Latent from England—The ship Harmony has
arrived at Portsmouth from Liverpool, bringing
dates to the 27th, of December. The papers
are said to contain no news of importance, the
British government continued to adopt strong
measures against the tendency of the proceed
ings of the Hadicul9
It appears that the weather had been very
boisterous on die European coast, and many
3 shipwrecks had occurred the first part of the
month uf December.
Three per cent consols, Dec. 21st, were at
66*.
Tie' market at Liverpool was said to be more
brisk than it had been, though it dues not ap
pear that any improvement in prices had taken
place. The following are the quotations of the
34th December.

LATENT FROM FRANCE.
The ship Java, Davis, arrived at Charleston,
On Saturday last, in 46 days from Havre, which
t place she left on die 28th December, bringing
* Pads dates to the 24th, inclusive. The follow
ing extracts .of letter?, shewing the. state of the
cotton market, are takentfrom the Charleston
City Gazette, of the 14th instant.

The situation of our place remains dull,
and the continuance of this state of things
may probably be not less owing to the sea
son of the year than to political consider
ations to which all minds are directed.—
In our view,' all goes well, and we do not
doubt but that the opening of a new year
will be the signal for a revival of business.
AVaiting for this period, little is now done
in trade. Our Manufacturers, who are
anxiously expecting that the arrival of the
new crop ot Cotton will occasion a reduc
tion in price, at present purchase no more
than their immediate wants require.—
There lias been paid lately for a parcel of
good quality Upland, new crop, received
from New York, If 90c. a If 95c. the de
vil Icetlo gramme duty paid; and for Cot
tons of the old crop,'first quality, as high
as 2f. 4c. Those by the Mars, if very good,
and no others arrive before they are land
ed ought to bring, without difficulty, 2f.
The stock of Cotton on hand uf every des
cription, amounts to 20,400 bales, of which
1200 are Upland, 260 Long Staple, 900
Louisiana, 4000 Surat,; and 5600 E. In
dia, Ac.
Rice is nominal, and has no buyers.
Out of 2500 hhds Tobacco, porchased by
the government at the last sale, there was
ait one hlid of Carolina or Kentucky—
the whole was Virginia.

(lull, during this mouth, It is true, that
our manufactories are idle: (hose of Rouen
alnne are in operation, and it is only for
that place that purchases are made. A
parcel of Upland, received per Messen
ger. from New York, of very prime qua
lity, was sold at 38 aims, duty paid.—

the Court of Madrid, and the city illu
minated on the 6th Dec. being the anniver
sary of the young queen’s birth day. But
the. expected decree in favor of theVanish
ed .Spaniards, was not promulgated; the
’fast attempt at conspiracy having deter
mined the King to continue them longer
in exile.
Under date of Madrid, Dec. 7 we rcid
as follows:—"There are unquestionably,
affairs of interest pending between this
government and that of England. Couri
ers in incessantly passing from Madrid
to London and back. The Duke San
Carlos is now at the head uf our diploma
cy, and takes an active part. He is the
Ambassador of favor; nnd though he is nut
rich, yet he supports a magnificent estab
lishment at London.”

__ The Murderer Taken.—The Runnway
Negro Albro', who is charged with having
perpetrated the murder on Tuesday last,
at Deweea’ Island, of Mr. Thomas flelies-
seline. was yesterday brought to town,
having been taken by a Negro Fellow be
longing to J. Hibbon, eBq. in Christ Church
Parish. It appears that he had eluded the
vigilance uf the Charleston UiHemen, by
swimming from the Island to the main—
had been wounded with small shot by the
Overseer of Cape Roman; and afterwards
attempting to secrete himself in one of
Mr. Uibbin’s Negro houses, was knocked
down and secured by his Driver.
