Gov. Brown, of Mississippi, from F. L. Clnir-
borno, of Natchez, which relates conversations
said to have taken place between Gen. Taylor
and S. C. Boyd sinco the election, in which the TEn
General is represented as having earnestly dc.

letter has been published at the North, and is
causing great excitement.

From tho utter silence of tho Savannah Re
publican of Thursday morning upon City Fi
nances, containing not a word of editorial, not a
lino of communication from tho Finance Com
mittee Correspondent, or from any other quarter
whatever, wo nro forced to tho conclusion, thut
all has been said which can bo said in defence of
tho financial administration oftlto present Board,
and that tho facts which wo assumed to bo estab
lished in our editorial ofWednesday oro admitted,
acknowledged and confessed. Can it be possible
that any reasonable Whig, from his Honor the
Mayor down to the humblest combatant in tho
ranks, including Editors, and Committees, and
all, can suppose that tho arguments wo have ad
vanced aro of littlo importance, and that the facts
wo In vo established nro not of character sufficient
to product) an effect upon public opinion or
upon tho popular voto of next Monday, which
will bo expressive of that opinion ? Wo cannot
believe the first clatiHO of tho proposition for a
moment. They know that tho arguments used
by us nro formidable; could they offer a reply
which should savour of rensou, it would not be
withhold. Tho Financial Committee, that came
out so bohlly and so fiercely against nr, would
not have so rapidly retreated from a contest pro
yoked Iiy themsoives. They have flown from
the field beenuso they knew that they had placed
themselves in a position where their weakness
would he exposed to ilia world. They hnvo beat
a retreat ridiculously rapid, and placed them
selves before a just community in tho altitude of
person who has preferred a charge against
another which ho dare not attempt to establish.
That tho public—tho great jury to which all of
us appeal—will make out a caso of malicious
prosecution against them we do not doubt for a
moment.
But do they suppose that the following fads,
established by us, can produce 110 effect whatever
upon tho approaching city election:
1. With'ini increased revenue of $40,616,80,
tho Whig Board of’40, ’47, and ’IS, have paid
but §8.201,85 more of the public debt than the
Boards of’43, ’44, and ’45.
2. Assuming the Mayor’s statement to be cor
rect, tho presont Board with §27,201,43 more
money has paid §7,305,50 less of the public debt
than tho Board of ’45; making a diffbiience
OF §31,510,03 IN FAVOR OF THE LATTER.
3. Assuming tho statement of the Finance
Committee roundly contradicting the Mayor’s re
port, and indirectly charging him with "grace
errors of fact" and •*misrepresentation” to bo cor
rect, the present Bourd with §27,204,43 more
revenue, has only paid $14,803,75 more of the
public debt than tho Board of ’45, making a

tho preceding Boards, should have bun devoted to
the reduction of the public debt. A simple caleuln-
tion will show how much has beeu lost by each
individual (ni-fnftr during the period of their
management. If we suppose tho onus to foil
upon 1200, each of tho 1200 has lost tho use of
$27 00 ; if upon 600, tho loss of each has beeu
$51 00; if upon 300, tho individual loss amounts
to $108 00.
Ill conclusion, wo'ask whether this communi
ty is so utterly under the control of tho present
administration of its alluirs as to be willing to con
tinue the payment of this exr.v tux fiir the pur
pose of retaining it in power? The question is
one which conics home to the understanding of
every citizen, and vitally affects tho goucral pros
perity of tho entire community.

We regret to state that one of those accidents
which frequently nccur to youth from the care
less manner in which fire-arms are handled, took
place on Thursday morning, and deprived a
promising lad of ono oflhc most valuable mem
bers of tho human frame. Master William
Wait, about fourteen years of ago, in company
with his brother and another youth, left this city
in a buggy, on a hunting excursion, and in pass-
ing through the woods, about six miles from
town, the wheel of the conveyance struck a
■tump in tho road, the sudden jar caused the pre
mature explosion of a gun, although not cocked,
which was laying on a seat in the vehicle, and the
contents passed through the left arm, below the
elbow, of young Wait, and shockingly mangled
it. His companions immediately brought him to
tho city, and surgical aid was procured—but his
arm was so seriously injured that amputation
became necessary, which wo learn, was per
formed by Dr. Richard so uc, assisted by Dr.Cuy-
ler. Yesterday the youth experienced much
pain, and was thought to be iu a critical situation,
principally from the loss of blood before he could
bo brought to town.

paying portion of this community will not bu in
fluenced by a consideration of these momentous
facts 7 that there oro not Whigs, and strong Whigs
clinging firmly to what they believe to bo the
principles of their party iu tho nation, who will
not feel disposed to give their support to a Board
which has made so miserable a financial showing
for itself \ Let us calculate for a moment the
tax which has been probably imposed upon each
individual voter by tho present Board, additional
to the tax imposed by the Democratic Board of
1813 ; not directly imposed (let us be clearly un
derstood,) not imposed by ordinance or collect
ed, if need be, under execution, but indirectly im
posed by failing to husband the public resources
uud by neglect to reduce the City Debt as it
ought to have been reduced, and as (we are au
thorized by past experience to believe) it would
have been reduced had a Democratic Board like
that of 1843 controlled the financial condition of
tho city. Wo nrguo (and who will gainsay it?)
that we have a perfect, undeniable right to as
sume that the calculations of tho Mayor, the head
of the Board, have been correct, and that the
statements contained in his official reports aro
true. We have never questioned tho truth of hi*
Honor. We have been astonished, nay we have
been shocked at the idea that the Committee on
Finance should have feundit necessary to cost dis
credit upon his Honor’s Report of 1847. Per
haps they did it heedlessly and circlessly, and,
j under the developments recently made by the

Is it necessary for us to appeal to the citizens
of Suvannah who aro deeply interested iu the
finances of the city, and tu urge upon them the
importance of going to the polls upon Monday
next? Wo address oursulves to thinking men!
Wo do not ask them to take for grunted uny
thing which we may say, but we beg them to
examine Mayor’s reports and Treasurer’s re
ports for themselves, and to draw their own con*
elusion therefrom. Reform i* needed iu tho
management of city affairs. Rcfoirm wo ought
to have, hut it can only be secured by tho active
oxertions of all who aro deeply interested in the
matter. We speak irrespective of party! All
good citizens are equally interested iu securiug
reform for our city. Let naronx be our watch
word! Let-it bring up every tax-payer to tho
polls! Let it mako nil of our citizens nctivo!
Let all who would secure n speedy payment of
our public debt and renewed vitality und pros
perity for Savannah, bo active, vigilant, iudofuti-

The Leguluturo of Florida met on the 28tli
lilt. Hon. E. D. Tracy, of Nassau, was elected
President of the Senate, and the Hon. B. A.
Putnam, of St. Johns, Speaker oflhc House
It will be perceivedthat, according to tho second
of our "fixed facts," ns given abovo, tho presont
board have spent $34,510 03 more than tho
hoard of’45; that is to say, so much more money
has been at their disposal, not appropriated to
the payment qI* tho public debt, and until some
proper explanation is given, wc have a right to
believe that it has bcon squandered. Now, we
will suppose, in the first place, that there are
1200 tax-payers in tho city of Savnnnnli, and
that each individual tax is equal, how much has
each individual citizen paid which hu ought not
to have paid ? which he should huve been reliev
ed from paying, not now, in truth, but prospec
tively in the future, as soon as the happy day shall
have arrived when our city shall bo freed from
debt! Dividing §3-1,510 03 by 1200, and wc
have the burden imposed upon each individual
shoulder—cu: $29 00; that is to say, supposing
tho amount of tnxos paid by each tax-payor to bo
equal, this is tho amount which every citizen has
actually lust by the management of the presont
board.
If >ve suppose, in the second place, that tho
onus of taxation falls upon one-third ofthe vot
ing community, the amount lost by onch individu

have 'presented a general summary open to tho
comprehension of ovory tax-payer oftho finan
cial affairs, management nml condition of the
city. Nay, ujp to tho prbseut year 1843, oven in
its predecessor 1847, tho Mayor of each sue

nnd had given to the public an explicit state
ment oftho amount of reduction in the public
debt which had been efiuutcd during the financial
year as reported! It is somowhat remarkable
that his incumbent Honor, in tho year 1847, re
frained from entering into any explanation
whatever of city finances beyond a comment or
two upon tho Treasurer’s report, a reflection or
so upon tho Democratic Board of 1843, a calcu

ring llio thirteen months preceding his report,
a summary of the entire amount discharged du
ring tho years’46, and ’47, and a blast or two
from his official trumpet to notify the citizens of
Savannah generally, nml the tax-paying portion
oftlic community in particular, that they had
been marvellously blessed by Whig administra
tion of city ntViirs, nml should bo prepared to ex
claim with all the enthusiasm of oriental idolatry

1347 was nothing more nor less than than the
Report of tho?City Treasurer and the Finance
Committee, set off with a puff which would have
done very well os a squib in tho columns oftho
Republican, or ns n "peroration " at the beginning
(vid : unrepor ted ease of Savannah Republican of
Wednesday las rs. Blair in the high court of
Rhetoric) of some declamatory “spout" in the
Lyceum Hall;—but as for nny information it con*
vcyed ns lu the real condition of City Finances,
over ami above the mere statement of thenmount
of indebtedness paid during the years of *45 and
*47, it was as empty ns a child’s soap-bubblo.
With tho solitary fact, however, ns stated by
him, that §55,000 had been paid iu the course of
two years, nml over §41,000 iu thirteen months,
a confiding community seemed to bu content, nnd
took it for grunted that all tho minutiae to which
his report did not refer wero straight. But in
1848, acting, ono would he justified iu supposing,
upon tho principle that the duration of Whig ad
ministration is invorsuly proportionate to the
length of his reports—that is to say, that ns tho
latter aro short, so tho former will he long—his
Honor hu3 made brevity itself briefer still, uud
does not even tell us how much of thcjpublic debt
has been paid during tho last financial year.—
True he assured us that over $56,000 had been
paid in three years, but here he came to a dead
halt. The people had a right to ho astonished
and disappointed at the announcement, as wc
have already most conclusively shown. The
amount paid should have been fully half as much
again. But that this astonishment should have
been increased to a ^on-fold degree when tho
ministry of the Treasury, tho Commitlcu on Fi
nance, produced their appendix tu his report,
averring tho statement of 1S-17 to havo been a
*•misrepresentation" and " a grace error,” is very
natural indeed, since they have found to their cost
that one "grace error" has occasioned the com
mission of another; viz: his Honor’s marvellous
mistake ill ’47 led them into the very grave error
of continuing him and his Whig associates anoth
er year ill office. Now taking the two reports in
connexion with each oilier, the report of ’47 con
sisting alone ofthe bare statement which has been
denied by the Finance Committee iu 1848, it
strikes us forcibly dial the people have a right to
be dissatisfied, nnd to fear that should his Honor
and his Whig associates bo continued iu ofiiee
another year, die Finance Committee may pounce
down upon him again in 1849, and make a like
dcvelopemcnt to tho one which has astonished
tho public in 1848.
It has been in view of the anxious enquiries of
tho community into a subject so deeply interest
ing as the financial management of the city, that
previous Mayors have gono minutely into detail.
Our people will hardly be satisfied with a Mayor’s
Report which is silent in reference to most mat
ters of interest, which does not attempt to ex
plain why more of tho public debt has not bcon
paid, and whicli docs not inform us ichy tho re
ceipts of die city have been reduced during the
past years in ways to which tho FTuanco Com
mittee referred, but which they did not think
worth while to disclose. Why have not these
matters been properly explained? Why this
reduction of rocoipts ? Why so little from tho
Market and other sources of income? Let our
citizens compare tho Treasurer’s Report of 1818
with Reports of previous years, in reference to
such items, and sco whether Uicy do not con
sider explanation us necessary and proper! Wo
leave it for them to determine whether or not
thut explanation has been denied, beenuso it was
supposed to bo dangerous to the couliuucd as
cendancy of tho present Bonrd!

ket the business of Wednesday was heavy ami
the advance paid was generally on Jc on the bet
ter qualities and jc oil all grades below Middling
Fair. This advance has been sustained during
the whole week’s business, nml the receipts
were light ami the stocks ottering on the market
equally so. Our planters aro not fret: sellers nt
the present very low rates. The demand during
the entire week has been active and die sales
reach 4,879 bales.

market during the past week has been more
brisk than it has for months nast, ns there lias
been a considerable riso iu the price. Cotton
conies iu very abuudantly, and buyers appear
very anxious to purcltuso at 5 cents. We quote
to day ns follows: Inferior 3) a 4; Ordinary 4 a
44; Middling 4$ a -IJ; Middling Fair 5: Fuir to
good Fuir 5f.

CHARLESTON, Nov. 30.—Cotton.—There
was a fair demand for Cotton yesterday, which
resulted iu the sale of about 1400 bules nt ex
ironies ranging from 4 J to 6c. The bulk of the
sales were within tho rango of 5$ a 5Je. I rices
were somewhat irregular, and purchasers claim
to have bought on rather easier terms, wts have
however no quotable dccliue to record.
Rice.—Tlio transactions of yesterday footed up
700 tcs. at from 2$ to §3J per hundred. Prices
were rather in furor of the piirshoser.
PHILADELPHIA, Nov. 27.—Flour is with
out movement of consequence—sales not ex
ceeding t,000 bbls at $5 25.
Whiskey 24 cents per gallon by the barrel.
In provisions there is no change whatever iu
any article.
NEW YORK, Nov. 27.—Flour is steady, but
without change—6,000 bbls changed bauds,
Gcucscc at§5 56.- *
Whiskey 244 cents, with sales of200 bbls.
Cotton was quiet with a downward tendency
■ sales of 600 bales.
