vernment of a people have over the human
mind, lie would have perceived that, not the
frosts or snow oftbo Northern realms made
men addict themselves to war, but, that
predatory genius, which must prevail in a
people, who were constantly distressed by
poverty snd famine—whon a new civiliza
tion had taken place and the severities of
the climate were mitiguted by the benefi
cial influence of arts and sciences, when the
descendunle of these men employ their or
naments in commerce, as well as in war;
when their iron was plunged into the re
luctant bosom of the earth; when in their
cities, universities were erected, academies
instituted, professors and teachers patron
ized, and the peaceful occupations of genius
pherished, then, while the climate edited,
the national character became changed.
Men of genius, here, at London or at St.
Petersburg in the retirement of their Cabi
net, if employed on the same topic, and
eipial in acquisitions, will think and write
alike. The manners of a people occasion
some variation in national taste : there is
an arbitrary and an ideal beautiful, or, in
other words, a local and an universal sensa
tion. The systematises above enumerated
not having sufficiently investigated the
causes of arbitrary or local sensation ; in
perceiving them, they at once referred them
to the influence of the climate, and not to
the influence of government.
Prom what has been submitted we may
be led to conclude that, it is with a people,
as with aa individual, and with an individu
*1 aa with a people. The human mind is
indeed influenced not by climate, but by go
vernment, not by soils, but by customs, not
by heat or cold, but by servitude and free
dom. A happy education, an elegant lei
sure, nnd a passion for glory, must form u
great man, as an excellent government, an
orderly liberty, nnd a popular felicity, must
form a groat people. Here, we have a sys
tem of education for the individual, a sys
tem of government for the people which to
every philosophical mind must give univer
sal satisfaction. Nourish then therefore,
witli persevering industry i a diffusion of
emulation will be propagated from individu
al to individual, and blessings will increase
upon this favorod laud in like proportion us
the population.

lence, but we must not* therefore suppose,
that the advice of n preceptor in the form of
t government, can produce an instantane
ous effect ; there is a regular progression in
human affarirs, and no power less than Om-
aipntencu, could have prodused that singu
lar operation of commanding light, and

phic age, but industry is left to tis, which
may be truly said to perform miracles.

gradual decline in prices. On Monday 200
boles middling quality Now-Orleons were

bama. of about the same quality, were
sold at 20 cents, and a small parcel of poor
Upland at 19 cunts, 90 days. We reduce

At sun-rise, the Exchange bell will be
rung and the National standard displayed
from the steeple, and on the masts of the
shipping in the harbor.
At eleven o’clock, a civil and military
procession will be formed at the Exchange.
The procession will proceed from the west
end of the Exchange at half-past eleven,
escorted by the corps of Savannah Volon
teer Guards, through Bull-street, to the
Theatre. An Oration will there be deliver
ed in commemoration of the Birth-Day ot
the nation by N*thanif.i. P• Bosn.F.sq. pre
ceded by the reading of the Deulara’iou of
Independence by Richard W. Si'ixi'.s.Esq.
At the close of the exercises,the Procession
will return to the Exchange in the same
order, where it will disperse.
The following will bo the arrangement of
the audiencein the Theatre, which it is res
pectfully requested may be particularly ob
served.
The Pit will be appropriated to the escort
and to the military otli era who may join in
theprocesaion. Tito centre box in the
lower tier will be reserved for the civil au
thorities, foreign Consuls, &c.—the remain
der of the Boxes in the lower tier for the
ladies exclusively. The second tier will be
appropriated for the several military corps
who will take seats from the centre. The
remainder of the same tier, end the other
parts of the House, for the citizens ge
nerally.
A Dinner will be provided at the Council
Chamber in the Exchange, at whicli
Chari.ks Harris, Esq. will preside,assisted
by James M. Wafne, Wm. C. Daniei.l,
and Mosrb Siieftam., Esqs. Dinner on
table precisely at four o’clock, P. M.
