/ General Lafayette arrived at Augusta,
on Wednesday afternoon.
The steam-boat Henry Shultz, Lubbock,
which conveyed GeneralLafayette.to Savan
nah. arrived at Charleston, on Wednesday
morning, with Governer Manning and suite.
Major-General Youngblood and suite, Brig
adier-General Geddes and suite, the Hon.
lames Hamilton, J. M’Cbord, Esq. Iuten-
dant of Colombia, and Bernard E.Boe.Esq.
Thi Cotton Speculation.—It appears
IVom the New-York papers, that the ship
Azelia, of that port, arrived at New-Or-
leans one or two days before the pilot-boat
Grand Canal, which touched at this port.
The mate of the Azelia, reached New-Or-
jeans with the news of the advance of cot
ton in Liverpool, brought by the Tally-ho
and the Canada, at 12 o’clock, on Satur
day the 19th February. The intelligence
although not intended to have been made
public, by some accident got abroad, and
but few purchases of Cotton were made.—
On Monday morning, the Journals of the
city published all the Foreign news, and
Cotton immediately rose several cents.—
Thus it appears, the holders of Cotton in
Louisiana, will realize the whole benefit of
the rise of the article in Europe.

herd, and fifteen seamen, of the U. States!
barge Diableta, manned from the John Ad
ams, which was wrecked upon the island of
Santa Boza.on the 19th u It. whilst cruizing

Pensions—By an official report made to
Congress at its last session, it appears that
Of Half-Pay Pensioners, the total nuin
ber is 2.918. and the annual amount of the
money paid to them is 906,664 dollars.
Of Revolutionary Pensioners, the total
number is 13,127, and the total amount an-!
Dually paid on that List is 1,342,848 dollars.
Ollnvalid Pensioners, tho number is 3,743
and the amount annually paid to them is
297,000 dollars.
Of Pensioners on half-pay/or Jive yeart,
(in lieu of bounty land) the number is 202,,
and the amount annually paid to them 9,-.

So that the total number of Pensioners of
the United Statesis 19,920,and the amount
annually paid for Pensions is 2,636,388 dol-,
lars. I
The principal subject of interest in Great
Britain, by the latest accounts, was the
Catholic association. A bill had been in
troduced in the House of Commons by Mr. j
Goui.burn, the object of which, was to put
down the association. It embraced all so
cieties in Ireland having a permanent dura
tion, assuming to act tbr redress of griev
ances, or levying or collecting money ; al
so, all societies taking the oath of suprem
acy and allegiance not required by law, and
societies affihuted or corresponding with
other societies, or excluding persons of any
religious faith.
It had been debated two days, and was
not determined, but it was bulieved that
the ministry would be enabled to carry the
proposed measure. The association inten
ded to commission two of its leading mem
bers to represent it at the bar of the House
of Commons.
Mr. O’Connell, the Irish orator, had ar
rived in London, to preside at a dinner, to
be given at the City of London Tavern.
From France—Paris papers to the 14th
and Havre to the I5tb ult. are received at
New-York by the arrival of the Queen
Mab, and Elizabeth.
The French papers mention the news
fYom Greece as more encouraging. Colo-
Cotroni has been defeated, his party dis
persed, and the triumph of the government
of Napoli di Romani established. This is
confirmed from other sources. Ibruham
Puclia returned to Alexandria on the 29th
Nov. Patras was expected shortly to ca
pitulate to the Greeks.
Letters received from Spain say, young
Lucien Murat, bearer of passports from the
Austrian authorities, having left his mother
at Milan, arrived at Gibraltar, whence he
Was to embark for the U. States. Being
invited by a Spanish Colonel on a shooting
party, he was so imprudent as to leave the
English lines, when he was arrested and
to Algeziras. Gen. O’Doitnel ques
tioned him, and told him that he had re
vived orders from Madrid to arrest him.
.1 was believodthnt the Austrian Ambassa
dor would demand him; but the English
Governor of Gibraltar, seemed to feel very
little interest on tho subject.
The civil authorities of Cadiz are forbid
den by the French to arrest for political of
fences, without the permission oftlie French
General. Disturbances have taken place
in Grenada and Madrid.
The King of Spain has permitted all Co
lonial and other merchandize in tho ports
freely to enter the interior.
An increase of the Spanish Navy is spo
ken of.
A Greek loan of two millions was pro
posed at Paris, and seemed likely to bo ef
fected.
Sir Walter Scott is employed on a novel
founded on Scandinavian history. He is
going^to make a journey into Norway and
Sweden the approaching season.
Mr. Crawford’s Retirement.—The
return of Mr. Crawford to his quiet fire
side in Georgia, muBt be made mure grate
ful to his feelings, by the respect and alien-
lions whish are spontaneously ottered to
him as he proceeds.
The editor of the Commercial Adverti
ser, of New-York, one oftlie most deci
ded, and we hope lie will excuse ns for say
ing, one of the most bitter of Mr. Craw
ford’s adversaries, noticing the deparlure of
that gentleman from this city, kindly wish
es him “ a perfect restoration to health, and
mnny years of domestic happiness in his
retirement ’’ To the first part of this wish
we say Amen, with all our hearts. Upon
the latter part of it, we have to observe that
the success of the first will prevent Mr. C.
from remaining “ many years” in “retire
ment.” The services of such men as Mr.
Crawford belong to the nation ; and, at on
ly 52 years of age, we cannot consent that
he should be considered as withdrawn from
public life for a longer time than is neces
sary to recruit his wonted strength in his
native air, and to enuble him to set his pri
vate concerns in order. For these purpo
ses, we hope a few mouths will prove suffi
cient—Nid. Int.

Extractof a letter from Havre,dated Feb.
IS.—Since the beginning of this month,
the imports of Cotton Consist of 7655
bales, of which 5614 are from the United
States. The sales per contra, amount to
4267 bales,viz; 21142 United States sorts,
and 2325 of other descriptions. The selling
prices of United States Cottons are from
24s to 28s of Uplands ; 27s to 33s for Lou
isiana* ; and 25s to 29s tbr Mobile, Alalm-
mas nnd Tennessees. The demand for con
sumption has continued to be a very limited
Bince the beginning of this month.
Owing to the prolonged resistence of the
Bpinners to submit to our present rates,
should they be able to hold themselves
much longer out of our market, and our
arrivals, in tile mean time, be on the sumo
scale as they have been latterly, we look
upon a fall in our prices as inevitable.

New-York, March 16.—Colton—On Sa
turday last the market wns extremely dull.
On Monday some oftlie holders, who were
anxious to sell, offered their Cotton at a re
duction of A a cent to 1 cent per lb. and a-
bout 1600 bales were taken for exportation.
Yesterday morning advies were received
from Liverpool, by the ship Columbia to
16th, and from Havre, by the Elisabeth, to
13th February, which gave an immedia e
impulse to the market, nnd nhnut-ioOO bales
were disposed of, during the day principally

ilios. We now consider the market firm at
our quotations. The Import 1ms been ns

[PUBLIC ACTS.]
An Act further to amend the act authorizin';
payment for properly lost, captured, or de
stroyed, by the enemy, while in the military
service of the United States, and for other
purposes; passed ninth April, one thousand
eight hundred and sii teen,
B E it enacted by the Senate and HouBe
of Representatives of the United States
of America, in Congress assembled, That
nny person having claim for a buildiug de
stroyed by tlie enemy during the late war,
under the ninth section of the act to which
this is an amendment, and of the act to a-
ineud the same, passed the third of
March, one thousand eight hundred and
seventeen, which shall have been present
ed to the Cominissinuer of Claims, ap
pointed under the act first aforesaid, at any
time before the tenth of April, one thou
sand eight hundred and eighteen, and which
was not puid under said acts, nor finnlly re
jected by said Commissioner, may, within
nine mouths hereafter, present the same,
with the evidonco to support it, to the Third
Auditor of the Treasury, for examination
and adjustment; and if he slinll be satisfied
the building or buildings for which damages
are claimed, was, at the time of its des
truction, occupied by order of any agent or
officer of the United States, as n plnce of
deposite for military or naval stores, or as
barracks for the military forces of the Uni
ted States, he shall proceed to assess the
damages, nnd certify the amount for pay
ment, in the way pointed out in the act
first above referred to, which shall be im
mediately paid, out of any money in the
Treasury, not otherwise appropriated :—
Provided, That, if tho Auditor shall be
satisfied the evidence before him is insuffi
cient to enable him correctly to decide be
tween the United States and the claimant,
he may, on giving notice to the claimant,
cause other evidence to be taken - And pro
vided also, That no payment shall be made
under tho provisions of this act, where the
property destroyed was occupied under a
contract with the owner, and at the risk of
such owner.
Sec. 2. And be it further enacted. That
the amount which shall nppcnr to have been
paid to the owners, as rent, for the ubs or
occupation of their property, shall be de
ducted from the amount directed to be paid
to them under this act.
Sec. 3. And be it further enacted, That
in case the whole amount of claims pre
sented, and allowed, under this act, shall
exceed the sum of two hundred and fifty
thousand dollnrs, then, and in that case,the
claimants shall, respectively, receive only
their rateable proportion of the sum of two
hundred and fifty thousand dollars, to be li
quidated by the said Auditor, in the ad
justment of the amount to be received by
such claimants, respectively.

Be it enacted by the Senate and House
of Representatives of the United States of
America, in Congress assembled, That tie
President of the United States be, and le
is hereby authorized, to cause to lie smd
any or Inance, arms, ammunition, or otlur
military stores, or subsistence, or medicil
supplies, which, upon proper indirection
survey, shall uppear to be damaged, or old
erwise unsuitable for the public servict,
whenever, in his opinion, the sale of sudi
unserviceable stores will be ndvantageois
to the public service.
Sec. 2. And be it further enacted. Tint
the inspection or survey of the unservicei-
ble stores sliull be made by an Inspector-
General, or such other officer or officers as
the Secretary of Wnr may appoint for that
purpose ; and the sales shall be made un
der such rules and regulations ns may be
prescribed by the Secretary of War.

An Act for the continuation if the Cumberland
Road.
Be it enacted by the Senate and Hoiibo
of Representatives of the United States of
of America ill Congress assembled, That
the sum of one hundred end filly thousand
dollars, of luoucys not. otherwise appropria
ted, be, and the same is herelv, appropria
ted for the purpose of opening and making
a road from the town of Canton, in the state
of Ohio, nn the right bank oftlie Ohio river,
opposite the town of Wheeling, to the Musk
ingum river, at Zanesville, in said state;
which said sumf of one hundred and fifty
thousand dullars shall be replaced out of the
fund reserved for laying out and making
rouds under tie direction of Congress, by
the several acts passed for the admission of
the states of Ohio, Indiana, Illinois, and'
Missouri, into the Union, nn an equal foot
ing with the original slates.
Sec. 2. And he it further enacted, That,
fortlie immtdiate accomplishment of this
object, the President,witii theadvice oftlie
Senate, shill appoint some fit person as the
siipnriuteudant of said road whose duty it
shall be, under the direction oftlie President
to divide tho same into sections of not mure
than ten miles eAcli; to contract fur uud
personally superintend the opening nudum,
king the said road, as well as to receive,
disburse, and faithfully account with the
Treasury for, all sums of money by him re
ceived in virtue of this act. .
Sec. 3. And be it further enneted, That
the superintendent shall not be interested,
directly or indirectly, in the avails of any
contracts so to be made by him as aforesaid:
That he shall, before lie enters upon the
discharge of the duties enjoined by Ibis act,
execute a bond to the United States, with
security, to be approved of by the Secretary
oftlie Treasury, conditioned for the faithful
discharge of lus duties prescribed by this
act. That he ahull hold his office during
the pleasure oftlie pr, sident, and shall re
ceive at the rate of one thousand five hun
dred dollars per aunm fur his services, du
ring the time lie may be employed in the
discharge oftlie duuos required by this act.
Sec. 4. And be it further enacted, That
the President oftlie United States be. and
he is hereby, authorized and empowered to
appoint one impartial anil judicious person,
nut being a citizen of either of the states
through which the road, hereafter mention
ed, shall pass, to be a Commissioner; and. in
case oftlie death, resignation,refusal to act,
or any disability of any such Commission
er, to appoint another in his stead, who
shall imvu power, according to the provi
sions of the act, entitled “ An act to autho
rize the appointment of Commissioners to
lay out the road therein mentioned,” ap-
f (roved May fifteenth, one thousand eight
uindred and twenty, to complete the ex
amination and survey heretofore commenc
ed by virtue of the provisions of said act,
and to extend the same to the permanent
seat of Government of the state of Missouri;
the said road to conform, in all respects to
the provisions of the said recited act. ex
cept that it shall pass by the seat of Go
vernment of the states of Ohie, Indiana,
and Illinois ; and the said Commissioner
and the person employed under him, shall
receive tiie same compensation for their
services, respectively, as is allowed by the
said recited act: Provided, however. That
the said road shall commence at Zanesville,
in the state of Ohio : and to defray the ex
pense thereof, the sum often thousand dol
lars is hereby appropriated, out of the ap
propriation made by the first section of this
act.

Be it enacted by the Senate and House of

tinned, namely ; at Staunton, on the last
Mondays in March and August: at Wythe '
Court House on the first Mondays in April
and September ; at Lcwisburg, on the Fri- j
days after the first Mondays in April and
September; and at Clarksburg, on the first
Mondays of June and November, in each
year.
Sec. 2. And be it further enacted, That
all recognizances, process, suits, and pro
ceedings, of every kind, whether of a
civil or criminal nature, commenced or
pending in eithor of said Courts, shall be
returned to, proceeded in, and determined
at, the terms heroin provided fur. in the
same manner as ifthe time of holding said
Courts had not been changed.
