destroyed by fire yesterday'morning. Front tiie situa
tion of tho building, and the state of tho wind, which
was fresh from the N. E. f no injury was sustained by
the neighboring houses. Wo understand that tho build
ing was insured. It had not been open for two months;
and tho fire is supposed to have originated from a spark
communicated accidentally to tho roof. The books and
robes were saved,
RoMinlKO Homs.—In our report of the proceedings
of Council yesterday, the ordinance relative to Hoard*
ing houses, was stated to have been passed. This law
makes it the duty of persons keeping Hoarding House.',
iu this city, between tho 1st of March mid tho 1st of
November, io report in writing to tho Chairman of the
Hoard of Health, or the Ward Committee ofthat Hoard,
the name of every sen faring man, boarder, or transient
person, who shall be sick in his house, within twelve
hours, after the occurrence of such case, under a penal
ty of thirty dollars. The snmc persons are also by mm-
iher section required lo give bond and security to the
C hnii man of the Hoard of Health, in the sum of Fitly
Dollars, as security for all expenses which may ho in
curred by the death ofstich person, if not immediately
removed to the Hospital on the recommendation c) tho
Chairman or Ward Conimitiec ofthc Hoard of Health.
Tiiis ordinance is intended principally as wc have
beforo stated, to remedy tho practice sometimes exist
ing in tho summer season, by which Bcnmcn arc sent
from their.boarding houses to tho Hospital, in the last
stage, of disease, merely for the purpose of saving their
fvpcral expenses.
A new Post Ollico has been established at Snouhill,
.Hancock County, of which Mr. A. P. Vejiable lias
been appointed Post Muster.
The Post Master at Charleston gives notice that tho

Many article* which could bo ranted in this country

The bill to repeal the net of December 1822, respect
ing usurious interest, so that the act of 1759 may bo
left in lorn*, which provides for a forfeiture of interest
three fold in cases of usury, was rejected. Also, tho

vrii Circuit.
The hill from the Senate (reconsidered) for tho relief

Collector, the expediency of which was referred to it by

The bill In authorize the ShcritT of Chatham County,
or any other lawful officer, to enter the dwelling of .Sat- !
lor Landlords, and other* harboring seamen regularly
articled, was passed. It authorizes Judges of the’Stipe- 1
rior and Inferior Courts and Justices of tho Fence, on
until made before them, to issue warrants for tho appre
hension of fugitive seamen. Persons .resisting to he li
able to a penalty of not more limn $500, nor less than
$50, or confinement in jail for mio year.
Also, passed the hill to amend thu several Attachment
Laws of this Sate, so far as to allow persons insuring
property in offices doing business by agents to issue at
tachments against the goods, &c. of said companies.
Also, passed the hill to make valid Itonds taken by
Sheriffs, Constables and Coroner* from defendant* in
execution on property levied on by them.

Thi! Military Committee, to whom was referred the
Governor'* Message relative to tho destruction of nrms
by fire in Augusta,mention there was dostroyod 123 mus
ket*, 73 ritlos, &c. &c. mid that an application Imdhccn
made to the General Government for arms, nho had
ordered the delivery to the State of all the arms at thu
Arscuul at Augusta, consisting of 620 musket* and ac
coutrements and 7920 ball cartridges. They recom
mend a Resolution, which was agreed to, nut burning
the retention of the said grills and .approving of the
promptitude ofthe Governor.
Tho saino Committee reported, while they acknowl
edge iho system defective, as entirely inexpedient to n-

duty of the Court of Common Plea* to apportion and

limit* for debt shall reside. At present their bounds are
the Lamp and Watch District, including the greater

Virginia Convention.—On tho2fith ult.
tho Convention proceeded to consider the
Report of the Executive Committee, having
at lust disengaged itself from that of tho Lcg-
ialutivo. The mode of electing tho Guver-
nor whether by- the people or by tho Legisla
ture,. called forth much discussion,.- and is
likely to call forth much more. The ques
tion of. tho basis is passed for the present, but
under the persuasion that its adjustment will
be found less difficult than ivus supposed at
one time.
Tho Whig states, that the excitement in
tho middle uistriets ofthe State, on the sub
ject of representation, is rapidly subsiding.
The Enquirer of the 2Gtli gives the follow
ing bird’s-eye view of the progress of tho
Convention at that date:—
Wc cannot yet congratulate the People,
on I heir Representatives being in sight of
land. The apportionment of Representation
is not decided.. No question is yet tulcen,
which chalks out the course of the Conven
tion. As soon as tho Right of Suffrage had
been disposed of, lor a time, on Tuesday
tho propositions for tho basis of Representa
tion were taken up.
The Elective Franchise it will ho recollect
ed is pretty much tho sitmo with that which
has been proposed by tho Resolution of the
Legislative Committee. It lias undergone
some modification, hut not materially affect
ing its provisions for determining the money
vulue ofthe Freehold, and requiring live
years residence ofthe eiti’/.eus of other States
its a qualification for the exercise of tho right
of suffrage,‘have been striken out.
Some overtu.es have been made fora com
promise ns the Basis of Representation.—
Mr. Scott’s plan of thu White Basis iu the
II. ofD., nnd taxation in thu Senate wns re
jected on Tuesday. Mr. Pleasant’s plan of
tho White Basis iu tho Senate, and the fed
eral basis in tho Senate, was also discussed—
Mr. P’s. proposition to fill the blnk (the num
ber of Senators) with 80 was rejected.. Olli
er numbers were then suggested—as 32, 48,
21—and yesterday, Mr. iSayly proposed 40,
Mr. Upshur from the Eastern Shore declar
ed that he would not he satisfied with loss
Hum 30 Senators—Mr. Baldwin (beyond the
Ridge) proposed yesterday the scheme for “ a
t:i ir,open,manly nnd honorable compromise,”
which ho hud pressed on Thursday, upon
both parlies, in the most manly and emphatic
tone. His scheme coincides with Mr. P’s.—
Mr. Gordon from the Middle country laid
a scheme upon the table, which was founded
on no particular basis, and disclaimed ull gen
eralities, giving the country East ofthc Ridge
n majority of 20 Delegates out of 120, and a
majority of 4 Senators out of 21, beyond the
country West ofthe Mountain—Mr. CJ. did
not explain to the Committee the elements of
his calculation; hul.ho assigned ns one ad
vantage ofthe urrungeiuonlsofhis plan, that
it would have limdh respect for the present,
county linos. Mr. Leigh spoke of a scheme
which he had in contemplation, calculated,
as ho hoped, to give satisfaction. Nothing,
however, is yel done with these several pro
jects—-ami although wo have formed some
conjecture ns to the probable issue of the
matter, it seems to he premature to express
it.
Yesterday, the Committee proceeded to
passthrough thu remaining resolutions ofthe
Legislative Committee, with two exceptions.
They were all adopted without any amend
ment, except one, touching the viva voce
mode of flection. Various attempts were
i made to modify the others ; hut they resulted
only in calling forth some interesting discus
sion. Tins proposition lor admitting Minis
ters of Religion to seats iu the Legislature,
yiirticularlv give rise to au animated, hut brief,
Debate. In truth, the Convention seems to
lie getting tired of long, sot speeches—and
business is now taking tho place of debate.

and the intelligence of a small improvement
in pricoat Liverpool, has given a briskness to
qiir Cotton market. This morning, Cotton
was brisk at 8 cents—and one or two loads
wo believe sold at 8^ per pound.
Since the recent rise in tho Rtvcr a num
ber of boats and boxes have departed, or arc
loading. About 8000 bags Cotton is now on
tho River, destined to Durien and Savannah.

mcrcial List, Nov. 25.—Coffee.—Iho prin
cipal transactions, since our last, comprise
400 bags Et. Domingo at 11$ cents, and ubout
200 bags Cuba at ll£ a 12 coats.

sisting of050 Uplands, principally now crop,

Attempted Suicide.—Yesterday a man
aged 30 years, of sum 11 stature, and having in
Ins countenances evident marks of delirium,
attempted to throw himself into tho dock, at
tho foot of Fulton street; he wns seized by
some persons, who had noticed the singulari
ty ol his demeanor. 1 lo soon tiff er attempted
to hang himself with a rope ho had taken
From a cart, which stood upon the pie**,- he
had fixed the noose tightly round his neck,
when he wns a second time rescued from the
horrors of self destruction. He told the per-
sons who saved him, that ho was determined
to kill himself, aud earnestly solicited them
to drown hitn, adding, as an inducement, that
lie hud drowned his own child. The wretch
ed creature calls himself “David,’’and obsti
nately refuses to give any other name. He
has been brought to tho Police Office, and
detained for further examination.
