Tho revenue for the quarter ending Oct 10th, amounts to £10,038,677, being on increase over tho corresponding quarter of the previous year of £03.012. Tills increase was less than anti cipated, owing to a doerenso of oxciso, amoun ting to £110,10*2. Tho increase on Customs was £803,721. Official accounts have reached Iiondon of the rejection of tho application made by Don Miguel to tho Pope for a recognition of his authority as King of Portugal. Parliament was prorogued to tho 10th of J)cc. though it was said tliat it would proba bly assemble curlier. *A destructive lire occurred at Manchester on the morning of Oct. 12th, by which the extensive warehouses of tho company of mer chants trading to and from Liverpool, Leeds, York, unci Halifax, were laid in ashes. Four barrels of gunpowder which were in one of tho warehouses, exploded during the confla gration, shaking tho surrounding fabricks like tin earthquake. The warehouses wore full of bales of cotton. The Treaty of Peace is at last come.— The New York packet, which arrived last night, brings ns London papers to the 16th ult. inclusive, and they Ornish official copies of the treaty, which will bo found at length below—but of whioh, for the bonolit of those who do not rend long documents, we annex a summary made by the Liverpool Chronicle. Since our Inst ’publication, the treaty of ponce between Russia and Turkey has been published. It. consists of sixteen articles, by the last of which live treaty is to be ratified within six weeks, and is signed by Count Dic- bitch, Count Orloff, and Count Palilon.-— Moldavia and Wallachia, Adrianople, Silis- tria, tho whole extent of tho Balkan from Ihnine as far ns Kazan, Bourgas, Sizipolis, anil ull the places which tho Russian troops have occupied in Roumelia are to bo restored to tho Porte. The Pruth, from Moldavia to The Danube, and tho Danube to the month of St. George’s, will continue to form tho fron tier line between the two empires. The Danube is to bo navigable to the mer chant vessels of tho Powers, but Russian ships of war arc not to go beyond the junction of t he Danube with tho Pruth. The line follow ing the limit of the Gouriel, from the Black Sea as far as Imentia, and from thence to the junction ofthc AkUaltzik, Kars,& Georgia,in cluding the town of Akhaltzilc, is to bo tho fron tier of Georgia, Mingrclia, and otherprovine.es of tho Caucasus united to Russia. All the countries to the south and west of this lino, together with Kara, Erzeroum, and other towns and pnehalieks which have boon occu pied by the Russian troops, are to ho under the dominion of the Porte. The privileges of the principalities of Moldavia and Wnlln- cliia are secured to them. The six districts detached from Scrvia arc to ho restored, and the clauses of tho treaty Akcrmann referring to Servip are to ho immediately obsorved by tho Porto. Tho 7th article claims groat privileges and immunities for Russian vessels trading to Turkey, and for Russian subjects residing in the dominions of tho Porte. The latter are to be under the exclusive jurisdiction and police of tho Ministers and the Consuls of Russia; and the Black Soa, the Dardanelles, ami the canal of Constantinople are to bo open to all merchant vessels of Powers at pence with the Sublime Porte. An infraction of any of the stipulations in this article without prompt re dress, is to be taken as a declaration of hosti lity. Tho next article refers to flic indemnity tor the expenses of the war, the amount of which is fixed in a separate treaty. The Porto is to declare its entire adhesion to the treaty of July 0,1827, concluded at London. Until the complete evacuation of the territories oc cupied by the Russian troops, tho time for which is fixed by a sepnrate treaty, the admin istration of affairs there is to ho under the in fluence of Russia. The thirteenth article provides, that there shall bn an entire indem nity for the subjects of both powers for every tiling they may have done or said during the war. * , . All prisoners of war, on both sides, arc to ho sot free, without, ransom or condition, and furnished with means to reach the frontiers. All previous treaties and conventions, with tho oxcetfirma of tlioso annulled by the present treaties, are to be enrried into effect. By a Boporato treaty tho indemnity for the expenses ofthc war to be paid by the I orto 19 fixed at inn millions of ducats, (about five millions filer!mg') to be paid in ten equal annual instal ments. The indemnity to tho merchants is to bo paid ill four instalments, on the first nl which Adrianople is to he evacuated; mi the second the Russians retreat beyond the Bal kan ; on the third beyond tho Danube; and on tho payment of tho wholo sum or (100 ducats, they leave tho Turkish territory altogether.
