' TO THE EDITORS. In the lower part ofthe County of Seri- von, about 50 railet from Savannah, there si a batural curiosity, which I have never seen or beard mentioned. It has been fol lowed by certain intelligence of ail insurrec tion in Valencia, headed by General '.liambo and one iu La Mancha excited by General Lneho. Ortiguela in the province ul'Burgos, and another chief in the province of Grenada, have followed the example of Luc ho, and proclaimed Charles V. Bennie res, aod the seren officers who were shot with him, died with the greatest fortitude. He did not make any disclosures. Two other officeta, who were* taken with Besiiores, have been par doned upon the declaration of Gomez, that he induced them to acoompany him without acqoaiutiug them with his designs. Russia.—The accounts frum St. Peten- burgli are gratifying to every friend of free dom, inasmuch as they state that'the com mencement of the eniuing year ia the' period fixed, for completing the emancipation of the vassalage, in which the inhabitants of tiie Baltic have bitberto been held. Govern ments existing bn the foundation of ancient despotisms, are naturally viewed by the sub jects of free governments with a degree of pre judiced feeling, which it were difficult to res train, in the expressions of political opiniou. —H must, however, io justice, be admitted, that there is a manifest and ardent desire, on the part of the northern governments, gradu ally to ameliorate the political condition of their people. Sic. 43,085; Total, 447,295 bags Any estimate, as it regards tbe stock in the ports at tbia period, is very little to be relied upoo,.but we ere of opinion, that they amount to about 440,000 bags, of whioli 200,000 may be American, and that fully three-fourths of them are bdd in this port. The exports only yet amount to about 20,000 bags; but before the end of tiie year, we .thing it probable they may amount to 50. 000, the stocks in the Continential ports be iug unquestionably, small, in Manchester there is t good demand for inanufacturqs, and, generally speaking, a small stock ou hand. Of Twist the stuck is much reduced, but it ia still considerable ofthe lower nuin ben, and we fear that,- in many case* the spinners do not derive any profit from their business. In the last two months the spin mng of Cotton has been resumed with more briskness, and is again aa great aa it lias bceu in any past period; but in the whole of this year, we do not think there will be any in crease in the consumption. With a refer- rence to the future prices of cotton, we may remark, that a considerable pruporliou of the present stock of cotton is held by opu lent speculators and importers, who will be indisposed to eel) vyhilst a gleam of hope remains of amendment : a considerable quantity is also held under assignment,, and in trust by those who have suspended their payments, which it is likely will he withheld from sale for a few months; and, in the in termediate tifoe, the imports (from the sea son ofthe year) will be inconsiderable, we think it rather-probable than otherwise that a small advsneo will take, place; but if it does, we think it cannot be ofiong duration. Tha stock of Cotton that ia now held in Liverpool ia a large one—for the whole of Europe it is not inconsiderable, and from the impulse that haa been given to its increased produc tion, with tiie capability there is of still far ther iberease it appears to us that tile cul ture will go on until it is checked by the pri ces becoming so low aa to cease to remu nerate the planter and merchants for the expense of ltsproduction,and transmission to market; opd from the best information we can collect on the subject, we are led to be lieve, that the cultivation would be contin ued on a sufficiently extensive, scale to sup ply the present consumption, were the prices from 12 to 20 per cent, lower than those which are now current in this market— From the experience of the present year, it is obvious that any material increase in the price would very shortly be followed by a dimunition in the consumption. The Cot ton manufacturers of this country we do not consider to be aa vigorous and flourish ing aa they were in the last and previous years; but should the prices of Cnttod con tinue to be aa low, or become a little lowei than they now are, there will, in cur opinion, be no diminution in the consumption, nor can we reasonably look forward for any mu- terinl increase; but as the manufactures ou the Continent df Europe are more in their infancy, there ia there a great scope fur, and probability of, increase.
