Many of tlie applications before the Joint Committee have been rejected for an entire want of evidence and formality, which might have been avoided by proper attention to the rule heretofore recommended: if this be wil- fully neglected, it is but natural to suppose that the person applying is indifferent about relief, and not an object ot thq fund at the distribution of this $oard, It is therefore, again, and for the lust time recommended, that incapacity to bear the losk and the state aud circumstances of the pcrsoivanplying, (where not known to some of the mynhera) must uppear, by actual affidavit or col literal evidence: otherwise, persons may tiRimaely complain of the amount nUottcd, whicl would have been different, had proper and c mmon precaution been taken.
