A seaman named Erastii* Austin, of Now London,on Friday night, in a stato of intoxication, jumped from the ship Mary Lord, al Four Milo Point, and was drowned. A dinner was given at the Matirion House, Philadel phia, on Saturday, 10th hist, to tho Hon. Mr. Brown, late Minister to Franco. The lion. Joseph llophinsnn presided on the occasion. The company consisted of about one hundred and twenty gentlemen, among whom wore the most respectable citizens and a number of dis tinguished invited guests. Tub Thbatv or AnuixNuri,B.—A privnto letter dated Vienna, Oct. 3, quoted by the New-York Cour ier, says that the treaty lately concluded at Adrianoplc is disapproved by all the foreign ambassadors at Ouu- Biuniinoplc, excepting, of course, tho Russian, and that it is firmly believed thut the high powcis wdi demand a modification of the tcrniB. The writer also states tlmt at a diplomatic dinner given by the Hussion minister at Vienna, the English ambassador stated that his govern ment could never c< liscnt to the « otnliiiotis imposed up*/ <>n the Sultan. M. du Mcltcruich, it is said, has take., ito definitive resolution, hut is waiting on events. He lma been ivn'^p • n events too long. The wise menii( Vienna talk more than ever of a triple alliance between France, England and Austria. M. do Mittcrnicli de ni* s this, but, adds the letter writer quaintly, ‘‘th.it is h i reason why it should not be.” Sumo foreign ex tracts will be found in our subsequent columns . A letter from Alexandria, in Egypt, dated Align;* 7, mentions the arrival there of tho American corvette Warren, escorting a merchant vessel undir tin; mime flag. These are said to have been the first American vessels ever seen in Egypt, and they have txc ud tl.u curiosity of the viceroy, and of Ibrahim Pacha, lliiu- brahim visited ihu Warren, accompanied by Mr. Cee- risy, a French engineer in the service of tho viceroy, and was received with the honors due to his rrnk. lie remained on bourd the vessel two hours, examined tlm vessel in every purl, and repeatedly expressed his satis faction al the- excellent order in width lie found it. Ii is said tlmt the Hussiun officers who arrived at New York in the New Yoik from Livnpool, have come to this country for the purpose of pruciising in our navy, i.nd obtaining practical information of our system ofnu- vul tactics. In tho Gazette dc France, of 12th October, is the fol lowing article, which is the first iutiniution of unv quar rel between the Russian and American sailors at Havro; “ Tl.d Uusiuu sailor who was drowned in the course of the quairel between somo of bis comrades and some Atncricun sailors at Havre, was found, still holding in liis clenched hand, the kilifo with which ho deti tided himself. Whether this shall be so, is tho issue, which is now making up," between thofrivnds of the Constitution & the advocates of General Welfare. Slavery js not a national evil; on tho contrary, it is a national benefit. The Agricultural wealth of tho country is found Gi those States owning Slaves, and a great proportion of tho rovenne of tho Go vernment is derived from the products of Slave labor. Slavery exists in somo form everywhere, nnditis not of much conse quence in a philosophical point of view, whether it bo voluntary or involuntary.— In a political joint of viow, involuntary slavery lias the advantage, since all who enjoy political liberty are then in iact ixoo. Wcultlf gives no influence at tho polls; it does, where white men partorm tho menial services which slaves do hero. Upon this subject it does not become us to speak in a wiiisper, betray fear, or feign philanthropy. The late law of Ohio, imposing restrictions upon their free colored population, is a sen sible commentary on the sentimental Resolu tions, heretofore transmitted to us by that .State. From thislt stems that that their be nevolence, and devotion to the equal rights of man, hear an inverse proportion to th*e inter cut they have in this matter. Tho’Protest against tho Turifl* was by a ^peeittl messenger, forwarded to our Senators in Congress, and ill duo form presented hv them to the Senate, accompanied by some spirited and eloquent remarks, and entered upon tho Journal without i most ion. It re mains yet to ho seen, what further order will he taken thereon. Fuom Franci:.—Tito packet ship Edward Ilona tie, Cupt. Hathaway, arrived at. New York oti tho l!)lh inst. from Havre, whence she sailed on the loth Oct. lly this arrival, were received regular files of Paris and Havre papers to the 14th inclusive, with scattering provincial papers. They contain little intel ligence not anticipated by the late urrivals from Liverpool- Thu Gazette dc France says that credit, was never better nor products higher limn since tho news of the peace in tho Mast had cleared the horizon from clouds; hut, notwithstand ing, Franco was filled, with gloomy alarm, the tocsin was sounded, twenty insurgent journals were stirring up agitation, &c. It was expected at Warsaw, where the news of tho conclusion of peace had been re ceived, tlmt the Emperor on this occasion* would open tho diet in person. It appears from the Journal ties Debats, that the Count St. Loger do Tlcniposta, ne phew of Huron Hvdo do Nottville, who 1ms been entrusted with purchasing Greek slaves in Egypt, lmd obtained permission from the King of Franco, that fifty of the orphan chil- dred, whoso parents wi re massacred at Mis- silqiiglii, should ho educated at Franco, lie arrived with them at. Toulon, after a passage of lorty-oiie dn\ s; hut the vessel had scarcely appeared, when an order was received to Irm-fcr these youths to the (ofwgc, to tv carried hack to their own country. This is commented on as a barbarous act on the part of the Ministry by the Journal. C'ulnis and all the country in it« vicinity were inundated, on tho lflth till, in conse quence of continuul rains. The crons not gathered, it was presumed, would he lost, or much injured oven if the weather should soon be line. An account of General Lafayette's late tri umphal journal in Franco was*announced for publication. According to tho Journal do Rouen, ll)U,()0U copies were to he printed. O.vi: day i.ATint.—By tho ship Concordia, at .New York qii the liOtli inst., Belfast pa pers to the 10th ult. inclusive, containing ac counts from London and Liverpool, one day later than our previous advices by the packet New York tit New York and tho British ship Essex, at this port. There is nothing of the Cotton market quoted from those papers. The Belfast paper of tho lutost date says, 44 the Paris papers of Wednesday evening contain an article headed “continuation of hostilities in Turkey :” the meaning of which is, that several of the Turkish provinces havo risen against the Sultan, in consequence of tlm severity of the conditions which Russia hud imposed on him : tho acceptance of which can bclo no one a matter of astonish ment, considering the desperate situation in which he was placed. Tho proximity of the Uussiunarmy will proven siitlicicut security to the person of the Sultan—lint it seems a matter of much doubt whether he will be able to employ tho rein of his unlimited power with sufficient, effect, so ns to subdue an infu riated und scattered population of badly con nected pro vices: each of which lion tut inter est, midi it is different from its neighbor; and not all hounded under one effectively go verning whole.” Paris, Oct. M.— Modification of the trea ty of Adrianupic.—The French < iovernment has received advices from *St. .Petersburg!!, which announce that ‘-is Imperial Majesty has consented to admit of modifications to Ihe treaty of the l-ltli of September, which will render il less onerous for the Turks, and obnoxious to the other powers of Europe.— The precise lint urn oftlio proposed modifica tions has not transpired ; jiut it is stated on very good authority, thntthey will principally apply to the amount of this indemnity, as on the amount, of this iditd« , nmily depends the length oftlio occupation of the principal- iles. It is stated the article interdicting the pas sage of tho Bosphorus to the vessels of na tions at war with either of the two contract ing powers, is not. to he found in the treaty oftlio Mill of September; yet the MniiUciir, oftlmttthof October, announced that such a clause was in the treaty. It is to bo re marked, that when the iftoniteur gives news as being received by the government, without quoting the authority of any other paper, such nows, whether it appear in the official or non-officinl part, is always official. Tho aimomieeinnnt oftlio existence of tho ahovomentioned clanso in th«s Treaty of Ad- riauoplo was then official, yet it does not ap pear to havo been correct. 1 believe the truth to bo that the urticloin which tliisnssor- tion was made, was drawn up in tho Foreign Office here on tho authority, not of tho Trea ty ns signed, but on that of a draft of tho Treaty ns first proposed by tho Russians, hut which Diebitsch himself modified attunvards, probably in consequence of representations made to him. At any rate, the clauso does not exist in tho Treaty as it stumls now, and in consequence one great source of contvn- tiou lias been done awuv with. At your last Session you adopted Resolutions denying, as this Legislature hud twice before done, the right nfUotijjiTess to apply the funds of the Union to the internal improvement of any State.*— This application, proceeding from tt creature of this Government, ussumin" that the enter prise would be profitable, and tendering tho bom lit to tlm United States, seemed then u well [ill ] timed movement, having for its object a sti orifice of the principles oftlio Stato to the interests of this Corporation. It is now un derstood, that the Company arc desirous to avail themselves of aid front this State. The public utility pad great advantage of such it Road, apart from the question of interest, en titles such an application to a respectful con sideration. That ancient city, Charleston, the pride of every South Carolinian—the rep resentative of her character, her talents., and her commerce, requires some stimulant to sustain it. It is in vain to suppose, tlmt a country so extensive, embracing Hindi ti va riety of interests ns ours, can l:o governed exclusively by Congress, without destroying its present free institutions. Tlmt is tlm best government which interferes least with the interest and property of it/ citizens. If llm pretension lately set up by Congress, to pass laws to hind I lie states “in all cases whatever,” or, whut. is the same thing, to do whatever the general welfare requires, be sustained, then, this government, instead of being „tm in which liberty is enjoyed and the right of property.protected, is a hateful despotism.— Let the consequences be what they may, those must answer Ihr them who present, the alternative of servile submission, ur constitu tional resistance, to usurped power. It might better comport with t imid women & cowardly taen to nay black mail to freebooters, than to arm aud repel litem. But an intelligent and brave people will not look to the possible consequences involved in tlm defence of their dearest aud most invnhiahlo rights. An honorable man, for his own purposes, never discussed llm difference between beggary aud robbery, and yet it is difficult to imagine how an able mailed individual can hang upon the skirts ol society for support, without arrang ing IniiiHell among the ono or the other of those classes.
