The General will review the Militia in each County, and will uotice in public or ders, the appearance and conduct of oiu li corps ; giving all proper praise where it is due, and censuring without reserve, any misconduct or negligence on the part of the officers or privates under his command. However unpleasant it may be, it will not be preturinittud, under any circumstan ces to enforce the provisions of the Militia Law, to its fullest extent, against all who may render themselves liable to its penal ties.
