at'11 o’clock, on the morning of. the 24th
tilt, that the packet ahip Lancaster, Capt.
West, has arrived at Philadelphia from
Liverpool, which port she left on the 19th
February. The papers do not contain ally
intelligence, there being none 'later than
the morning of the 24th, Letters from

CEtERRATiOH.—On Monday, the 21et
ult. the victory of Guamanquilla, which
scaled the Independence of Peru, was cel-
febratodi in the city of New-York, at the
City-Hotel, with great splendor. Among
the company were several S. American gen
tlemen, the British Consul, Com.Cheunoey,
and a number of other distinguished naval
officers. General Swift presided. The room
was handsomely decorated with the por
traits of Columbus, Washington, and Boli-
yar, encircled with the beautiful new colors
of the ship Washington, and the lings of
the republics of the new world.
, After the regular toasts had been drunk,
Aon. Swift rose and stated, that invitations
bad been sent to several of the principal
men of the United States, whom circum
stances had prevented from attending, but
who in their answers had expressed com
mon feelings in respect to the glorious e-
veut celebrated. Among other letters re-

General Taylor, who would conduct him
through that part of the Indian territory,
within the limits of the Staie. At the
county boundary line, the escort was to be
joined hy a cavalcade of the citizens. At
■Montgomery, he would be received by tile
Light Infantry Company, under the com.
mand of Captain Goldthwaite,, which would
escort him to the lodgings prepared for him.
He would there be welcomed to the State
by his Excellency Governor Pickens j Af
ter which he Would partake of a public din
ner. In the evening, a grand ball to be
given in honor of the occasion. On the
day following, he would embark for Mo
bile. The General waB to leave Milledge-
ville for Alabama on Monday evening last.
The London Morning Chronicle of the
32d Jan. says—“ We understand that a ca
pital of three millions storling is about to be
raised for the establishment ofCotton Man
ufactories. Several other undertakings, of
a similar nature, are likely to he *mm net on
foot; and we may therefore hope to see Bri
tish capital extensively directed to the im
provement of the state of the Sister King
dom. Steam boats and Rail-ways may,
perhaps, effect a revolution more benefioial
to that country than any political laws which
could be enacted. There is at present a
greater demand for cotton goods,than all the
English and Scotch manufactories, together
with all their advantages of machinery, ex
perience and capital, can supply; and it is
not without reason conjectured, that the
recognition of the South American Repub
lics will lead to a still farther extension of
this trade.
Letters from Marseilles inform, that “the
French government have lately imposed an
additional duty on the importation of Wool,
in consequence of which, and of the increas
ed demand for woolen frfbricks, fine wools
had risen 30 per cent iu the month of Jan
uary.”

A few days after Wilsdn made his exit an
other scoundrel by the name of Wm, Jones,
whose full length portrait lias byfn since
drawn in the Nashville papers, (he having

plnits,) came on, and, like W^soo; claiming
the privileges of the Masdiic Fraternity,
appealed to the charity of tint institution,
and obtained a soon of money* ! 'rorti some
circumstances which have.since transpired,
it is supposed that Wilson and JoncB are
confederated for the purpose of plundering
tho lodges (of which tiioy an unworthy
members) wherever they go, an I that they
have an agent in, New-York to further
their scheme. We hope that f they, or
either of them, should be ca ght again,
they will not be so easily let off s was Wil

These accomplished swindles will very
probably change their names and forgo
other letters of renommendatioj as they did
tile first, and tell a differeuUbut equally
plausible tale uf woe, for the purpose of im
posing still further on the credulity of the
fraternity. Wilson is an excellent scribe,
and quite an intelligent scoundrel!
Editors to the South and West, might
subserve the cause of justice, by noticiug
these facts.

The fallowing information, from an offi
cial source, respecting a recent judicial pro
ceeding in Great Britain, may be interest,
ing to ship owners and sea-faring meu:
Lowther Christopherson, master of the
brig Trafalgar, of Maryport, in Cumber
land, was at the sittings after Easter term
last, before the Chief Justice of the Court
of King’s Bench, at Westminster, convicted
of the offence of forcing and leaving four of
his crew on shore in the Bay of Chaleur, in
North America, and was, on the 27th of
last November, adjudged by the said Court
to be imprisoned for three months, (being
the specific punishment provided for by the
acts llth and 12th, William 3, cap. 7, and
58 Geo. 3d; cap. 38,) in the King’s Bench
Prison.

From Havana.—A letter from Havana
of the 12th of March, noticing tho large ship
ashore on Point Yeacos says—“ That her
decks were covered with blood, and it was
supposed tlie crew had been murdered.—
What vessel she was, whether American or
European, was not known, but the ship
was loaded with dry goods. We are incli
nod to believe she hoe run ashore and the
people made their escape to the beach.”
Tlie same letter remarks—“ We have to
dgy. a report that our Minister is recalled
ftom Spain ; that our naval officers are or
dered to duty, and that our ships of war
are 4b be immediately equipped and nady
for sea. At this news the leading Spaniards
are much alarmed.”
Another letter of the 23d ult. says—Rice
js dull at £5,' and unless yon can procure '
'at it will be unwise to ship it. Sugars

An Act authorizing the Secretary of the Trea
sury to direct the completion of entries for
the benefit of drawback fifler the period of
twenty duye.
Be it enacted by the Senate and House
of Representatives of the United States of
America, in Congress assembled, That,
whenever the exporter or exporters, enter
ing any goods, wares, or merchandise, for
the benefit of drawback, shall not have com
pleted auch entry, by taking the oath, or
giving the bond, required by tho existing
laws ofthe United States, within tlie period
prescribed by law, but shall offer to com
plete the said entry after the expiration of
the said period, it shall and miy be lawful
for the Secretary of the Treasury, upon ap
plication to him made, by the said exporter
or exporters, setting forth the cause of his
or their omission, under oath, and accom
panied by a statement uf the collector, of
all the circumstances attending the trans
action within the kunwlege of such collec
tor, if be shall be satisfied that the failure to
complete the said entry was accidental, or
without any intention to evade the law nr
dnfrnud the revenue, to direct tlie said on-
try to beuCTimcntOTurao'-
bpaturcs, us the case may be, to issue, in the
same manner as if such entry hadbeen com
pleted within the period prescribed by the
existing laws of the United States.

in the Chesapeake and Delaware Canal
Company.
Be it enacted by the Senate and House
of Representatives of the United States of
America in Congress assembled, That the
Secretary of the Treasury be, and he iB here
by, authorized and directed to subscribe, in
the name and for tlie use of the United
States, for one thousand five hundred shares
ofthe Capitol stock of the Chesapeak and
Delaware Canal Company and to pay for
the same, at such times, and in such propor
tions, as may bo required by the said com
pany, out ofthe dividends which may grow
due to the United Stntcs upon their bank
stock in the Bank ofthe United Slates.
Sec. 2. And he it further enacted, That
the said Secretary of tho Troasury shall
vote for President and Directors of the said
Company, according to such number of
shares, and shall receive upon the said stock
the proportion of the tolls which shall, from
time to time, be due to the Uuited .States
for the shares aforesaid.
