeal and ability he rind displayed in his support ofthe bill. He ex pressed his conviction of the propriety of his views on this subject, and hoped In* would not relax in his endeavours to carry it through. Tlm question heing taken on the motion, 150(1 additional copies were ordered to be printed. The bill from the House authorizing the subscription of stock to the Delaware and Chesapeake canal company was read and ordered to a second reading. Tiie bill from the House for the contina- tion ofthe Cumberland road was read and ordered to a second reading. The Senate then again took up the bill al lowing a drawback on cordage manufac tured fmm hemp imported, but before a de cision adjourned, in the House of Representatives, Mr. Hamilton from the committee on military affairs, reported a hill providing for the grad ual increase ofthe corps of engineers, and for equalizing the rank, pay & emoluments of the protestors ofthe Military Academy at West. Point, and for other purposes; which \va« twice read and commited. On motion of Mr. Livingston, of Lou. it was Rt sobrd. That the Committee of Wavs and Means he instructed to enquire into the. expediency of permitting a drawback to be had on foreign brandy and wine, when ex ported to any place in Mexico, Guntinmla, or South America, iu cusksnfnot less than lf> gallons. The resolution was adopted. Mr Carter. ofS. Carolina, laid onthe ta ble the following resolution: ficsnlved. U. States and that of France, tunnell ing the interpretation of the Hth article of tlm treaty for the cession of Louisiana. On motion of M r. Wabater, of MastJachn setts, the house proceeded to the conside ration ofthe bill miking further provision for the punishment of certain crimes com ini! d against the United States. After considerable debate, Mr Wicklitte moved to strike out the puni-hrnent of death in the first section of 1 lie bill, (provided for burning any dwelling house, mansion house, store, barn, at able light hnu>*\ arsenal, magazine, rope walk, wnri house, store house, block house, bar rack, ship or vessel, within any fort, dock yard, novv yard, arsenal, or magazine, be longing to the U. fc>.) and substitute in lieu thereof— 'Shall bo punished by fine, not exceed ing 5000 dollars, and hy imprisonment and confinement at hard labor, not exceeding 15 years, according to the aggravation ol the offence.” Tliis section was defended hy Mr. Web ster, when Mr. Livermore expressed a hope hat the Judiciary Committee would fur- consequence ^of the increased demand* and gallins and lobbies wero crowded with la th* difficulty cf supplying it. It. is the opinion of many well informed men, tlyit, in the course of a few months, important changes will be made in the composition of the ministry.— As those changes, however, will proceed from causes wholly unconnected with for eign affairs, l ain hy no means sanguine in my expectations, that, under any new com position ofthe ministry, we may hope for a change of policy, as it relates to our claims. The tll.h oriich* ofthe Luii.*»iana treaty will bn continually put forward us a bar to our claims, and its adjust client urged as often as we renew our claim for indemnity.” We received the following letter some time siuen, and have tttktm-liio opportunity- of submitting the suggestions of the writer at the time I lie important subject to which it refers is discussing in our national coun cils : Nat. Int. Boston, 18f/i Dec. 1824 —If it be. true, as I believe it is. that the Nation ought to pay ill the expense of causing free and unmo lested access, for it citizens, on the high way ot Nations; and more especially, to tie* most easy road (this being hy sea) be tween two ports of the United States, say, fi r instance, Boston and Now-Orli ans,why should not the United States furnish, out. of the Publit Stores, a musket and a boarding P'ko. for each man, and a couple of guns, fixed with locks, with suitable ammunition for every merchant vessel bound to the West-Indies, or any part of the Gulph of Mexico? Public armed vessels cannot reach the small boats. It is only the small boats that do attack our merchant, vessels; and the armament. I propose would be amply com petent. tp defend them, and to teach the pi rates that their present trade will produce more ki< ks than coppers. Vessels armed, hy rich people, care not for the expense of arming, the bulk of our coas ting traders and West-Indin merchants do not. vvantto 4 go to this expense. Indeed, their voyages will not afford it. Neither do they like to give very heavy bonds, for the use to he made of their arms, as they are not, generally speaking, very In avy men. Fightmg against the pirates ; our men fight for the nation, why not then, allow thorn a pension, if wounded, and, if killed, allow a pension to their widows and or phans ? 1 have no doubt, from the inquiries I have made, that, the adoption of these hints, would put an end to Piracy—This adoption however, need not stop the other measures that are now contemplated. Pari. .Von. 20—The higher circles in Paris have been seriously occupied with a tragi:al, adventure, which happened a few days ago.
