and after the passage of this Ordinance there
fthnll be four Division Sergeants of the City
KValch, instead of three as heretofore, and that
tho additional Sergeant shall be subject to all the
Ixisting Ordinances regulating the Sergeants of
Ihe City Watch, and shall receive the same com
pensation and give the same bond.
I Sec. 2. Be it further orduined by the author
ity aforesaid, that the additional Sergeant, by this
Ordinance created, shall be elected at tho first
f egnlnr meeting of Council, aficr the pufcsage of
Ihis Ordinance, and annually thereafter at the
Bains mooting with the other Officers of tho
fYatcli. '
Sec. 3. Bo it further ordainrd by the authority
Aforesaid, that all Ordinances and parts of Ordi

Section 1. Beit ordained by tho Mayor and
Mdermen of the City of Savannah and Hamlets
khereof, ih Council assembled, and it is hereby
lordaiuod by the authority of the same, That from
land after the passage of this Ordinance, the Ifar*
Jborfees on all merchant vessels of the United
IStAtca, excopt ns hereinafier excepted, and'on
Bill foreign vessels entering upon the same terms
■is vessels of the United States, shall bb one cunt
■and a half por ton, according to the tonnage in
^tho vessel's register or papers.
Sec.2, Bo it further ordained, by tho authority
Jpforeiaid, That all foreign vessels not entering
Jtipon Iho same terms as vessels of the United
■Stares, shall pay double fees, or throe cents per

Sec. 3. Bo it further ordained, by the authori-
|ty aforesaid, That the Harbor fees on all regular
■coasting packets shall he one cent per ton.
■ Sec. 4. Be it further ordaiued, by the uulhori-
|jy aforesaid,That tho fees above prescribed shall
■be paid at the Harbor Muster’s Office, within 48
■hours after tho arrival of the vessel.

■ Moreiaid, That Ocean Steamers regularly ply-

hope uf recovery, but as I could expect nothing
less than a horrible death, if the’disease contr 1
its ravages, I concluded to follow thb coun
tny friends. On tlto 7th day of December last 1
placed ntyself under your treatment, and con
tinned subject to your prescriptions for three
week*, at the end of which time I returned home
coniplotoly cured. And the thing uot the least
marvellous in this most mirnculous cure is, that
notwithstanding the size of tho cancer, ai^; the
depth which it had effected the surrounding
parts, there is now scarcely npy scar perceptible.
I know it may, and no doubt will be said th,;t
mine was not a case of capcer. Of ono thing,
however, I am satisfied, tiittt without a cure, I
must have died of the disease, and thatvery soon.
The remedies in common use had fuiled— it Imd
all the nppenrances, and produced all the pecit*
liarsensutions of pain, said by physicians to mark
the character of Cancer, and hence I make no
hesitation in saying that it was a enneor—and I
speak from a convidtirfn produced by happy ex
perience, when I say, that if taken intime, your
treatment will cure in every case.
I should not have performed my wholo duty,
ifl were to conclude this statement without re*
commending to all having Cancerous affections
to place themselves under your treatment with
out dchy, and Iho word of u man who .’tea tried
it, they will be healed.

My Dear Sir: I take great pleasure iu contri
buting; the mite of my experience and confidence
in the efficiency of your practice and treatment of
those cases of diseases mentioned in your
pamphlet. Of the means of treatment, I am un
able to speak—these being confined to yoiirown
practice and professional research; but fully con
fide in the efhcacy of those means from the ef
fects I have known produced. These effects
seem not confined to the locality ofthe disease,
but to pervade the whole'system^ imparting re
newed vigor to the constitution and thus charac
terizing your treatment as both local and consti-
tutional. Of all the cases under your profession
al care, which I have noticed—and those arc not
a few—the individuals with a single excepting
have avowed to me that their goncral health hail
greatly improved, and their systems seem to hav
been renovated.
In my individual case. I waB greatly reduced
from the ravages of tilts loathsome disease, my
friends supposed me in a rapid decline; my pro
fessional pursuits were almost entirely abandon
cd, and 1 had given up to linger out a living dentil,
Hearing accidentally of your treatment and the
success which attended it, I repelled tho preju
dices which an individual and undivulged system
of practice had prompted, and placed tnyself un
reservedly under your control. In a very short
time I found the disease yielding and my health
improving, and in two months I felt my constitu
tion renewed and tho disease reduced to the
smallest compaBs. I am now in bettor health,
than I have been in sevou years previously—anil
if I should again relapse into the agonies of tho
disease, I would, with tho utmost confidence, re-
place myself under your treatment.
, I doom it but proper to state that Vince you
first enmo to Macon, in 1345, that success with
which you have met and Biibdued disease has in
spired an almost general confidence in your
practice; and the doubt which at first prevailed
us to your ability to cure Cancer, Fistula, &c.,
seems to have modified into a doubt as to the
remedies and means of your treatment. I tukc
great pleasure in hearing my humble tostiinony
to your high characternsa gentleman, ond to the
kindness und courtesies with which you uro uni-
vcrsally^received and cherished here.
