T HESE works will be published by us during
the approaching session of Congress. They
have bud such 11 wMoelreuInttonln tile United States,
and their usefulness and cheapness are so universal
ly acknowledged, that we doom it unnecessary to
give a detailrj account nf what the future numbci*
will contain. Sufiico it to say that thry will be in
valuable to all who feci nn interest in the proceed
ings of Congress. No other publication cive* them
so full, nor half so cheap. It is, indeed, the cheap
est publication in tho United States—perhaps in the
world. Our position ut the sent of Government enn
kies us to print them nt so low a rate. We are com
polled to publish 1I1* pi ncecdings of Congress in do
mil, for our dnity paper. This done.it requires,
comparatively, but n small additional expense to
chuuge them to tho form* of the Congressional Globe
nnd Appendix. H it were not for these circum
stances, wo could not publish them for four times
the sum churged. In some parts of the United
Stains, the white paper, upon which these works uro
printed, would sell for ns much as wo charge for

There is miicli scenery in our State, that it not sur
passed in bounty ond sublimity, by that of any other

tho admiration of nil who love the beauties ofnature.
Modi of the scenery of the north is inferior to our
own, hot is yet visited by thousands simply bernuso

and travellers, until its beamy has become universal
ly known and appreciated. It is desirable thnl at

Tho south ischnrgrd with general indifference to
the progress of Literature nnd the Finn Arts; and
probably tlm strongest foundation for tile charge is
found in her inaction in enterprises calculated to
foster thcio objects. The publication of tho pro
posed work will, it is believed, be an effective blow
ut this foundation, and a step toward* the establish
meal of our literary reputntion, to w hich end much
hoimrablo effort is now directed.

now he urged, is the intrinsic, value of such it publi

uuthoiity ol thesnmn, That from and after the pa*
■ago of this act the fund heretofore set opart, nnd
now known as n common school fund for the State
(ff Georgia, nnd such other funds as may be hereaf
ter set upurt for teaching the poor, sbuil bee-one nnd
compose a Poor School fund for tlio Stute of Gcor
gia.
Sec, 2. And belt Anther enacted hy the authority
aforesaid, That tho Justices of the Inferior Court
in tlio several counties in tills State, or a mnjority
of them, shall on the first Monday of Febiuaiy, in
the year 1841, and on thd first Monday in .January
in each nnd every year thereafter, by an order to be
entered on their minutes, appoint fiva fit and proper
persons of their county, to act at Commissioners of
the Poor School Fund in their respective counties;
nnd it shall he the duly of the C'lt-ik of said court
to give the Commissioners nulitu of their appoint-
merit, in writing, within ten days uftcr the same is
made, nnd the Said Commissioners shall have pow
er to fill nil vacancies that mny happen in their bo
dy hy dentil, resignation, or otherwise, and such
Commissioners shall continue In ollico until their
successors uro appointed and notified.
Sec. 3. And bu it further enacted by the authori
ty uforesaid, Tliut it shall he tbe doty of t|w Com
missioners of the Poor School Fund to meet at the
court house in their respective counties, within fif
teen dny* uftertiicir appointment, & appoint some (it
and proper person to net us Clerk und Treasurer of
tho Poor School Fund, and tho person so appointed,
■hull give bond and security to said Commissioner*
and their successors in ofth-e, in such sum as they
may think sufficient, conditioned for the fnithlul
performance of thu duties of his said olfice und ap
pointment, and shnll take an outli faithfully nnd im
partially to discharge thoduiic* of Clerk nnd Trea
surer of tb* Poor School Funds for the county in
which lie is uppointed, to iho best of his skill and

nc* coming to the county for which he is appoint

compensation for his service*, two and a half per

sum for ull monies paid out by him.
Sec. 5. And be it further enacted by the authority
aforesaid, Tlint it shall bo the duty of tlio Justices
of tlio Pence in tbe several dis'rieis, Georgia mili
tia, in this State, to mako out u list cf the children
in their respective districts, between the ages of six
ami fifteen years, whose indigence, in the opinion of
tlio Justices, entitled them to u participation in the
Poor School Fund,and transmitthc same tinder their
hand* nnd seals to the Commissioner* of the Poor
School Fond in tlicir county, on or before the first
Monday in March next, and on or before tho first
Monday in January in each and every year thereaf
ter.
Sec. 6. And he it further enacted by tbe authority
aforesaid, That it ahull he iho duty of the Commis*
sinners of tho Poor School Funds, or a majority of
litem, to consolidntu the several return* of the Jus
tiers, of tiro children in llieit Severn] districts enli

tho same to tho Govurnor of this State, and a copy
