WASHINGTON CITY, Dee. 7th.
Tho Message was rcadinbotli Houses this morn
ing, immediately after tho Journal. I succeeded
in forwarding you a copy by tho mail, which I
hope came safely to hand. But little excitement
waa produced; in fact none, so far as the cxpres_
sinn ef opiniou in regard to its principles woscou.
kerned. Neither party seemed to core a straw
about the matter, and during the delivery, Uie House
became gradually thinned. The Whigs do not
like it, from tho decided hit given to paper money,
hud our friends have perceived nothing in tho docti.
tnent, calculated to iuspire them with any confr
dence in Mr. Tyler.
This, however, did not prevent the printing of
the usual number of copies, in tho Senate and
House. In die latter body, Mr. Wise made die
motion to priut 10,000 extras, which was feebly op
posed by some of die ultra Whigs; among diem,
Mr. Mason, of Ohio, who having obtained n copy,
printed at tho Globe office, made the wonderful
discovery that a copy of die prospectus of the Ex
tra Globe was primed on die flysheet. Mr. M.
diought lie had discovered a mare's nest, and im*
mediately commenced throwing a volley of small
potatoes at Mr. Tyler; die manner of the orator
however, is such ns to preclude die possibility of
making a hit at anything; hi* words following one
another, like soldier's funereal steps.
Mr. Wise explained to Mr. Muson the reason
why the Globo prospectus was attached, and re
marked in extenuation, that tho President might as
well be held liable for advertisements contained iu
any newspaper that published his message, as for
the present affair. After considerable twaddle from
tho Ohio man, and half a dozen luminous explana
tions from Wise, nil ofwhich appeared us clear as
mud, die affair was concluded by a call for the quer-
lion, which was successful.
Mr. Cost Johnson’* resolution wan next brought
on the carpet, nud elicited u desultory debate on
the subject of order, iu which Messrs. Adams, Fill-
luoro and Proffit participated. Mr. A. was very
severe about " gags,” and seemed determined to
get up a row, if lie could find a second. As no
one, however, was disposed to enter tho breach,
the old gendeman had it all to himself, and ctcry
tiling passed off as cool as a snmnici’s morning.
As the House was rather slim outlie pro-slavery
aide, Mr. Ciuupbell of 3. C. proposed that instead
of taking the question this aflernoon, it should be
postponed until to-morrow morning, in order to
iiflord the Representatives ofdie South an oppor
tunity ofvodng. Ho dierefore moved an adjourn
ment, but some busy body having called for the
yeas and nays, Mr. C. wus forced to withdraw Ins
proposition, mid the question was taken on Mr.
Johnson's proposition, which was udopled by a
vote of97 to 95—two majority. Arnold, Botta,
Stuart, and odier gentlemen wliigs, voting against it,
in company with all die northern portion of dieir
party.
Tho chair, was then authorized to nppoiut the
usual Standing Committees, in which it is to lie
hoped, lie will afford die dutiincrncy a little fainicss,
as among tho last, no quarter was shewn. These
committees will probably lie announced on Mon
day, when I shall take die opportunity of dissect
ing them.
Mr. Jacob Thompson, the newly elected Demo
cratic representative from Mississippi, was duly
■worn in during the morning.
In the Senate, Mr. Benton gave Captain Tyler's
massage a severe dressing, after which the usiitil
number of copies were ordered to he printed.
There was a rumor here to-day, flint onr troops
