—No, the Generals letter is—strange as it
may appear, unquestionably tube traced to
a cause of which ita author himself is not
annrised. It i» dictated by tbe Agent, not
direrlly to be sure—but by him tho feeling
and tile prejudices which gave rise to it were
first implanted and nourished. The Agent
ns possessed of a quick mind and sound judg
ment, and perhaps his forte is the adroitness
with which he can bend miters to his will-
in these rcapectB he is unless tve mistake
widely—much General Gaines' superior—
he is greatly superior to the WarOffico-Mn-
jor, in evgfy thing. Gen Gaines does not
perceive it, but h« and the aforesaid Major
are moved by tho Agent and the party to
which he belongs as dexterously as Chess
player ever moved Knights or Pawns upon
the Chess board. It is humiliating to re
flect, that ha who so bravely fought the
battles of hia country against a foreign foe,

warfare and a petty strife, against one of

the signature of "Philo Lyctxrgus the Youn
ger,” has advanced doctrines ill relation to
the powers of the federal govermn ent over
slavery in tho U- States, that never can be
sanctioned by the people of- a large portion
of the Union. An examination of them
would bo worse tlian idle. Tile discussion
of the Missouri Question “exhausted the
argument" on this painful subject. Why
do we see it so often renewed in the public
prints? The old atluge that "eliariiv be
gins at home,"may be applied to those fan-
aiica) writers with grout propriety. Let
them seek nearer home legitimate objects
ofbenevolence. and beware how they med
dle with theii neighbors. An interference
by the government on this subject, in any
form whatever, never willlif submitted to, no
matter what may be the consequences. If,
as the New-York American said, “ the
Northern policy has gained the ascendant,”
this is ti question upon which the South
never will " he content to. obey," whatever
they may do upon others. Indications
enough have been given oftlic truth of this
remark.

The market has been in an unsettled and
fluctuating state throughout the pust\veelt.
On Saturday and Monday it exhibited
'much animation, and most descriptions ob
tained an advance of id per lb. On tho
two following days tho demand had subsi
ded, owing principally to the heavy arrivals
anil tho currency again receded to tho pre
vious rates, which induced buyers to come
mure freely into the market, but holders
having resumed a little confidence, not ma
ny purchases could be cficcted at the reduc
tion, and the total sales are computed at
9917 bags, of which speculators have taken
about 2000 American and Brazils, tho par
ticulars, 4151 Bowcds at 10 to 14d; 1488
Orleans 12J to 15d ; 101 Ala. and Mobile,
I2J to 13d; 100 S. Islands, 2s 2d to 2s 5d;
1820 Pernams I4jd to 15}d -, 1805 Maran-
hams 13j to 14jd ; 240 Babins and Macai-
as 13} to 134d S 13 Paras 134d; 10 Dcm’s.

Monday Evening. J o'clock—-The market
his remained vary steady throughout the
whole of Saturday and to-day, with a mod
erate demand from the trade, at the pre
vious currency. Some speculative business
would have been done had holders shown
any disposition to relax, which has not been
the case. Tho transactions since Friday
arc, therefore, limited to 2300 bags, at that
duy’s quotations.

The holder of two tickets, will be certain
of obtaining at least one prize, and may

Mode of Daawitto.—The numhers will
be put into one wheel as usual—and in the
other wheel will he put the prizes above the
denomination of $4. and the drawing to
progress in the usual manner. The 20,000
prizeB of <jjt, will be awarded to the odd er
even numbers in tile Lottery, (as the caBe
limy be) dependant on the drawing of the
Capital Prize of THIRTY THOUSAND
DOLLARS—that is to say. if the $30,000
prize should come out to an ono number,
then every odd number in the scheme will
be entitled to a $4 prize : if the $ )i),000
prize seonld come out to an even number,
