T HE only Lino carrying tlio Great Northern
Mails, in connexion with the Charleston ami
Wilmington Steamboat and Rail Rond Line, corn-
poncing at tlio northern end of that Line, nnd run
•ins through Petersburg. Richmond, Fredericks-,
burg, Washington, Baltimore, &e. by Roil Roads
and Steamboats. .
Traveller* will find this Lino perfect throughout.
The rail rends uro in line oidt'r, lira engines nnd curs
now, and of tho most uppiovcd construction, and
•he stenmbonts unsurpassed by any in the country.
There is now no delny at *ny point, und no expense
or tioublo attending the transition of persons or
bngcngn from olio rail rontl to nnotlior. I'tom
Richmond north tlio route is now run over by duy
liglil, and the trip is made from Weldon to Haiti-
moro in 21 hours, including nil stoppages.
Of the two routes going north from the NN dining-
rail mud, tlio mail route is tlio shortest by 20
miles, mid being nearly all rail road, it will lie found
tho mosfccitnin and expeditious. The other Line
through Portsmouthenn only compete with it when
it has on early start, with favorable wenther, fair

the approaching session of Congress. They
have hud such n wide circulation in the United States,
nnd their usefulness and cheapness are so universal
ly acknowledged, that wo deem it unnecessary to
give a detailed account of what the future numbei*
will contain. Suffice it to say that th**y will be in
valuable to nil who feel nn interest in the proceed
ings of Congress. No other publication give* them

LAW OF GEORGIA.
AN ACT,
To repeal an act, entitled on act, to establish a
general system of Educutfou by common schools,
assented tn the 20 th day of December, 1837.—Alio,
on out, entitled an act, to amend an act, to establish
n general system of Education by common schools,
assentni to the 29th day of December, 1838; and
also to change tho common school fund in tho State
of Georgia to that of a poor school fund, and to pro
vide for distributing the same
Sec. 1. Be it enacted by the Senate and House
of Representatives of the State ofGeorgia in Gener
al Assembly mol, and it bt hereby enacted by the
authority of the same, That from and after the pas
sage of this act the fund hnrotoforo set apart, and
now known os a common school fund for the Stole
of Georgia, nnd such other funds as may be hereuf-
ter sot apart for teaching the poor, shall become und
compose a Poor School fund fur tho Slate of Geor
gia.
Sec. 0*. And be it further enacted by tho authority
afoiesuid, That the Justices of-tha Inferior Court
rn tho suverul counties in this State, or a majority
of them, shall on the first Monday of February, in
the year 1841-, and on the first Monday in Juntiary :
in each and every year thereafter, by an ordorto be
entered on their minute*, appoint five fit and proper
persons of their county, to uct as Commissioners of
the Pour School-Fund in their re/pectivo counties;
and it shall bo the duty of the Cleik of anhi court
to givo thu Commissioners nutko of their appoint
ment, in writing, within ten days ufter the sume is
made, and the said Commissioner* ahull have pow
er to fill all vacancies that may happen in their bo
dy by dentil, resignation, or otherwise, and xufrh
Commissioners shall cuntinuo in office until their
successors ure appointed slid notified.
Sec. 3. And be it further enacted by tile authori
ty ufoicsnid, That it shad be the duty of the Com
missioners of the Poor School Fund to meet at the
court house in their respective counties, within fif
teen days ufter their appointment,& appoint sente fit
and proper person to uct us Clerk und Tieasurer of
the Poor School Fund, and tlio j cr*on*o appointed,
■hull give bond and security to said Commissioners
ami tbt-ir successors in office, in such sum os they
may think sufficient, conditioned for the faithful

Sec. 4. And be it further enacted by the authori
ty aforesaid, That tho Clerk und Treasurer of tho
Pour School Funds shull be allowed to retain as a
compensation for his services, two and n half per
cent, on all motors received by him, and the like
sum fur all monies paid out by him.
See. 5. And-be it further enucted by the nuthdrity
nforesnid, That it shall bo the duty of tho Justices
of tlm 1’uuCe in the Several di»'riots, Georgia mili
tia, in this State, to make out u list cf the children
in their respccrive districts, between tho age* of six
fcnd fifteen years, whose indigence, in the opinion of
the Justices, entitled them to a participation in tile
Poor School Fund, and transmit lira rame under tfieir
hands and Beale to the Commissioner* of the l'eor
School Fund in their county, on or before the first
Monday in March next, and on or bofore the first
Monday in January in each und evuiy year thereaf
ter.
See. 6. And be it further enacted by lire authority
aforesaid, That it shall he the duly of the Commis-
sinner* of tho Poor School Funds, Dr a mujoiity of
them, to con*olidats the suveral totiirn* of \hc Jus

tied to a participation in said funds, and transmit

second Monday in November in each and every year,
together with the receipts and expenditures of the

aforesaid, That it shad be tho duty of tbe Governor
to draw- bis warrant on the Treasurer, in favor of the
Commissioners ol tho Poor School Funds, in the
several cuantiek in this State-, fot the amount of said
fund to which thoy are entitled according to the
number of children returned nsi-rhitled to a panic!

their Schools any of the children returned as euti-*
