Be it enacted by the Senate nnd House of Reprc
sentotive* of the Stato of Georgia in General A*sem
hly tin t, ami it is hereby enacted by the authority of
tile* same, Thai tin* net passed mi iho twelfth day of
December, in tho year one thousand eight hundred
and four, entitled “An net to raise n tax for iho sup
port of Government, for the year one thousund eight

or, shall make out three copies of iho Digest of, nnd
for Itis particular county, nml shill], on or before the

deliver one copy of snid Digest of Tax Returns, to
tho Tax Collector of the enmity, ono to tho Clerk uf

sonul property of some of the good citizens of this
Stato nnd hnve fled to tlm State of Maine: and
whereas, tho Government of Maine bus refused, sf

•»y the Executive of this State, to deliver up such
fugitives from justice; u-hich refusal is nn nssurop
tion of authority not only in violation of the consii
tntinnul compact, hut wholly destructive o( tbs
right* of private property: For remedy whereof:
Be it enacted by the Senate nnd House of Repre
sentnlives of the State of Georgia, in General As*
lomhly met, That from nnd after the first day of
March next, every vessel by whatsoever dvtciiptiun
or name known, owned or commanded by any citi
zen ot, in coming directly or indirectly from nny port
oftlmSmte of Maine, and the officers, crew and
passenger* thereof, »hull perform quarantine for
und during the space of one hundred day* after arri
vul within the limits of this Slute, und whilst suet
ve*.-el tuny he under quarantine it shall not be law
ful for thn officers, seamen, und passenger* thereof,
or nny of them, to go on shore or 011 hoard any ship,
vessel, or bunt whatsoever:and in case such ufficets,
suumen or pns-engers, whilst under quarantine,
shall go onshore or on buurd any ship, vessel,or
bunt, what soever, he, .he, or they, shall be guilty of
u mi-demeanor, und 011 conviction, shall be impris
oned nt bind labor in the i’etiitcntiary lot a period
nut lu»s 1 li<i 11 five nor longer than ten years.
And be it further enacted, That during the con
tiiiuaiceof this act, no vessel from the State uf
Maine, as before described, nor nny officer, seaman,
or pns*«*iigt*r thereof, shall approach within three
miles of uny seaport city, town, or hum elof this
State, without being considered ns having violated
the limits td'qu'irnmino us intended lobe provided
by this act; nud for such approach to said city, town,
nr hamlet, he, she. or they, shall be indicted for •
misdemeanor, nnd on conviction, he imprisoned in
thu Penitentiary nt hard labor, not loss than five nor
longej than ten years.
And he it further enneted, That it slmll not be law ful
for any officers, seamen, or passengers of nny vessel,
ns hereinbefore described, whilst under quarantine,
to have or Ituld nny intercourse Ur communication,li
titer directly or indirectly, with any slave or slaves, or
free person or persons uf color, without written su
thorityol the nw ncrorgttnrdiun thereof, which shall b*
the only justification for such olficer, seaman or pis
mongers, and if, whilst such vessel is under qunran
line, any such otitcer, seamen, or passengers, shsli
have or hold nny intercourse or communication w ith
nny slave or slave*, or per-on or persons of color,
without the authority aforesaid, he, she, or they,
shall he indicted for a 'misdemenor, and on convk
t ton shnll he imprisoned as herein provided by tbs
first section.
And bo it further enneted, That nfter any vessel,
ns hereinbefore described, slmll he discharged from
quarantine, nnd before sailing from uny port in this
State, it shnll he the duty of tho captain or comman
der thereof, to give twenty four hours previous ms
lice of such departure to tho mayor ortho highest
municipal officers of the seaport city, town, or ham
let, from which such vessel i* about to sail,who sh*ll
be, nnd i* hereby authorized, to ntnke a search of
such vessel; and on failure to give such notice, »»cV
