Tho Court adjourned to Saturday, to hear tho trial of
Mr. Parsons’ negro Lewis, and pass sentence on Cinda

The Justices of tho Inferior Court of Richmond
county have made arrangements for tho erection of a
building for th« old and infirm poor, and indigent orphan
children ofthat county. It is to be finished by the firs,
of January next, and will be situated on the Louisville
Road, seven miles from tl 0 city.
Letters from Mr. M‘Lank, to the latest dates frmn
London, have been received at Wilmington, by his fami
ly. Ho had not been ill, excepting from sca-sickncss on
his voyage out.
The Evening Post states that the seiiurc ofthe pro.
petty of Mr. Arnold, (Collector at Perth Amboy,) has
been mado on a warrant of distress issued from tho
Treasury of tho United States- It was issued not be
cause there was an unsettled question on some “unad
justed accounts,” but on the ground that Mr. Arnold
had not rendered true accounts, and that ho had omitted
to charge himself with tho actual amount of the receipts
of his custom house.
Viroinia Conventon.—It would appear
that the question of white population alono,
or population and taxation combined, for tho
House of Delegates of Virginiu, has been de
cided in the Convention by a very close vote,
there being a majority of two only in favour
of tho first of these propositions. Tho final
strugglo is yet to come, in the debate on the
Constitution of the Senate. Mr. Randolph
distinguished himself greatly by a speech in
opposition to tho basis of white population
alone,

to put his Cabinet in order, dismiss two of

Tho Governor of Pennsylvania has trans

to meet tho 'demands on said lines to the se-

The total aggregate amount now due and
which will probably be wanted to moot the
Engagements of tho State up to the 2d day of

and forty-two thousand sixty-five dollars
and forty-six cents.
Texas.—Governor Pope of Arkansas,trans-
mittud his Message to the legislature on the
13th ult. Of tho acquisition of Tcxus,ho makes
tho following remarks:—
“ With regard to our frontier on Texas, it
may not bo amiss to remark that a hope is
indulged that it will be purchased by our go
vernment. From a superficial view of the
subject, it seems to mo that tho Mexicun go
vernment can have no strong objection to sell,
and that it would bo wise and prudent to be
come the owners. Wo have every reason
tooxpeetthat tho present Chief Mttgis!rate
ofthe nation will not only avail himself of
every opportunity to advance the groat inter
ests of the nation, but that nothing will bo
wanting on his part to add to the strength,
security, and prosperity of tho Western
Country. Tho acquisition of this province
will ensure to us peace and safety on our
south-western and western borders.”

Tho demand for Cotton in this market con
tinues good, and the sales of the week are
estimated at over 3,000 hales, chiefly Uplands,
at 8^ to 103 cants. There has been a fair
demand both for homo manufucturo as well as
export; and our stock is low—very little of
tho old crop in market.

coming in and admission of persons of color, acting ns
seamen or stewards, or acting in any other employment
in merchant vessels, coming into the sea ports of this
Slate—Also, read a second time, a bill to dispose of uit-
appro|irinted and nngranted lands in Chatham county.
This bill provides for tho survey of lands, Trustees of
the Chatham Academy to sctcci 6C00 acres for its use.
Commissioners hereafter to he appointed to suit and dis
pose of tho hnlnncc. The money from tho sales to be
vested in Bank Stock, or bonds and mortgage, and to
distribute tho satno among the Suvannah Free School,

under executions which have issued from Justice’s

Mr. Habersham Introduced a bill to authorise tho ap
pointment of Commissioners out ofthis State to take ac
knowledgment of deeds, &c. under soal.
The resolution from tho House respecting tho planta
tions and improvements in the unlocatcd territory was
concurred in.
A bill is before the Senate, providing for a convention,
a copy of which I send you.
Yesterday, Mr. Habersham reported inalantcr, a bill
to amend the Laws ofthis State for the trial and pun
ishment of slave* and free persons of color. Thu Judi-
clary Committee were directed to report on tho expedi
ency of prohibiting tho employment of slaves or free
persons ofcolnr in setting Types in Printing Offices—
Tho bill authorising Justices oflnferior Courts to incor-
porafe Churches and Academics, was negatived. The
biff to dispose ofthe ungranted lands in Chatham county,
was ordered to lie on tho table.
But littlo was done this morning, in consequence of
the elections coming on at 11 o’clock.
The Reports from tho Bank Committee on the state
ments of tho different Banks, excepting the Centra)
Bank, were received and agreed to. They are all fa
vorable, and I am told the Marine and Firo Insurance
Bank receives a high compliment.
Tho Judiciary Committre, to whom was referred that
part ortho Governor’s Message respecting the abduc
tion of Howland Stophcnson, hnvo declared it improper
to express any opinion on the subject, an tho matter
before a legal tribunal, &c. It has also reported again> t
the project of making Judges of Superior Courts elec
tive by tho people oftheir Circuits—Also again*! inert-us
ing Magistrate's jurisdiction, in cases of sttsolfi
For the greater part of tho three last days, the House
of Representatives has been occupied by tho “Hoad
Bill,” which to the State at largo is decidedly the most
important measure yet introduced, nnd lias called forth
all the talent in this branch. I sunt you by hist mail
copy ofthe hill introduced, and mentioned, I think, the
Biibstunco of Judge Shorter’s substitute for tho third
section, immediately upon the adoption of which the
House adjourned. Much interest and some fouling lias
been excited during tho discussion. In the progress of
tho hill,after putting the “River System” to a violent
and sudden dunlh, tho only part or tho hill that was at
oil calculated (though in a remote degree) to render
amends or benefit to tho Eastern, South Eastern and
Western counties was strickon out at ono swoop, and
substitute adopted, centering tho whole benefit to bo
derived from the application of tho hands belonging to
the State to ono point, notwithstanding too and in the
very fuco ofthe thousand protestations sent forth by the
principal advocates of tho ” Road System” against
“ sectional feelings,” and in behalf or tho “ gcuerul
good.” This is the third section as adopted

Gainesville. The remainder on tho road from Augusta
to Warren ton, then to bu divided, and half to work on
the road from Warren ton to M’Donough, the other half

How it received such a vote, I know not, unless it
was to hnstcu its entrance into tho Senate, whero its
late was certain, or ton final vote in the House, where it
was at luast doubtful. However, the House assembled
next dny with nil evident disposition to coueedo consi
derable to those sections of tho State thrown out by the
ruse of the previous day, occasioned by the interchange
of opinion in tho interval, and tho prompt measures tn-
ken by our low country members in conuoxion with thoso
or tliuWust, to give it a quietus in Senato if it got so fur.

obnoxious section, wns Nays, 64—Yeas, 62. After

purchase copies of a new work entitled “ Manual for
Clerks of Courts of Ordinary,** ono for each Justice of

dition much improved since the last return.
It will be soon by the accompanying state
ment, that aflcr meeting the obligation incur
red to tho State by tho payment ofthe nnnual
Instalment of $15t\000, abuluncc is left to the
credit ofthe Bank of 837,000.
This nmouut of disposable fund is a suffi
cient guarantee ofthe capacity ofthe Bank
to sustain itself in its recently renewed active
operations, nnd the confidence evinced by the
public in tho new bills, whilst it secures to
them a general circulation, cannot fail in the
end to produco a profitable return to tho In
stitution.

ly thereafter, (tho election of Directors and
Officers having been made,) tho Institution

which hns nassctl, subsequent to its organi
zation, the loss sustained by firo nnd water a
mounts in tho aggregate to 09,591 Dollars,
which docs not include tho amount of loss bv

wood’s Magazine, that the Duke of Welling,
ton is to bring forward a measure at the next
session of Parliament, the object of which
will bo to relieve tho crown from all ex
pense in tho government of the Colonies.-
The writer fears the experiment. lie thinks
such a measure will weaken the Empire, and
that the Colonies, if compelled to support
themselves, will set up for themselves.—
When the Romun Empire began to decline,
the Romun Colonies wero ono by ono aban
doned ; so, ho thinks, it will bo with Grca*
Britain. There will then lie “ no more float-
ing castles—no more thunder on thu deep-
no more AgincourJs, nor.Poietiorses, nor
Crossics, nor Blenheims, nor Wuterloos!”
