PUBLIC 8ECURITY.
The Manager of tbe University Lottery of
the State if Maryland, returot hit sincere ac
knowledgements for the munificent patronage
he has received in tbe former .classes, and he
now has the honour of presenting to bit' friends
and the public throughout the Union, the
SCHEME of the Eighth Clou, Which it for
more brilliant than soy scheme ever adopted
and drawn in the United States, and probably
infinitely more so, than any that will be offer
ed Tor several years. He flatten bimtelf lb* l,
as all clitaci of adventuren may be zceom-
mudtted, tbe present tobeme will be duty ap
preciated nod approved. By an auentfvr
perusal of tbe scheme, many unusual advan
tages will be discovered, and a> this lottery is
granted for a truly laudable purpose, via t that
of acquiring and spreading knowledge, the
Citizont of Maryland and tliuae of the United
States generally, will nut, it i* hoped, be
backward ingiviug it their sappurt; but will
patronize it as well from foeiinga of patriot
ism, as from the excellent chance now offered
of adding to their property. Those not yet
abounding in wealth, will no doubt seize at
once upon the uu pa railed opportunity of ism
curing a foilune.
Tbe demand for Tickets in tbe last or 7th
Class, was so groat that none could be found
for eale in tbia City at the time the Lottery
was drawn, and simitar, no doubt, will be the
vase some day* previous to the drawing of the
present scheme, even though it be nut th
pleasure of venders generally to engage i
tbe sale of these Tickets, and should any
vender decline taking Tickets in this Lottery
unless Jte can procure them from the Mana
ger at a deduction front the scheme price,
hn will -find an ipplioation for Tickets on sack
terms, made in vain; and it also will be lost
labour for any vender or venders to attempt,
hy any manqsuvre whatever, to assume to
themselves the management of this Lottery,
so that it shall shall result to their own path-
cular benefit, regardless whether it ahall or
shall not tend to be jiiit nr unjuzt towards tbe
community. But tbe Manager pledge* him-
-elf to be consistent with bis motto—-'Equal
Juetiee,''—and a few months will latisfactorily
prove to the public the truth of this declara
tion. In no instance can a credit for nay
large amount be allowed, unless a satisfacto
ry security be given, for, notwithstanding the
integrity and property of many of those iu
the trade, the Maotger must aud will endea
vour to guard againzt all casualties, apd it
must be expected that Ibis will be looked for
and adhered b> by bitn ip all coses, not only
for hit own protection and safety, but because
it ia lib intention to proceed with the Lottery
in such a manner, that he -will have it in hi*
power to pay site prizea promptly, And that
it ahall result to the entire satisfaction ofall
concerned.
If the foregoing considerations are not
sufficient ieoentive to venders who are not op
posed to the fairness of this Scheme in all idb-
pects, as well aa to adven'nret, to take an
interest in this LoMmy, iq preference to any
Other, the Manager trust# that the following
new arrangement and votqntsfy act on bit
pari, will >t least stamp it with sock * char
acter, in the minds of adventurers, aa shall
render it justly deserving of that preference,
and he in confident it will duty receive morit-
ed patronage.
Toinsure public confidence and to prevent
the possibility of loss to the holders of tickets
io consequence of any casualties whatever.
-* it is hereby covenanted and agreed un tbe
part of the Manager, tin addition to the nru-
rity given to th». Stale nf Marytand Jar the
