The landing of passengers from these boats, to those uuaccuinstomcd to it, is singular and alarming. The stranger who goes on board these boats at night, cannot but feel the novelty and apparent danger of jiis situation—fur the steam-boats puss will) such rapidity, that several liuudred yards o lino must be paid out,and it being wound in by a part of the machin*y,you trovel thro’ the water at the rate of fourteen miles an hour or inure, which greatly elevates the hows of tho small boat and depresses the the stern, so that it is actually sometimes nearly a fool beneath tho surface of the wa ter. We landed about eleven t/clock at West Point, The high reputation oi this Acad- amy, has rendered it an object ot much in- terott i and its commanding and romantic situation always render it an object ol first attention to the tourist. We were accom modated with lodgings at Mr. Cozzens, the contractor for furnishing food far the Cadets — Pha Academy and other buildings are elevated 2UU feet, above tile Hudson, in the midst of the most romantic soenery. Here Hie art o f war is studied, practically and ■theoretically. Indeed every thing is con ducted in the strictest spirit of military dis cipline, At the time we visited it, the Ca dets were encamped us usual two muuths in every year—they have here to sustaio ev ery hardship incident to the soldier’s life, and are at the mercy of all wcutlicrs—it is not wonderful, therefore, if some of those young men who have previously I'olt nothing hut the kind indulgence of parents and friends, should consider tne discipline they are subjected to at first aa galling, but I be lieve they are soon reconciled to it by hab it, which can reconcile mankind to any thing, and frequently make accomplished soldiers and citizens- Among the Cadets who have been most distinguished, is Alex. D. Bache, a great grandson of Dr. Frank lin. and who has received the highest hon ors of the institution. After putting ourselves to considerable expence to obey a law*another is passed— the purport of which is to exempt us from doing what we have already accomplished. No doubt there are many persons who will be benefited hy tile repenl of that section of tho ordinance. Those citizens who have provided buck ets at the rate ol' jtv-’fJ-j, are now taxed 73c. for every fire place. Those who have- not, are obliged to pay the same amount, together with a fiuo of one dollar for each bucket deficient—thus, in a manner, paying them for non-confurrnity to the city laws— leaving a clear bu lance in their favor of jjl tjj fiir each deficiency. It is well known there are a great many stores ill I Ire city to which there are no fire places attached, and from which tho owners derive considerable income—consequently they are exempt from the tax imposed—if the risk of fire is taken into consideration in connection with fire places, there is more danger to be apprehended from these very stores—tlie grealer part of which are filled with combustible materials. Again—there are many individuals who own houses which have remained umceupi- pied for probabiy two or three years, these individuals am at a considerable cxpcnce without receiving any income. Is it just to increase their expence ?
