—The operations for improving this navigation have
boon satisfactorily carried on during the last season,

will bo completed as far as tho available funds will suffice

icover the expenso of superintendence and other contin
gencies,

From Tampico.—Tho schooner Shamrock, Capt.
Alexander, arrived at Baltimoro on tho 15th inst. from
Tampico, whenco she sailed on tho 20th November.—
.We are sorry to learn that up to the timo of her depar
ture, no Intelligence had been received there of tho U.
• States ship Hornet. Tho ship of war Falmouth nrriv-
- «d at Tampico on tho 18th, and sailed tho next day in
search of the H. Captain A. states that there was no
political intelligence whatever.
The resolution of tho Legislature of South Carolina
to tax tho stock of tho Baak of tho United States has
lulled, and nothing has been done with (he resolutions
requesting the Governor to open a correspondence with
'the members of Congress of that State on tho subject
of the tariff. The legislature has appropriated 9100,-
OOO as a loan in aid of tho Rail Road, at 5 per cent, per
annum, for seven years; 910,000 to bo paid whenever
f ho Company has expended 930,000, and so on in this
proportion for the ro*t of the amount..
\ Tho Britioh North American and West India Naval
£ommaods, are to be united, and Bermuda made tho
head quarters. This arrangement is to go into effect

On the arrival in Baltimoro of the lion, .lames Brown,
.our late Minister to France, a number of the most res
pectable citizens determined to invito hint to a public
dinner, in testimony of their high estimation of his pub
lic services, and his generous hospitality to his country
men who visited Paris during his residence there—-but
Air. Brown felt himself obliged to decline their Invita
tion on account of the di-li-Nitc state of his health.
Mr. ConnorofNow York, is making arrangements
to print the President’s late Message on a beautiful and
durable sheet, in a stylo corresponding with its value as
n document. A number of copies have been ordered
to bo printed on Batin.
Tlirco or four boys from M to 10 years of ago have
been arrested in Brooklyb, N. Y. for Iming engaged in
Netting firo to a lumber yard in that place. One of the
boys was discovered intho act of setting firo to a build
ing and informed upon tho others.
Tho express carrying the President’s Message, pas
sed tlirough Washington, Guernsey County, (Ohio,)
at 1 o’clock, P.M. of Wednesday—2-1 hours S5 minutes
from Washington City; distance 309 miles. It was
received at Washington, Pennsylvania, in 19 hours af
ter delivery; distance,above 240 miles. At Wheeling,
Virginia the messago was received on tho day nftcr its
delivery,having travelled two hundred and seventy miles
.in tlie space of twenty ono and a half hours.
The Giecnvilte Mountaineer of the 12th inst. says—
* k We had one lamp filled a few evenings since by Cap-
Uin Stringer with oil expressed from tho Cotton Seed,
a short notico of which we gave a few weeks ago. We
have no hesitation in saying that the oil burns as well
. ?s any other kind we over saw,”
A correspondent of tho New-York Gazette states ihat
Cotton is much better and cheaper orticlu for caulking
vessels than oakum, being moro durable and much less
impervious, as it naturally resists water when closely
packed into the seam. It docs not, liko oakum, work
out ofiho seams, nor docs it rot while in them, its oily
quality protecting it from tho unual causes of destruc
tion. 'Cottpn laid under sheathing is much better and
cheaper Ilian paper.

morning, and was, os expected, rejected, nays 38, yoas
32. The resolution front the House, to submit the same
question to tho people at tho next general election, was
agreed to by a small majority.
Tho‘bills from tho Homo, to alter tho timo ofiho
meeting of tho Commissioners of Roads of Chatham
county, rind to alter the attachment law, so as to autho
rise attachments to bo laid by tho insured upon funds,
&c. of foreign insurance companies, in tho hands or
agents, were passed.
Yesterday afternoon, tho appropriation bill was taken
up. Mr. Rlair, (of Habersham,) inovod to strike out
tho appropriation of 93000 for our Arsenal, which was
lost, on a division, hut about twelve or fifteen voting for
it, and was ordered to bo sent to tho House inatanter.
Tho yeas and nays however, on this last motion being
colled for, a number voted ngainst it, fearing that if car
ried there tho House would adjourn that n : ght, and Icavo
many bills from tlm Senato unnoted upon. Tiro bill
thoruforo remains in Senate, and Mr. Blair has deter
mined to movo for a ro-con»idorntion ofiho Arsenal ap
propriation on Monday. Mr. Habersham is in conso-
quenco of this, dubious of its success, as Mr. B. will

In tlm House of Representatives tho substitute for the
resolution appropriating $10,000 to tho Augusta suffer
ers, allowing tho county to retain all its taxes for that
purpose is rcjuctod.
All our bills from tho Senate, the Wharfage and
Dockage Rill; tho bill to prevent tho coming in and
admission of free persons of color acting os stowards,
seamen, &c. in merchant vessels into the ports of this
State ; the bill to extend tho jurisdiction and powers o|
the Corporation ofSavannnh, &c. &c. ; the hilt to n-
mend the several laws of this Stato, for the trial and
punishment of slaws and lice persons of culor, have
passed.
The President of the Senato announced Inst evening

mostly local, still to act on, oil of which it is supposed

Liverpool, Nov. 10.—Mr. Holland has been
appointed the now Baron of tho Exchequer,

Tho men who woro under sentence of death,
at Cork, for having conspired to inurdor the
throe magistrates, liavo received a respite for
a few days.
The Cotton Market.—Tho market was in
a stato of unusual activity during tho past
week. The sales reached tho extraordinary
high number of nearly 25,000 bags, at an ad
vance of $ per lb. on some qualities of Ameri
can Cotton. An opinion is beginning to pre
vail, that the stock of Cotton in the ports will,
at the end of tho present year, notwithstand
ing tho heavy import, be smaller than it has
been at tho close of several preceding years.
According to all accounts received from
Lyons and other manufacturing depots in tho
south of France, the silk trade there is quite
paralyzed. Those places which it was pre
dicted were to ruin tho English artisan, and
rise to prosperity on his ruin, are in a state of
extreme distress, and the local manufacturers
now fairly confess, that they arc beaten out
of the market by this country; that they are
not only unable to pay tho protective duty of
50 per cent.but that the premium of 15 por ct.
at which the smuggler will undertuko their
introduction, equally disqualifies them from
working at a profit, as regards tho supply of
F»nglnml. lit the opinion of tho persons who
may he presumed best informed on tho stute
of the silk trade between the French and us,
a few fancy articles, forming a very small per
contago on tho wholo amount of our consump
tion, arc all that they arc now able to send us
at a profit.

14, half past 7.—The English funds have c-
vinccd all tho steadiness which is observable
in tho last day or two, whon no particu
lar enuso of excitement occurs to disturb
tho usual course of the rnarkot. Hardly
any business was done in the morning, and
tho price of consols, which opened at 01C to fl
for tho account, and 01 $ to §■ for money, con
tinued at the same cjuolution, when, in con
sequent of a few sales with which specula-'
tors frequently closo thoir weolc’s transact ions
the nrice of consols gave way a little, but

Exchequer hills have been done at 70 to 77,
which was their closing price of yesterday.
In tho Foreign Stock Exclmngo nothing
hns occurred to-day worthy of remark, be
sides a slight, improvement in tho price of
Mexican bonds. This is to ho attributed to
a gradual recovery from tho unfavorable im
pressions produced by the intelligence rccci-
vod by the lost Mexican mail. A comparison
of dates with the accounts previously rccei-
vod through tho UpitodStates appears to Imvo
convinced mnny, Hint tho country was in a
more promising attitudo than it was reported
to ho at tho time of the departure of tlm Emu

Treasury Department was yesterday received
in botli Houses of Congress. It will, of
course, bo laid before our readers in its lull
extent, whenever a copy of it can bo obtain

of the-Finances, which, we hope, will be ac
ceptable to our readers. They embrace the
Receipts and Expenditures, actual and esti

In addition to tho pages from whicli this
information is extracted, the Report embra
ces a variety of suggestions of defects in the
existing laws, and of proposed remedies for
them. The most material features of them

Temperance Across the Water.—
Professor Edgar, of tlio Belfast College, has
lately published a treatise on intomporanco—
and two Tomperanco Societies havo boon es
tablished in Ireland. lie states that one half
oftho Quakers in London attain to the age
forty-seven years. Oftho whole community,
it was calculated that only ono in forty arriv
ed at eighty, whilst amongst the Quakers one
in ton reached that age. lie observes that
nothing but a complete abstinence from ine

Liverpool, Nov. 14.—Tho advance in the
course of tlio week in the medium and lower
qualities of Uplands has boon above £d, but
for the bettor qualities, merely very free rates
havo been obtained. The demand during tlio
past duy or two has been less activo than bo-
forc, and there is but amodomto inquiry to
day ; but yet tho general aspect of the mar
ket continues favorable, and with a good de
mand for a week or two longer we tuink that
prices would bo driven up further.
In Manchester tlieris still a vory ready
salo experienced for yarn, and tho stunners,
in general, nro as busy as they can \vellbo,but
there is no great activity yet in the market
for Goods.
Rico 15 a 17—no demand at present.
Liverpool, Nor- 16.—In. our circular of
2d inst. wo noticed some failing off in the de
mand for Cotton, and a slight depression in
prices, and tlio market continued in the sumo
stale for a few days subsequently, the sales of
the weekending 0th inst, having only amount
ed to 13,300 ; but we have since had a gen
eral .and brisk demand, and tho past week’s
tfsle&hnvo exceed 24,500 bales, at an advance

Sea Island* has been in fair request at the pri
ces of the last public sale, but 1000 bales are
announced for sale by auction, 20th inst.—
The import of Cotton into Liverpool since 1st
January, amounts to 020,000 bales, against
500,000 to same period last year. In the sup
ply from tho United States there is an increase
of 49,000 bales.
Bonded Flour continues dull at 22 a 23s
and free at 33 a 30. Tho aggregate average
price of Wheat, is 5 7-5 per quarter, making
the duty on Flour 17-10 per bbl. The duty
on Indian Corn has advanced to 1.3-10 nor
quarter. There is scarcely any thing doing
in it, though Wheat is rather improving in
value. 1

London, Nov. 13.—Sugar.—The market
for plantation Sugars continues in rather an
inactive state, though the purchasers for the
country trade havo rather increased. Prices,
however, remain heavy. Cottons are steady
at flill prices.
From Havana.—A letter dated8th inst. by
the Scion, at Charleston, says that the car
goes of Rice por Scion, atul Sarah & Marga
ret, from that port, would bo offered tho day
