We learn by our attentive correspon dents, the editors of the Mercantile Adver tiser, that letters froin Liverpool by tho John Wells, quote Upland Cotton at 16 to 17d; Orloans. 15 to lOd. A letter written on the morning of the 8tii, the day the ship sailed, states that the brokers were then out, with orders to pur chase all that was ottered at or below 15d. without regard to quality. We copy the following Price Current of the Sth of April, from the Evening Post Tuesday, April 5,1825.—On Wednesday last we had a very animated inquiry from speculators and the trade when upwards of 8,000 bags were bought at the full prices oflhe previous day j since then the demand has been very limited, and in some instan ces, a small reduction in price submitted to though generally speaking, holdqrs are firm. The matter may very eafely be left to tlioee most interested. The proposed plan is clearly impracticable. The New-Yorlt Mercantile Advertiser, sayr that shipments of Cotton hare been made from that port and Providence, R. I. for Suvantiah. We know, in regard to the latter-port, that this is the fact. Seventy bales of Sea-Islands were received by the Rising States, at this port, from Providence, a short time ago, which realized a profit of some fifty dollars per bag, VicE-CoNsm.s—The President of the U. The British Minister, Mr. Vaughn, is expected to arrive in this country very shortly. The former residence of Mr Can ning, is fitted up for his reception. It had, as mightnsve been expected, received some opposition, but the Minister who introduced it, remsrk- cd, that a great revolution had taken place in the opinions of learned men on the sub ject of contagion i that it was now nearly the unanimous opinion of the European and American Faculty, that the Yellow Feper ie not contagious i - that the great secret of prevention and remedy lay in cleanliness; andplthough caution was always necouary when a measure was proposed for tho abo- litioi of long existing regulations, yet, when satisfied that they did more injury than good, it waa the duty of a stateaman to. ac knowledge his error in regard to them, and to propose measures for their abolition; and that it was particularly the duty of England, in the prosecution of her liberal commercial policy, to take the lead in the repeal of a system which had proved so on erous to commerce as the Quarantine reg- ulations were known to be, and which had been shown to be as unnecessary as they were burthensome. Should the bill pass into a law, of which there is no doubt, such a measure adopted by so enlightened a body ns the British Parliament, mustliave a pow erful effect on all the Commercial States, and will probably induce Spuin, Portugal, the Italian States, and other Powers, and even countries on this side of the Atlantic, to amend, if not repeal their systems of Quarantine, and to restore commerce to the freedom, which the researches of medi cal science have demonstrated to be enm patihle with the public lieulth and security. The Societies established in this coun try to .promote the cause of emigration to 0I! Hayti, are also informed by this publication, that the government will not, after the a- hove mentioned date, allow any sum to as sist in the transportation of emigrants who may wish to come to Hayti. This circum stance cannot fail to operate favorably to wards that of American growth.
