For the information of all such misguided
persons wo would beg leave to state t&otther

In the somo year he gavo the following ex
planations to a correspondent.
“ Our government, although in theory sub
ject to be directed by the unadvised will of the*
President, is, and from its origin has been,a
very different tiring in practice. The minor
business in each department is done by tho
head of the department, or consultation with
the President alone t But all matters of im-
wrtance or difficulty are submitted to all tho
leads of departments composing the Cabinet,
sometimes by the President’s consulting them
separately and successively, us they happen
to call on him; but in the greatest cases by
calling them together, discussing' tho subject
maturely, and finally taking the voto, iu
which the President counts hiinBclf but an
one. So that in nil important cases, tho Exe
cutive is in fact a Directory, which certainly
the President might control’; hut of this them
was never an example,either in the first or ilx
the present administration.”
