The Wilumt Proviso lias been before the coun
try some time. It has been repeatedly discussed
in Congress, ami by the public press. I mu
strongly ^impressed with the opinion, that a great
change has been going oil iu the public mind up

ami that doubts tire rusolviug themselves into
convictions, that tlie principle it involves should
bo kept out of tho itirional legislature, ami left
to the people of tho confederacy in their respec
tive local governments.
The whole subject is a comprehon ive one, and
fruitful of important contcqucuees. It would lie
ill-timed to discuss it here. 1 shall not assume
t tat responsible task, but shall confine myself to
such general views, as urn necessary to the lair
exhibition of my opinions.
We may well regret the existence of slavery
in the Southern States, ami wish tlmy ha I boon

ry from a region where it now exists, hut a pro
hibition against its iniroduetioii where it does not
