In the Ointrict Court, Philadelphia, was again con tinued until the 14th. “ The Attorney of the U. Stales presented himself to the Court, and remarked that, while taking no part at present in the controversy, ho was instructed by the Department of State to submit, for the information of the Court, copies of all tho documents and correspondence in poetesslon of thu government, which could throw any further light upon the subject ; at tho same time he read, by direction of the Court, tho opinion of the Attorney General, given at tho request of tho Department, which had been transmitted with the other papers. This decision is decidedly favorublo M. Barrozu's claim of privilege.” A letter received in Baltimore, dated tho 10th of Oc tober, states that Clou. T., after leaving Trapani, spoko a British brig from Smyrna, who confirmed the above report. Notwithstanding tho unmitigated severity with which the English laws uro administered in cases of forgery, il appears that another individual, William Robert Gard ner, has been discovered in the practico of a most exten sive system of fraud, ctluctcd by passing billd, purport ing to be drawn upon respectable houses in London, by persona at Nawcastlu-on-Tyue, Leeds, Liverpool, &c. payable at a London banker's and provided for before they became duo, to avoid detection. The number of petitions for tho benefit of the insol vent act in Rhode Island, pending before tho Supremo Court uf that State, is stated at 120. This uumber is re presented to hu unusually large in consequence of tho depression of business und the numerous failures during the last six month*. The operation of the Insolvent Act, by what tho Providcuco American calls “Kentucky Legislation” has recently linen suspended by tho Gene ral Assembly, tho cdfcct of which is to give a continu ance of six months tu every pending application under the Act. James and J. l.adson Grcgotic, of Charles ton, propose to publish a work, commencing on the lirst of January next under tho title of‘‘tho Southern Planter and Practical Agriculturalist.” It will be issued month ly, and its objects uro explained by the title. The agri culture of the Southern States has received within u few years past a large portion of public attention, but not more than it deserves. As the foundation of na tional prosperity the interest of agriculture, is tho inter est of all, and thu present work in promoting it, as we have no doult it will, is deserving of goncral patronage. Wc have received from cur correspondent at Mil- ledgevil'e, a copy of thu evidence in tho ca?e of John Russell, convicted iff the murder of a slave in Oglethorpe county, and a bill for whose pardon is before the Legis lature. The bill, it will he recollected, was negatived by a large majority, but the vote was agreed to bo re considered on the subsequent day. The person killed was the property uf the estate of Jolui Walton, and the prisoner was ovorreer. Tho net appears by the evi dence to have been committed with a pistol, the prisoner being at the time in a state of intoxication. I have therefore deter mined to sentence the criminal to bo executed on the 1st day or December next. Enuloscd is the evidence taken upon tliu trial of tho criminal, which I suppose ought to bo before thu Legislature, when it acts upon tho recommendation. Our last French and English dates arc to the 1st of October. On tho 9th of September, ncgociations were going on at Adrianople, and the time of the armistice wan limited by thq Russian commander to tho Mth—so that our next arrivals will probably furnish something definitive, It appears to us, however, according to the tenor of all the intelligence received, that thu question was settled—at least, that the coud.tion of the Sultan was such as to forbid any further expectation of resist ance, Treachery among those of his subjects, who have been inadu Ids enemies !<v tho reforms introduced by him into thu government, no less than the superior activity and discipline of the Russian command! r, have left him no resource but submission. Thu accounts wo have hitherto received have given us no information as to thu elfuet which the reverses of his arms have pro- duced upon the Sultan. It requires, however, no. great penetration to discover, that lie will bear them with the apathy of a Turk, and that having been routed on every hand by tho enemy, lie will be compelled to accept thu terms offered, and will settle his accounts with his do mestic traitors at his leisure. The terms on which peace will |*n granted, are now tho subject of disquisition more than the means of resist- uuco to bo offered. These have been variously stated, but limy all appear to bo founded upon the manifesto of tho Empcior Nicholas ut the commencement of thu war. That paper declares that the Emperor “ will not sheath tho sword till tho Treaties of Kaiuardje, Jassy, Bucharest, and Ahcrinann, und the Commercial Treaty of 17S3, arc punctually fulfilled; till the inviolability of the Russian Hag is recognized, and personal safety BCCitfCd to nil Russian subjects wherever they may ho ; till the trade of thu Black Sea is declared lieu, mid the Bosphorus open to all nations ; till the independence of Grccco is recognized on the basis of the Treaty of Loudon ; till nnmesty is granted to the inhabitants of Bervia, ami Moldavia and Wntluchia placed under the prelection of Russia ; nnd till an indemnity is given for tho expenses of tho war, as well as Ibr the losses sus tained by Russian subjects.” .Should Nicholas act in good faith towards the other powers of Europe, n definitive j since may be funned upon thiH basis. IIo suspended the child, who was only ./bar years old, naked, over afire j and whilst engaged in this barbarous act, observed that ho was determined to put her out of the way ; in consequence of which treatment, she died throe days after. On tho occasion alluded to Lafhyctte concluded his remarks in nearly the following words: 44 A sordid man would, in your position, re turn to duty from the paltry consideration of pounds uml pence. A second rate man, su perior to ho low a motive, but of limited under standing, would lay down his commission from mere misupprehunsion of what was lit and proper; and even u magnanimous innn, Gen., equally free from the imputations of imbecility nnd nmnness, might, in tho iirst moment of feeling, determine in favour of tho last course, but would ultimately bo governed by the fust. Accustomed to vencrute the laws of his coun try, he would yield up his particular judgment of their scope nnd effect, to that of those who must ho admitted to he their legitimate inter preters. However pure tho feelings that prompted him to discharge himself from his oHiuiul trust, lie would soon perceive that the net might admit of great anu dungeruus mis construction—that it involved nd less a res ponsibility than the extinction of subordina tion, that vital principle of all armies. Wo persuade ourselves, however, that neither has been lost upon the General, and that he who has so nobly served his country, and enforced obedience, will not forget that it is his duty to practice it. The undersigned Grand Jury for tho Coun ty of Camden cannot but congratulnto'their follow-citizens upon tho, happy condition of the moral character of tho County, having no causes of anv kind whatsoever to present to tho notice of the Court. They arc unwilling to take leave of his Honor Jttdge Law, with out expressing the great pleasure they feel at his appointment as Judgo of the Eastern Dis trict, and assuro him that the Grand Jury of Camden havo the greatest confidence in his ability and zeal in tho discharge of his official duties. Tho rapid manner m which ho has travelled from MilledgeviUo to this County since his election, in order to open tho Supe rior Court in duo season, cannot but bo noti ced with tho greatest satisfaction; and hus exertions and promptitude in this case, are duly appreciated by the Grand Jury, and are doubtless estimated by the citizens of the County. They have also noticed with great satisfaction tho feeling manner in which his Honor Judge Law expressed himself at the opening of the Court, when noticing tho la mented decease of his able predecessor, and in eulogizing whose merits they sincerely con cur. They also entertain tho highest respect for tho,Solicitor General, Col. Jackson. The able manner in which ho discharges tho com plicated duties of his office, merits and re ceives our warmest applause and approbation. William G. Jones having been committed for theft ten or twelve months ago, and having been confined in tho County Jail during two Courts—not having been tried at tho first, from a suspicion of being insane—and the Court, this term, having ordered a Jury to ex amine his case, and they having declared him to bo in a state of lunacy, we recommend that tho Solicitor would forward this presentment to the Legislature, and rccpicst that honora ble body to liberate the unfortunutc man, und the County from any further expense for his support. Ho then built an elegant mansion at C a; kept horses, carriages, and a largo establish ment. Hitt' acquaintances (who called them selves his friends) visited him regularly. Ho purchased a largo estate in Hampshire, and another in Sussex, to the latter of which be longed a rotten borough, by moans of which he became a legislator. In 1810, however, the scale turned against him, but still holding for bettor luck, lie continued a stock-jobber, until his money was gone, when ho retired to a furnished lodging, with two old and faithful sevauts, a man und his wife, who expended all the savings of their industry (several hun dred pounds) in tho support o*f their master. In August last tho poor man died, aged 68, without apparent disease, but broken hearted by misfortune and no/dect. Tho faithful servant applied to several gentlemen who had been acquainted with his master when he was in prosperity, to enable him to bury tho corpse in a decent manner—but in vatu.
