Sir J. M-Intosh was shortly to have
brought forward his motion respecting Por
tugal. Tho state of affairs in that kingdom
is described as dreadful beyond conception
—arbitrary arrests and executions are of
daily occurrence—and properly and life con
tinually sacrificed. The Liverpool Cbroni*

ning, in complianco with antiont treaties,
sont a British force ; but now, when Portu
gal is absolutely govorned by a despot and
a usurper, England remains a spectator of
acts of opproason inflicted on her owo sub

that, should his undertaking succeed, ho will

which will give employment to,as many or a

The Manchoater papers say, that there is
not the slightest amendment in tho state of
trade there or in tho neighborhood—the
homo trade is limited, the scarcity of money
much complained of, and the operatives iu
much distress. In Liverpool, London and
othor commercial cities, it is added, tho stag
nation of business is greater than at any pe
riod within the recollection of tbo oldest
merchants.
A final moeling of tho Association of the

London, April 21.—Tho French papers
f Tuesday, winch arrived last night, arc

reBpocting the completion or choice of the

“ The Russian Journals publish the offi

wo havo given the particulars. But it has
been said that this position has beep retaken
from tho Russians, by a divisisn of Hussein

contim this assertion, which appears to be
false. Tho fortifications of tho place were
repaired immediately after it was taken, and
tbe Russian flag is still hoisted there.”
From Frankfort it is stated that tho ex

said to be in contemplation considerably to

City, Thursday Evening.—It has boon for
several days very generally reported, that
the Duke of Wellington is about to bring
forward some great financial measures.
The report which we have alluded to
above is ia some respect confirmed by a cir
cumstance conoected with tbe publication of
the Quarterly Review, the great oracle of
the influential dosses, and the supposed or
gan, with respect to the political questions,
of tbo Government.
•dkxondWa, JUarch 14.—Since my last of
19th February, nothing of importance has
taken pJacp. Tho l'acha’s contingent oT
troSjft uf 12,000 ^sQrtiejay 18,000) is to march
according to the orders of the Button to tbe
frontiers of Er/.eroum; But the march of this
column will cost largo sums; it will lose
many men oa tho way, particularly in pass*
ing through the Desert to Palatide, and
arrive very late (perhaps too late) at the
place of its destination. Oar troops who
have been long iuiired to tbe European mili
tary discipline, and have greatly improved in
their military exercise, are now to be dressed
ip the European fashion, that is in good
strong cloth iostead of the light flannel which
they have hitherto worn. The uniform of
the cavalry exactly resembles that of a
French regiment of light horse, except that
(hey wear tbe red cap.
A general stagnation prevails in our trade;
in particular ill imported articles, formerly
in demand, now meet with no sale, in conse
quence of tbe misory which pervades the
interior of the country.
Bucharest, March 27.—Tbe measures pre
paring in the Russian army are involved io
great obscurity, and it appears that the cam
paign this year will be carried on with great
prudence.—General Deibitsch has issued
soother order to tho military administration,
in which he invites all the persons belonging
to it to be very active, and warns them
against negligenco in their duty. Count
Zoltuschin, tbe new Governor-General, here
upon applied to tho local authorities in tho
Principalities, claiming tbeir aid in supplying
the army with evory thing. He promises
them all possible facilities according to cir
cumstances, but requires their readiness to
do what Is necessary, that he may not bo
obliged, in the performance of his duty, to
employ rigorous measures.—Count Zoltus-
oiiin is a very accomplished man, who .unites
alfabilily, moderation, aod pleasing manners,
with groat firmness of character and a per
fect knowledge of business; only those who
neglect their duty have roason to four him,
and such stand greatly in awe of him.—
Hitherto, however, ho has not had occasion
to make use of his authority in this respect.
Tho Russian army is animated by tho best
spirit; the soldier* have the greatest confi
dence in their officers, and the regiments pass
through the city singing cheerful songs on
their way to tho Danube. For some days
past, however, but few troops havo passed
this city and the neighborhood; it is thought
that tho main lines of march arc the roads of
Kalefot and Silistria. Trado is increasing,
and foreign dealers who are here mako large
profits; last week a foreign wine.merchant
sold many thousand bottles of wino. It is to
bo observed that here, as well as in tho in
tcrior of Russia, for tho last year, foreign
wines, especially French, are to bo had in
the smallest towns, and travellers no longer
meet with so many difficulties and unpleasant
circumstances in tho post houses and inns sb
thpy did a few years ago.
The Hylton Jollifle, stoam vessel of the
first class, sailed having received on board
Captain John Martin Hnnchctt. who is we
are informed, going out with tho especial
permission and licence of his Majesty, to take
tho command of the Turkish Float against
the Russians, in tho ensuing campaign, when
the moat active operations are expected.—
This seems like a proof that our Government
do not intend abandoning tbeir ancient and
steady ally. The Capt. is to hoist his flag, as
Vico Admiral with most ample powers; and
from bis having so often distinguished him
self lojthe British Navy, during tbe last war.
