ed by a transfer to the United States, in the
manner provided by law for such transfers, of
the credit or credos standing on the said
books, and by a surrender of the certificates
of the stock so subscribed : Provided, That
all subscription by such transfer of stock shall
be considered as part of the said twelve mil
lions of dollars authorised to be borrowed by
the first secti' n of 'his act.
•* Sec. 4. And be it further enacted, That for
the whole or any part of any sum which shall
be thus subscribed, credits shall be entered to
the respective subscribers, who shall be enti
tled to a certificate or certificates purporting
that the United States owe to the holder or
holders thereof, his, her, or their assigns, •
sum to be expressed therein, equal to the
amount of the principal stock thus subscribed,
hearing tn interest not exceeding four tod
one half per centum p'jr annum, payable
quarterly, from the thirty-first day of Decem
ber, one thousand eight hundred and twenty
five; transferable in the same n anner as i*
provided by law for the tranter of the stock
subscribed, and subject to redemption at the
pleasure of the United States, as follows: one
ha!f at any time after the thirty-first day of
December, one thousand eight hundred and
twenty-eight: and the remainder at any t'me
after the thirty.fust day of December, one
thousand eight hundred and tweuty«nkne *.
Provided, That no reimbursement shall be
made except for the whole amount of such
new certificate; nor until after at least six
months public notice of such intended reim
bursement- And it shall be the duty of the
•Secretary of the Treasury to cause to be traui'
ferred to the respective subscribers the sever*

of the certificates of four and one half per
cent, stock issued to them respectively.
“See. 5. And be it further enacted, That
the same finds which have heretofore been,
and now are pledged by law for the payment

visions of this act, shall remain pledged in lik*

Dea-- Sir—You expressed a wish that I
would give a concise statement of my Suffer
ingu. from ‘ the hopeless commencement, to
(he present propitious stage of my disease.'
About five years ngo, on my passage from
Bordeaux, during the mouth of January, from
imprudent exposure on deck, I was seized
with a violent fever. Having no medical at
tendants on board, I was compelled to bear
it, aa I might for two weeks, when on my ar
rival at Charleston, s. C. it was treated as
Typhus. Tbe skill of mv Physician stibdin-d

of this gave rise to a disease equally distress,
ing, and which, till now, I had thought incur
able. Various abscesses made their unwel
come appearance, particularly on the joints,
which were swelled to an enormoua size.—
These gradually subsided into hard tumors,
one of which on my left knee affected the
bone—on incision was now made and a large
evacuation of pus, mixer) with pieces of bone
oak place. In addition to this, I suffered the
most escruciating pains in my joints thst man
ever experienced. Every tiling that was
administered either gave me no reliefer ser
ved to aggravate the disease, the severity of
which increased with every succeeding year.
Such waa my painful aluation that I despaired
of ever being restored to my heal h ; I had
not only tried the regular means of relief,
but used, though in vain, every popular rem«
erly 1 could hear of- It was in thia awful and
despund ; ng condition,that l^vas persuaded to
