WHEN party spirit no where obtrudes lt« self, Save now and thou at a local election, it no doubt will be ddcified by many a most iiinuspis cions sera to commence the publication of a , v\\ f paper at the Metropolis; but the editor, is of opinion, (and he think* he 1 will be borne out in that opinion bv many of tlm wisest amt best men in the nation,) that at the present, ulmve any otlu r tim , an honest and V eil conducted Jour* nnl Can l>e made most cMfimtiall; s ibsci<i C n* to thobesi mijKi’oHtsof tliu .MmtDiyjm people. The public mind bus so lou^'oeen abstiacU'd every thing political, tlml'llte act* ol the two* C'ldve are scarcely ever enquired into, but whole proceedings as tacitly acquiesced in, i* if every man called to aot«in a high ami rospnu* silde capacity, was rendered immaculate the mo ment he was enshrouded tiHbe mantle of ofTit e: or sh if, when a public seal was once placid in the hand, its holder coulil no longer do a wrong. That this is a most ndurtnuig feature in a Re publican form of government, ewqy candid man must admit. Some .loni'tials, it is title, have endeavored to louse the people from this dan gerous repose, aud to point out a few of the nquiy mournful examples on record, m na'iona slumbering until their liberties have fallen a »a- fcriflcetotlicir anuthyi but the number o(sueU journals for the last two orlhree years Jma bcrn very limited, and more recently, so tunny of the few h v«* apostatised, that searcei} Halt'a dozen remain in the whole United States, that me not indiscriminate applauders of the exciudvc brunch of the government. The great impregnable fortress of a republic is the activt jealousy of her citizens; that forms the grand toner which neither strength nor art cun supe—Too much confidence invariably hi gets a degree of secu rity, When long indulged, mu} lead to the most fatal consequences. Let us therefore be cau tious, lest in our over-struined zeal for reconci liation, and the extinction of puny, we do not put out the light of Liberty forevet fi urn among us. Religion, the great pillar which upho'ds our moral iiistitutiuus, must have its importance continually impressed on our minds, or its di vine precepts would recede from us, and pro bably be obliterated lore vert—srt is it with that sacred inheritance, I.iiiKarv, biquentlicd to nf by our fathers, aiul atchii ved with llicir blood, the flame of which has hitherto burned so bright on our altars—it lives only by constant disr nmion, aud how is that discussioi to lie kept alive, if the whole mass of public opinion is suffered to run together, like u heap ot molten h ad, into one dull and shapeless mould? I ho Editor therefore thinks, that il as ill not otdy he politic, but absolutely necessary \t> add another watchman, if it be merely to rattle ut the win dows and cry “Awake, awake, all is not Safe.*' Th v Editor would not have the public infer from the forugoihg, that he is anxious to revive party rancor, and till the lends, private animosi ties and jealousies, which hu\e hitherto been attached to it—lie conceives thai us much to he deprecated on the one hand, as the total absence of political spirit is to be lamented on the other, Neither would he have his friends imply, that because he is desirous of encouraging a’full in vest igat ion of our national affairs, lie is to on- dertike an unqualified opposition to the mciuMiva of the present aditnuisiration. His imtnti.m is to canvass them fairly, impartially, • ml respect- full}; to applaud that which lit? con dives to operate for the welfure of his country, and tln.t which lie thinks wrong, finliesitutuiuly and uu- equivocally to condemn. In thus promoting an examination into the conduct of those who Com pose our cabinet, the Enitor thinks he woffld benefit, rather than injure them, by stimulating them il they be cureless, exciting them if they be lethargic, awakening them to a f ull sense of their responsibility, und calling the great majo rity of the people to be witnesses, arbiters and impellers of their conduct. While the grand machine thus moves on iLsvus' orbit, depart ments in u move limited sphere may nuh »s need the salutary eye of vigilance and inquity. 'The Editor pledges himself, that fie will nei ther waver nor depart from the principh s which hr has laid down for Ins guidance 'The end lie u ms at is a liberal discussion of public measures for the public good—In furthering tins desirable object connected with his wish- to render Ins paper generally useful, instructing and amusing, lie solicits the patronage of his fellow-citizens.
