The Committee on Uio Stale of the Republic, to
whom wan referred a resolution of tho Senate,
instructing timeommittee “to make such a report
on the subject of tho IViluiot Proviso, as is n just
exhibit of the feeling* of the people of'Georgia,"
bc^ leave to submit the following ns tho result of
their deliberation*, fully confident, so.far as we
give any expression, that is in unison’ with the
public will.
The acquisition of territory is legitimately ns-
vufiated with the IVilmot Proviso. Wo wifi ab-
stain from any utterance upon that subject, at
thw time, for the reason that wo may notallagreo.
Hut forasmuch ns the ulterior olyect of the Mlmot
f Proviso, is to cffecltho Abolition of Shivery, and
■bout which there is no difference of opinion,
and forasmuch loo, as wo desire to present an
unbroken front, wo will therefore regard mid con
sider the question in its ulterior purpo.su leaving
. tho acquisition of Torrifory for a future report.
Slavery mid Slave labor is § wart and pared of
our Governmental systoni, and made so, by the
very ancestry, In part of those who now are ac
tive in its abolition.—Wo do not regard it res
pectful to ounclves, or essential to our right, to
cuter into any discussion with thoyo who aru
governed by no principle but their funatacism.
Indeed tho question has boon argued, but fuuuta-
cmn m deaf to argunmut—it will uot hear.
Tho people of Georgia havo for a series of
years been divided aud disturbed by other ques
tions, so much so perlmps as to induce tho false
hope, that upon this vital question, there may
now prevail discord aod dissontion. This is not
bn*; Georgia has but ono mind—is os one man
--aU political parties aro ready mid willing to
plant themselves upon the same platform, and
join heart and hand in tho assertion nun maintain-
ft °co °f t £ e * r constitutional right.
To the end therefore, that tho fooling* of tho
people of Georgia, upon tho subject of the YVil-
mot Proviso, may bo distinctly . understood and
their position defined,
Bo it, therefore, by tho Senate and House or
Representatives of the State of Georgia, absolved,
liiat the Government of tho United Status has uo
control over tho institntibn of Slavery, and tliut
in taking or attempting to tako any such control,
it transcend* the limits of its legitimate functions.
Be it further resolved by tho auUiority afore-
^hat mijr Territory acquired by the arms
of the United States, or by treaty w ith a foreign
power, becomes the common property of the

whilst H so continues, it is the right ofeach citi
zen, ofeach aud evety State, to rcsido with his

He had served his country long and liiithfiilly.hav-

the fieldofbaltle. Ataungesomewhatndvnnccd,
at the head of his Rogiineut, this gallant old sol
dier, a iiulive son of Georgia, on Uio 8th of Sep
tember last, received a wbund, of which ho died
on the 1st of Octobor thereafter. > : . .
Believing it duo to tho character of the State,
under the circumstances, thut suitable arrange
ments should bo inodo for the fetnovol of the body
of Col. McIntosh to Georgia, I recommend that
an anpropriationxjf a sufficient sum bo mode for
that purpose. ;

Sir—A custom has prevailed of rontoviug to

wonld be consideifed noglect. Col. McIntosh
was wounded on.tiie 8th of September, aud died
of his wounds on tho 1st of October. '•
As Col. McIntosh highly distinguished himself
in the war with Groat Britain, os well as in this
war with Mexico, I trust die Legislature will pass
some resolution for die removal ofhis remains to
thoir native $tatq. As belaud myself were tho
last of dio officers of the arnty, from Georgia,
whowaroin it^during tlio war wldi England, !
intent!, if I survive, to carry his remains homo tb
Georgia. I, therefore, do not ask any appropria
tion from the Legislature, lor this purpose; and
only hope, os a matter of StAto pride, that die Le
gislature will pass the necessary resolutions—his
children, I fear, could not bear tho expense ofhis
removal.

her altars, not we," and pronounces it unjust
and unpatriotic in an enunent degree,.
