The steamer Metiunorn, Capt. Barden, loll her
wlmrf early on Saturday morning for Tyhee, to
receive the mails for this city from the steamer
Isabel, expected from Havana. A Her waiting*
until 4 o'clock, and the Isabel not having arrived,
she returned to tho city. Nothing had been
heard of the I. up to last evening.

have incurred thu displeasure, so harshly ex

pended to thnldoomnont, by the simple discharge
of what wo considered our duty ns n public juitr-

certain facts to the public which cannot fail to
relieve us from tho charge of Misrepresentation,
which these gentlemen have seen proper to set

At 10 o'clock lust night we received a despatch
from our Charleston correspondent, announcing
the arrival of the steamer Cambria nt New York
on Saturday morning. Tho following is n
summary of the nows brought by her:.
COMMERCIAL.
Prices of Cotton in Liverpool nro represented
as firm nud the market stendy. In some instances
there had been a slight advance on some descrip
tions of American. Tho sulus of tho week nro
said be 28,180 bales, of which 13,220 nro Orleans
at 3 to 4Jd., 0,140 Uplands at 3J to 4Jd., 3,080
Mobile nt 3 to 3}d. The inafket closed on the
evening of tho lOlh November, without any
cliungo iu prices since the departure of tho pre
vious steamer. Fair Cottons aro quoted ns ltd-
Inwc: Bowed and Mobilo 3Jd ; Orleans 4id.
The imports of Grain into Liverpool and other
ports nro increasing. The markets nro well sup
plied, nud purchases nindo only for pressing
wants. The duty on Wheat is now 3s. 7d.
AUSTRIA.
Vienna has surrendered to tho Imperial troops
after siege of eight days. On the 30th tilt, the
attacking General said “iny troops will enter Vi
cuna to-day.” The whole town was in posses-
ion of tho Imporinl trooops on tho 1st inst. after
much resistance, and thu Impcriul palace uml li
brary in tinmen.
It was reported and believed in Paris that tho
Rothschild’s would have to liquidate iu conse
quence of tho events in Vienna.
FRANCE.
French three per cents are quoted at 40 to 42.
General Cavuiguac has a large force iu Paris to
put down any attempt at disturbance. There
will be a fierce contest for the Presidency by the
friends of Louis Napoleon. Tho Red Republi
cans, Socialists, and Communists arc collecting
fighting men to support Napoleon.
Quo hundred nud fifty thousand men will assist
at the proclamation ol tho French Constitution.
IRELAND.
Irclnnd is quiet, with the exception of some
difiicultics botwcon the landlords nud tenants.
ITALY.
An insurrection broko out nt Genoa on the
29th ult. between tho Miluneso nud the people.
A proclamation hns been issued by Massoinc,
who would head thu revolution-
GERMANY 1ND DENMARK.
Tho Dunes arc said to be willing to make
peace with Germany.
ENGLAND.

and the presold statement of tho Finance Com
mittee in round numbers. Tho former claimed
Hint Iho City Debt had been reduced about $55,-
006 iu the years 18IG and *47; tho latter would
show it to have been rod need only $32,888 05.
The difference between tho two is no less a sunt
Ilian $22,111 75! Yet both representations hade
been put before, the vommunity in the most solemn
manner, over official sig not lifts ! Had wo doubt

thu capacity or integrity of his Honor; should

claim to have reduced the public debt, during
the last year, by $33,915, which is $11,415 more
than has linen received from the dividend of the

presents the city as perfectly tranquil. The bar

the Cambria.
There have been sates in Liverpool of Caroli-
na Rico at 20s.

In so many words, in white aild black, upon the
records of the City, in the columns of the public
press, ho claimed the credit for the Hoards <f 1816
and ’47. of having reduced the City Debt by $55,-
000. Now we appeal to the common sense, nay.
under the insulting aspersion cast upon tho char
acter of our paper by tho gentlemen composing
the Finnnco Committee, we appeal to tho com
mon justico of an intelligent community and
fearlessly ask, havo wo not been sustained by am
ple authority, by the authority of tho Mayor him
self, backed by tho same Finance Committco in
1847 as in ’48, in tho conclusion to which wo
have co mo that the amount of Debt paid by tho
present Board hns been the difference between
$66,803 65 ns claimed to have been paid within
the last three years nud $55,000 ns claimed to
havo been paid within the first two of the last
three years ? If iu reality 44 grace errors of fact”
have been made, who is responsible for their
commission? If “justico" has been denied to the
present Board,who is to bo arraigned for tho fnct?
If 44 misrepresentations" have been made, calling
for tho just censure of the Finance Committco
and the righteous condemnation of the public,
who has made these misrepresentations ; who is
amenable for them, tho humble editor who has
simply taken the statements of the Mayor to bo
tr{te both iu 1847 and 1848, or his Honor trum
peting the praises of tho Boards of both these
years; yes! of all years during which ho has
held his present position? And, again we ask,
who Is responsible, we, n public journalist of Sa-
vnuiiuh, bound tojlell wlint we believe to be truth,
though nil the Finance Committees that have
ever hold the purso-strings of the municipality
should come down rampant upon us, or tho very
Committee themselves who havo thus ungener
ously assailed us, who allowed his Honor’s state
ments of 1847 to go before tho public unconlra-
dieted, to prnduca au effect upon the popular
mind, nnd, ns a matter of course, upon the popu
lar vote of 1847 which was to continue Mayor,
Finance Coiumittoe nnd all in power, when they
must have known (if conversant with the duties
of their position,) that 44 grave errors of fact which
a just regard for truth and public opinion requires
to he corrected” had occurred’ and tlmt * 4 misrepre
sentations” hud been made from which tho Board
preceding the present Mayor's administration
nnd upon which ho then (ns now) undertook
to reflect, should in ull honesty nnd justice have
been 44 protected!”
We uow venture the prediction that while
these gentlemen have readily, willfully and wan
tonly assailed us nnd cast imputations upon the
veracity of our paper which cannot he sustained
they will not tlaro utlcuipt to reconcile the May
or’s Report of 1817 with their own statement of the
prcseiitycar. And yet it is clear that lie and they
arc equally responsible for the acts of!847 nud of
1846 as for those of 1848. Tho three years nre
to bo regarded ns one administration. The
onus of responsibility cannot he shuffled oft’ by
the Board of tho present upon the Boards of
tho two preceding years, since they nro one
and the samo, nud once again, referring to
our article of Friday, wo ask what has become of
the peojdds money ? tho money which hns been
received by the Whig Boards of the last three

Consequently, a sum has been used hy the prcs
cut Boat<l of $(5,318 41 to which no allowance is
made iu the statement oftlic f'nmmittc on Finance.
It is but reasonable to conclude that his Honor
referred to this balance of1647, ns part of the fund
from which tho $15,000 of city bonds wero to be
cancelled : a fund saved by Hie then Board, to
he increased by other savings, to the amount re
quired, for all of which they (the thou Board)
were entitled to full and unqualified credit. If
this be true, it is clear that the present Board was
relieved in its early organization from $55,000 of
public debt which hung over the Board of 1846.
It will he seen nt a glance, that a sinking debt de
creases ul the rate of compound interest—that is to
say, tile present Board, ns compared with that of
1846, hns been relieved from tho interest on
$55,000 (no less a sum, ut 7 per centum, than
$3,850,) atul thu interest upon that interest, and,
as compared with tile Democratic Board of 1845,
with Dr. Wayne a t its head, has boon relieved
of the interest upon (55,000plus 19,109 25)
$74,100 25, being a sum of $5,187 01, and the
interest upon a considerable portion of tlmt sum.
Comparing still further the iimnngouieiil of that
much sneered nt Board of 1845, with Hint of tho
Board of 1818, tho following remarkable facts
disclose themselves.
1. l*liat the heard of 1845 wont into power
with a balance of $3,275 39 iu the Treasury, and
left a balance for 184(5, of $5,234 02.
2. That they had to pay $5,187 01 more in
terest than has been paid by the present bonrd,
besides interest upon a part of that iuUirbst.
3. That the present hoard went into power
with $10,233 17 cents in the Treasury, and will
leave behind them hut $3,914 76.
4. That Hie present bonrd linsrcccivcd $22,500,
dividend not received by the board of 1815.

Dividends, and it leaves a payment and reduction

different is this statement, from tlm ono put forth
hy iho Georgian? Tho public will judge which
is correct.
But tho Treasurer's statement exhibits another
fact which tho public should look at. Deducting
tlm Railroad Dividends from tlm income of last
year and we havo $100,151 57, Ton Thousand
Two Hundred Dollars less than tlm income of
1810, and about Six Thousand Dollars less than
tlm income ol* 1847. This reduction is caused by

We have mndo a calculation which we believe
to be corrcct.ofthc comparative receipt* from City
Taxes,Jail, M&rkct, Rents, Salo of City Lots, etc.,
during Hie two years under consideration, and
find that about $8,760,22 more wero received in
1845 than during tho present year. Subtract this
amount from $35,964,65 and wo have tho actual
excess of moneys disbursed hy tlm present board
over Hie board of 1845, viz $27,204,43. Com
paring tho amounts of reduction in tlm debt du
ring these two years, we find Hint iu '45, $19,-
109,25 were paid, while in '48, according to the
Mayor's statement only $11,803,63 has been
paid,—that is to say with $27,204,43 more money
the present hoard has paid. $7,305 60 less of the
public debt than of the hoard of’45 ;—making
DIFFERENCE lie $34,510,93 Nl FAVOR OF THE
latter. Assuming on tho other hand, that
tlm statement of Hie Finance Committee, broad
ly contradicting tlm Mayor’s report is correct,
wc find that tho present board lias paid but
$6,710,57 more of debt tliun tlmir actual in
crease of receipts over the Board of 45. Sub
trading this amount from the amount paid by
tlm latter board and WE have a iulance left
or $12,398,68 in its favor, that is to savin
Favor of the DemocratR- roard of ’45.
Such is the result of calculations honestly
made. If wo huve orred wo nro open to convic
tion nnd will cornet our mistakes. As wo have
published thccomimlnicatiou of tlm Finnnco Com
mittee in our columns, wo nsk, (and suppose
our request will bo granted) Hmt this reply will
be published in the Republican. Wo hnvo been
accused of misrepresentation, of n want of justice
and candour by individuals standing high ii
public opinion. Wo nro but a humble, unpre
tending citizon, who would deem himself de
graded by tho conduct nscribed to him, but defies

had, between Andrew Joyner, of Halifax, nud
Calvin Graves, of Caswell, each receiving 24

In tlm Mouse of Commons, on Monday, Ro
bert B. Gilliam, of Grativillo, and Jns. C. Dobbin,
