Therefore resolved. That in the opinion

possess the power of appropriating the
funds of this city to any foreign abject
whatever, and therefore, that it is inexpe
dient to comply witli the request made by
the committee of citizens for soliciting do
nations for the sufferers by the late fire In
Savannah.
Rexnlved, That the members of this
Board, in their individual capacity, will
render every assistance in their power to
forward the benevolent object of the meet
ing of Citi7.rns, by sidicting donations, or
otherwise, for the distressed inhabitants of

stand a patent has lately been taken nut,
by a gentleman from Massachusetts, for
an invention which seems to promise ex
tensive advantage to navigation, if once
♦airly brought into operation. It consists,
principally, in a new method for sub-ma
rine ploughing to any necessary depth, by
the power of a steam boat. When the
matter is effectually loosened up & pulve-
ri7.i‘d, it cannot reasonably be doubted but
the rapidity of ebb-tides, united with the
natural current nf the rivers, will soon
carry it off, and keep the channel open.
The inventor is now in this - city, giving a
perspicuous view nfhis plan," which ap
pears uncommonly simple and practica
ble. The advantages nf being able to
plough open channels through the shoals
which so frequently form in many of our
ianmense rivers, would, alone, bean ob
ject of very great advantage to our south
ern and western spates; but when we con-
aider the invention ns extending to open
ing channels fur large ships to enter the
harbors amt rivers throughout our whole
»ca board, the advantages presented to

ble matter, consisting of tinder, straw and coals
Were found under the piazza of the house cor
ner of Broughton and Bernard-streets, belong
ing to the estate of Isaac Fell. Hod the tire ta
ken place we should in all probability have wit
nessed ft 9cene the most distressing—from the
number of wooden buildings around, much dif
ficulty would have resulted in arresting its pro
gress. Citizens be vigilant! Watchmen doyour

We understand that a violent Tornado was
.experienced in Liberty county on Thursday
jfist. It passed over the plantation of the Hon.
John Elliott; and destroyed almost every thing
in its way. It blew down the Cotton Gin house
of Mr. E. in which there were thirty seven ne
groes, who were occupied in gining. cotton
Killed one, and wounded severely thirty, many
of them are so badly hurt that they will be un
able to perform mamiel labor for some time to
come. Such was the violence of the wind that
it blew two bales of cotton across the river, a
distance of many- yards.—ibid.
Fire/—At Boston, on the morning of the 26th
Ult between 1 w\ul 2 o'clock a fire was discover
ed in the buildifig No. 78 and 79 State-street,
which was almost entirely consumed. The oc
cupants were Messrs. True & Weston, publish
ers of the Yankee, whose loss will be severe,
the"fire having made great progress before dis
covered.
The aggregate amdiint of tonnage of the U.
States on the 31st Dec. 1818, by the report of
the Register of the Treasury, was 1,225,184
tons and 20-95ths. %
The amount of Salaries paid during the year
1819, to the clerks in the different offices of
the treasury department of the United Slates,
was 191,649 dollars and 95 cents.
. Jacob Stout, Speaker of the Senate, has been
elected Governor of the State of Delaware, vice
Henry M‘.Heston, deceased.

A special meeting of the Common Council
q-as hehl last evening, in conformity witli a re
quest of the citizens .expressed at their late
meeting, in relation to the destructive tire at
Savannah. His honor the mayor suited the rea-
suns of his having called them together, and
read the address of the mayor of Savannah, to
tj\e citizens of the United States. 4’he com
mittee of citizens were then introduced—Wm.
B ivard, Esq. their chairman, recapitulated the
request of the citizens, when the following re-
solutions were unanimously adopted:
In Common Council, Jan. 97, 1820,
' The following resolutions were presen
ted b. Alderman Allen and agreed to.
Whereas a committee appointed at a
meeting of our fellow citizens, held on the
/tanks,—The following resolution, for institu
ting an enquiry into the affairs of our banking
institutions, passed the senate, and is before the
house of assembly — Albany Argus.
Whereas the pecuniary distress and embar
rassments of the people of this state have been
increased by default of payment of several of
the. incorporated banks: and whereas it is the
duty of the legislature to protect and guard the
rights of its citizens by every reasonable pre
caution—therefore,
Re‘solved, (if the hon. the assembly concur
herein.) That '.lie president and cashier of
every incorporated hank within this state, shall
be required to report to this senate, on or be
fore the first day of March next, a certified
statement, on the oath of the president or cash
ier of any such bank, of the amount of their
debts and credits; the amount of their discount
ed bills and other securities: the amount of
their bills in circulation and heir tangible funds
for redeeming; the profit aod loss account, and
doubtful securities, together with a proof-sheet
of theiy pecuniary concerns.
And it shall be the duty of the clerk of the
senate to cause a certified copy of this resolution
to be delivered to every such president or
cashier without delay.
