ric ty of St. Andrew yesterday celebrated the untiivcbnty
oftho tutelary Saint of Scotland in the usual manner. Tho
Society met at the City Hotel in tho morning, for the
transaction of business, and having admitted several
candidates (It membership, adjourned to 4 o’clock, P.
M. At that hour tho members again assembled at tho
Hotel, and soon aflcr, sat down to a dinner, prepared by
Captain Lulkoek, in a very elegant and substantial
Mylo. A turtle presented to the Society from Charles
ton, was dressed for the occasion, nnd tho usual national
dishes, with a liberal supply of tho peai-rcck, ntid other
generous liquors, adorned the festive hoard, ami tempted
the most fastidious appetite. A number of invited
guests, among whom were Com. Ridgely and the U. S.
Officers in this ci?y attended. The uncial glass, tho
qumgh and tho mwtf, circulated briskly, and song and
sentiment, laugh nnd jest, enlivened the oernstion til) a
late hour, when aflcr supper the members retired.
Tho St. Andrew’s is a charitablo as well ns national
Society, and the officers, whoso names wo published a
short time since, form a Committee of Charity for dis
pensing relief to unfortunate Scotchmen nnd their fami
lies. We are gratified to state that this association is
in a thriving condition, and is increasing in numbers
and the ability t 0 effect the benevolent objects of its es-

A public dinner was given to Mr. Harbour, our hit**
Minister to England, by his fellow citizens of Richmond,
Virginia, on the 2lst ub. In the course ofu reply to the
usual complimentary toast, Mr. Harbour observed—

Tho ii< hate, and a very animated onn it was, contin
ued until near 2 o’clock. Dr. Rrauham who intrnduceil
it, supported it with much force nnd zeal. Messrs.
Gamble, Harlow and Ncsbif, of Morgan, labored on tho
same side. It was ably opposed by Messrs. Haber-
sham, Hrailsfard, and others. It was the first titno I
heard Dr. Rrauham. He is decidedly an eminent mem
ber and would make no inconsiderable figure in Con
gress.
Yesterday the following hills wero passed—To au
thorise tho appointment of Commissioners out of the
State to tako tho acknowledgement of deeds, &<*. To
prevent tho coming in and admission into our sea ports
of persons of color acting ns stewards or seamen, on
hoard of merchant vessels. To detdaro valid nil sales
made by Sheriffs or coroners, oflands nnd negroes, un
der execution which have issued from Justices’ Courts
in this State, and to regulate admission of evidence in
all eases, where tho property held or claimed under snob
sales, may come in question, &c.—Yeas 40—Nays2-1.
The hill to incorporate tho Columbus Hanking and
Insurance Company, was rejected. Tho hill to author

The hill to establish rates of wharfage, fee. at Savan
nah, was read the first tim<*.
Mr. Habersham, on Wednesday, laid before the Sen-
atn tho nirmoiin! of the Corporation of Savannah, and

feelings towards us prevailing in the country to which l

vernment and the people there is the strongest desire

By an extract from tho Log Book of the brig Ajax,
from Steal, via Havana, arrived at Now-Oi!cat:s, it ap
pears that another outrage has been committed by the
Mexican authorities upon an American vessel. The
Ajax was hoarded ami token posseesen of by tho offi
cers and crow of a small schooner under the Mexican
flag, whilst lying in the harbor of Sisal, who remained
on board fourteen days, refusing to deliver the vessel up
to tho customs department. Tho captain nnd crew du
ring this period, it is stutcil, were treated as badly ns it

regular. After further ill-usage from tho commanders
of the gun-hosts, the brig was permitted to commence

brig until tho disputes between the naval officers and
tho Custom House were settled. At 11 o’clok the same
night, however, tho captain obliged tho eight sol.

termined in this body. We learn from tho Richmond
Whig of the 53d uit. that for tho preceding week, the
question of the extent of suffrage was chiefly discussed,
nnd has vailed forth as much warmth nnd interest, nnd
quite a3 many speeches, as that of the basis of represen
tation. Parties on this subject arc differently divided.—
There is less of sectional feeling, although there is yet
much. To extend sulfrngo somewhnl, is tho disposi
tion of nearly the whole Convention, Mr. Randolph, per
haps, and a few others excepted. Differcncojof opinion
as to degree, and the parties may be thus classed.
1. Those who adhero to things astbrynro, and who
think that the Constitution issued perfect from the hands
«f George Mason, ns Minerva sprung armed Irom the
brain of Jupiter. 3. Those who w ish sonic extension,
but arc not willing to depart from tho land. Mr. Mon*
Toe on Saturday, declared his adhesion to this sentiment,
which after a former speech, occasioned some surprize.
This patty is considerable in point of number, but much
Jess wo believe, than a mnjoiity. 3. Those w ho go be
yond land, nnd desire to give every mart a vote who being
n citizen resident for a certain ttmo before lie offer* to
vote, in addition pays his share of State tax. This par
ty, wo arc of opinion, is the strongest, nnd w-i ro we to

Now York Courier, that speculations aro already on foot
to profit by tho nponing nftho Black Sea. It is calcula
ted by some of the most intelligent merchants, that the
opening of the passage oftho Dardanelles will give em
ployment to between two and three hundred sail of A-
mcrican shipping. In a short time a stir will ho created
among the ship building interest. During tho last eigh
teen months little has been done in that business. A
favorable movement abroad is, therefore, rccoicved with
gratification. It ought to ho recollected however,by those
engaged in the foreign trade, that tho navigation oftho
Black Sea is extremely dangerous and stormy in winter.

tion oftho law now in force, regulating Inferior nnd Jus
tices Courts, ns relates to the number of Judges ami
Justices ami allowing thorn a salary,
AIM, the bill to alter the time ol holding the annual
meeting of tho Commissioners or .Roads of Chatham
county. Alio, tho hill authorizing tho Governor to make
distribution of’Ibnds set apart for tho education of poor
children, to such counties os have or may hereafter tnako
returns of their population, in terms of law.
Notice of a bill was given, to make valid Sheriff’s and,
Constable’s Sales, in certain cases.
Yesterday, the House met half att hour earlier then
heretofore. Motions were made to re-considcr tho new
Circuit and new County hills, rejected yesterday, and
lost.
The order of the day was the hill front Senate, to re-
peal the act reserving to the State till Ores, Mines, Mi
nerals, &c. which was passed with the erasure of a su
perfluous word, nnd sent hack to the Senate. A reso
lution was offered by Mr. Turner, reserving to the State
att interest in Mines, See. &■*. that might lie discovered,
hut was rejected—Nays 121—Yeas 3. It was stated
in the course nftho discussion, that a number ol forges
wero ready to no into operation in Habersham county,
whoso manufacture would in n few years ho sufficient
to supply the Upper part uf the Slate with iron.
The hill from Senate, fur the r« hof tho Butchers or
Augusta was passed, (the Speaker voting in its favor)
—Yens 57—Nays 67. Tho object of tho bill, is to
prevent tho Corporation from taxing them more than
§60 each for their stalls. In their pedtion they vty that
they pay $230 each, or $2,'.ICO, being tho 14th part oftho
whole city income, while they compose but tho GOOih
part of its population.
On rc-considcration of the bill to compel non-residents
of Glynn county to rcsnrvey their lands, it was again
negatived—Nays 71—Yeas 44.
A number of local, and sumo Divorce hills were passed,
Notices were given of bill®, to repeal tho net to rcgulata
tho trading of Merchants, Shop-keepers, and others, so
far as relates to the county of Glynn. To repeal tho
net to regulate Merchants, &e. and to punish those who
may attempt to defeat the same, passed 1E20, so far as
relates to the county of Liberty.
A resolutions was laid on the fable fo instruct tho
Committee on the State ortho Republic to report outlie
propriety of ascertaining tho wishes oftho people on tho
subject of reducing tbo number of Representatives.
Mr. Iverson introduced the following t—Rtsoh'cil, that
a Committee ho appointed on iho part oftho House,
composed of one member from each Judicial Circuit, to
join such Commit Ice ns may be appointed by tho Sen
ate, whose duty it shall he to preparo nnd report a hill
to amend the Constitution of this State, so as to reduce
the number of Senators and Representatives in Gcnerul
Assembly. Tho Committee named aro Messrs. Iver
son, Dougherty, Warner, I .owe, Willis and Myers,
This resolution is introduced in consequence of the
detent oftho Convention Hill in Senate.
Agreeably to arrangement the Senate and House of
Represetitavos mot at 3 o’clock, nnd proceeded to the
election of a Brigadier General of the 2d Brigade and
|«t Division, in place of General David Taylor, elected
Major General, when Colonel Robert Tuttle, of Burke,
was elected without opposition. Tho House then pro
ceeded to tho second reading of certain hills, (lurin'
which four motions were made to adjourn, nnd tho yeas
and nays recorded each time, much to t!iu
the members and the saving of the people’s money in
time and printing.

intended to practice a deception, but said

tho following day tho cargo of tho brig Irene,
consisting of staves, &c. was disclnirgcd from

Merchants and Planters Bank of Au-
ousta.—Wo aro greatly surprised to^ learn
from public report, that a powerful effort is
making in this community, against tins youth
ful and valuable institution. It is said that
ono oftho older Banks‘of tho city has passed
a resolution not to receive its hills therein,
and that, several Warehouse merchants, who
aro Directors or Stockholders in that same
Bank, have also refused to tako them. What
can bo tho real cause of this, except Banking
amt individual competition, wo arc entirely u:
a loss to conceive; for certainly there does
not appear the slightest cause for it in the
public credit of the institution, or in its inter
nal affairs, so fur as they aro known to the

Tho death of ono bo much respected and be
loved, and who has thus prematurely been cut
off in the morning of life, cannot but excite
our deepest sympathies, lie had foT many
years boon gradually wasting away under .the
influence ot a malady which spares neither
here nor character, but a whops into the grave
afl that can adorn, embellish nnd illuminate
society. A few hours previous to his disso
lution, he took an affectionate leave of his af
flicted family nnd friends—turning towards
them, he repeated these memorable words :
” The Lord is cm my right hand and on my
left; ho is my wisdom, peace mid righteous
ness ; and 1 am not afraid to die.” IJow
small the number oft hose, who when stretch
ed upon their last pillow, when tho final sum
mons is given, and the lust sands of exist
ence ore rapidly leaving the glass, are able in
the strength of a pure am! happy conscience to
exclaim—“ I am not afraid to*die.”
On the next Wednesday his remains were
consigned to the tomb, attended by a very
large concourse of friends ami acquaintance,
who tenderly sympathized with his weeping
family nnd relatives and who testified in per
forming this last, sad office, their regard and
esteem for liis character. A very able .and
interesting discourse was delivered on tho
occasion 111 the Third Prosbytorinn Church,
by tlio Rev. Mr. Dickinson. In closing this
public tribute to departed jjjworth, while wo
remember his many virtues, nnd his days of
fonner usefulness, we cannot but rejoice a-
midst tears of heart-felt sympathy, that his
pure and upright spirit hns been gathered to
Its great reward in tho mansions of eternal

On the 38th of October last, nt her rosi-
deuce in Walthourville, Liberty county, Mrs.
Ei.i/.adrtk Walthour, aged 58 years.—
Mrs. W. was a native of South Carolina, but
for tho last 28 years an inhabitant of Liberty
county. By this afflicting dispensation of
Providence, a family is bereaved of a tender
nnd affectionate relative, society and the
church of n valuable member. Ardent in her
feelings, her friendship was warm and steady,
and among her numerous acquaintances there
arc many who deeply deplore her loss, and
who will long cherish her memory with rtiore
than sisterly affection. Her knowledge of
medicine hau rendered her peculiarly useful
in tho community i'» which she lived, and the
poor havo not only lost a kind benefactress,
but a physician who administered relief “with
out money and without price.” But while
we weep she is rejoicing in tho Courts of Par
adise, for that Saviour in whom she believed,
and in whoso righteousness alone she trusted,
has taken her to himself; with Him her im
mortabspirit shall forever live, and thrpugl
the lapse of eternal a^cs continue to expand,
and become more mid more assimilated to its
God. Her passage through tho dark valley
was tranquil nnd undisturbed ; and the friends
who witnessed her heavenly serenity of mind
in tlio prospect of death, cannot but oxclaim,
“Oh Death ! where was thy sting, Oh Grave!
where was thy victory,” thanks be to God
who gave her the victory through our Lord
Jesus Christ.—Communicated.
