THE ENGLISH CORN LAWS—M|{. p|TT.
MV perceive by the intm-nn-ma iu England, recent
ly, on the subject of the repeal of tho Corn Laws, or
least, a modification of them, tint there it more
probability at present, than there ever was since tln.-ir
itutiuu of an abolition of all impost* on this primary
article of human consumption. It would he cor ious to
trace the history of tln-.u- laws, nml did ottr ajiace per-
sou 111 give a viowof their origin and progress,
to the time in which we write, embracing a great pe
iod of year*. A* it is, we may say that their existence
ha* done more to support the rule of the aristocracy of
Great Britain, tlinn any othur law* which appear oa the
page* oflier statute liMik. The landed interests of thu 1
country, lor ago*, has labored under the impression
that its prosperity was wonud oj* with legislative err
uctmeiit*. Indeed, tlie Premier who would attempt to
introduce a measure having fur its object the opening
of English ports, to the countries on the Baltic, or oth
er part* of tho north of Europe, or to tho United .States,
for the introduction of the staple of life, doty free,
could never sustain ltiiii.tclf with the country gentle-
men, formerly the tntssi powerful clu»» in the House of
Common*. Time, however, liasjworked great changes;
and tho hall which was first set in motion hy the oppo
nent* of Mil Pitt, has been gathering in size ever
since the demise of that remarkable man, until, at length,
its force, when hurled bv the popular arm against tlie
portals of tlie Constitution, whose hinges alone have
been made rusty hy con iqition, will open wide its doors
burgesses each to the llomu of Cum muni, ami Corfo
Cuttle, the family mausion of tin- Banket family, sent two
to a etas* who have long been, comparatively speaking,
unrepresented—namely, the manufacturers.
Few could believe lliat until lately such important
towns as Manchester Leeds, ami Birmingham, were
entirely without representative* in the Biitidt Parlia
ment. Yet tucli w.i* the case. While Old Saturn,
orUatiou, with their three or lour liou-es, sent two
more, such large manufacturing towns as we have just
mentioned hud no advocate to advance their ciuitiis, or
attend to their interest*. It wu* easy to set* that a
change coumieusur.iie with the increasing intelligence
of the people, should soon be made. The Perceval the
Cnsik-r.-ugh, and tho Liverpool Administrations have
passed away, ttid with them, many oftho opinion* und
Lie entire practical operation uf the measou-s of Mi.
1'llT, have vanished. A new eru has commenced,
and the iiiucli needed reform, which Lord Uio.t suc
cessfully carried against all obstacles, lias already
commenced it* good work. The most casual observer
must have perceived that tho vety m coiiqilisliineiil of
that meatuic should loud to the i h-uring usvuy of old
abuses; and of all the barriers that operated
powerfully to keep down the enterprise of the British
people, the corn luws were Hie linn effective in lint
hands of former Tory Admioisiratioas. Against these
laws, couse>|ti«ully, the ire of tlie mitliiiudu has long
been directed. Nor was it the populace alone wlm
decried lliotn. The oratorical powers ofa Macintosh,
ami .i ItoMlLl.r—the thun-ler# ofa BltmiutlAM—the
persoveragee of a Tikiixlv, ofa IIusxisnon—mu to
mention others—were levelled for years nganist the
niuno|Nily which naturally atose from these odium
laws.
Instead of encouraging free trade principles, and

This course inevitulily produced monopoly— and the
agriculturists had only to undurataud each other, and
the prico of wheat, ami other grain, was fixed nt what
ever standard they pleased, without reference to the

Now, and again, it is true, when there was a
great scarcity in the crop, owing to blight or oiltei cau-

Un* port* were opened to foreign vessels ; ami during

of the pensmtry in the United Kingdom during the
scarcity, could not be believed, by our readers, whom
a bountiful Providence has never yet reduced toknmv
tho wuui of lbo»l. But the ports were soon closed, and
tho wealthy merchants bought up large quantities of
tho foreign article, which they afterwards sold out at a
profit in many instance* of tSUU per cent. The people
of tho*o countries were impoverished for years by the
exorbitant prices, while * lew grew- enormously rich,

characters lu*tbe*e days. They were both men o 1
large propotty, and their possessions^ more than their
talents, gave them great weight iu the Legislature. I (
was often as-owed hy th* organ* wlm defended their
confined view*, that the slightest iiueiference with the
Com Laws, would he the |K>iitical death of any minis
ter; and we may believo them, for we find that dur
i.ig even the short continuation of the liocKINiiil.ot ad
ministration—the more lengthened one of Lord UltEN
tille—when the Whigs w ere in power, the question of
the repeal of the Cent Laws was allowed to sleep, lest
it might bring down upon the government, the uncom
promising hostility of the country party.
Her* let us pause, to contemplate t^e career of Mr
Tltr. The great men who opposed hit political views,
were much mistaken in hi) object*. No human hre ist
had tlie confidence of this Napoleon in polices.
While hit brilliant competitors were imlclatigsbly
