Mails, in connexion with the Charleston and
Wilmington Steamboat nnd Hail Rond Line, com-
noticing at thn northern ond of that Lino, nnd run
sing through Petersburg. Richmond, Fredericks-
burg, Washington, Baltimore, Ate. by Ruil Roads
nnd Steamboat*.
Traveller* will find this Line perfect throughout.
Tho rail rood* nro in lino nrdpr, the engines nnd curs
now, nnd of the most npptoved construction, nnd
the stenmbonts unsurpassed by nny in the country.
There is now no delay at *ny point, nnd no expenso
or trouble attending tho transition of persons or
baggage from ono rail road to nnuthor. Fiom
Richmond north the routo is now run over by day
light, nnd tho trip is mndo Lorn Weldon to Ilulti-
moro in 21 hour*, including nil stoppage*.
Of tho two routes going north from tho Wilming-
on tail road, the mnil routo is tho shortest by 20
miles, and being nearly nil rail road, It will be found
the m«*t cor tain nnd expeditious. Tho other Lino
through Portsmouth can only compete with it when
it ha* an early start, with favorable weather, fair
winds nnd smooth water. This will ho evident to
every traveller, when ho reflects tlmt it has nearly
200 miles of steamboat navigation, on n wide bay,
for tho most part out of sight of land.
There nro no changes on tho mnil line from cars
to steamboats in the dead of night; no darting
from a crowded harbor in tho dark; no delays from
fugs nr gales of wind; no sen sickuess, nnd no long
lino of steamboat* forced to run to the lop of their
peed to jvtihrotigli in time—all of width will be
,* r. *•» the other routo.
The moil linn will be found the most interesting
•f tho two, ns it passe* through inrgo nnd flourish-
ng towns, n pleasant country, in sight of Mount
lernon, (close to which the stnnmhnat on the Polo-
Snc passes,) nnd through Washington City; which
it is believed are much morn agreeable objects than
the pines nnd sw-omps, or the endless prospect ot
ntcr, on the oilier.
Tho mnil lino is the *nly direct route to \\ ash-
gton City. Passenger* reach tliero a day ahead
ithoso who take tho other line. It is the only
mute to the Virginia Springs, mid there is now
nearly ICO miles of rail mad from Weldon in tho
direction of thn Spring*, currying passengers within
a day’s ridn of them. ....
Tho fare is the same a* by the other line, and
passengers pay through In Baltimore.

sion nt private snle by nny person or persons within
the limits of lid* city, unless the seller or selteis of
such good* sold nn commission, shall pny into tho
Treasury on the first day of Jnnunry in each nnd ev

T HESE work* willbe published by ns during
the approaching session of Congress, They
have had such n widecirculminnlnthe United States,
and their usefulness nnd cheapness ore so universal
ly acknowledged, that we deem it unnecessary to
give n derailed account of what the future numbers
will contain. Suffice it to sny that th-y will be in-
valuable to nil who feel an interest in the proceed
ings of Congress. No other publication gives them
so full, nor linlf so cbenp. It i*. indeed, the chesp
est publication in tho United States—perhaps in tho
world. Our position at the sent of Government enn
kies ns to print tlir-ni nt so low n rate. Wo are com
polled to putdish the proceedings of Congress in do
tail, for our daily paper. Thi* done, it requires,
comparatively, hut n small additional expense to
change them to tho forms oflhoCongressional Globe
nml Appendix. If it were not for these circum
stances, wo could not publish them for four rimes
the sum chnrgod. In sumo part* of the United
States, the white pnper, upon which these works uro
printed, would sell for ns much ns wo charge for
the publication*.
The Federal porty having succeeded in electing
their candidate to the Presidency, its lenders will
now hnve to decluta tho policy they intend t« pur
sue. They will he obliged to make it known nt the
beginning of the approaching session of Congress.
They cannot avoid it, or put it otl'any longer.
Those who support litem will be eager te know how

und fifteen years, whose indigence, In the opinion of
the Justices, entitled them to a participation in tho
Poor School Fund,nnd trnnsmitlhesame under their
hands nnd seals to tho Commissioners of the Poor
School Fund in their county, on or before the first
Monday in Mnrch next, ami on or before the first
Monday in January in euch and overy year thereat-
t er.
Sec. G. And be it further enacted by the authority
aforesaid, Tlmt it shall be thn duty of the Commis
sioners of the Poor School Funds, or a majority of
them, to consolidate the several returns of the Jus
tiees, of the children in their several districts onli
tied to n participation in said funds, and transmit
thu same to the Governor of this State, nnd a cony
thereof to the Scnotus Acndomicus, on or before the
second Monday in November in onch and every year,
together with the receipts and expenditures of the
preceding year, and tho mnounl of money in hand
if any, nnd for w hat the payments hnvo been made.
See. 7. And he it further enacted hy ihnnuthnrity

their Schools nny of the children returned ns enti
tled to n puiticipulion in lit* Poor School Funds,

duty it shall he 10 ronvoi e four time* in ench year
after the year 1841, and three times in the your
1341, on such day* ns they nuy think prnper, hnv
iur mi eye to nit equal division of time, nnd hnve
three fit and piopur persons within the vicinity of
said sclin-d, appointed ns trustees thereof, whose
duty it shah lie to attend said school quartet ly, nnd
examine llio children so returned ns entitled to a
participation in the Poor School Funds, and report
to the Hoard the progress of suid children; and un
less the report of the trustees satisfies the Commis
sioner* that suid children liuvo usually attended and
made reasonable progress, tho Commissioner, shall
not pay said Teacher* for tho same.
Sec. 9. And he it further enacted hy the nuthnri
ly aforesaid. That when tiny children,entitled under
tliir act lo site Poor School Fund, shall ho taught in
any of rim Academic-, in this State,it shall ho thedu
ly of the Trustees of the Academy in w hich they
hnve been taught to report to the Commissioners of
tlm Poor School Funds, ns is provided in tlm 8th tec
lion of tit's act, nud on failure thereof, the Teacher
ofsue.lt Academy shall not be paid out of said
funds for tho s-tnte.

Commissioner* o r the Poor .School Fuads nl their
regular meeting*, (or a majority of them) to pass
or reject ali accounts presented tor tlmir examina
tion, and lo cuuse all such as pass, to bn paid, pro

ficiency. they shall cnusntlmm to be paid in propor
lion to rim demands and the amount of money on
hand.

aforesaid, That it sltnll bo lawful for the Commis
siotiwr* appointed under this net, to exusn to bo paid,
nil accounts which have been contracted in pursu
ance of the net* which this act repeals: Provided,
tlio snmo shall be properly authenticated,nnd shall
have been created in strict conformity with the pro
vision* of said act*.
