the samples which are deposited at the aforesaid Navy
Yards; the pea Jackets, monker jackets, round jackets, cloth
trowscr*. over-shirts, under-shirts, drawers, end blue flan
nel to bo of American manufactured cloths and flannels,
made of clean wool and Indigo-ljed, and dyed in the wool.
The number or quantity whiih will be required of each
of the foregoing articles cannot be precisely stated; it Is
even possible that of some non) may be required. A con
tract will therefore bo made, rot for a specific number or
quantity of any article, but oniy for such number or quan
tity of each aa the service may require to be delivered at
those Navy Yards respectively. The -prices must he uni
form at all the stations.
AH the above articles must be subject to such Inspection
at the placo of delivery as the Chief of this Bureau may di-
rict; and no article will be received that is not fully equal
to the sample or pattern, both in material and workman
ship, and which does not conform in aU other respects to
tho stipulations and provisions of the contract to.be made.
The whole must be delivered at the risk and expense of
tho contractor, in good, tight, substantial, and dry packing
boxes or bales; each box and hale to be marked with the
contractor’s name, and the year and month when manu
factured or put up: the whole to be in good shipping order,

lands, with a rise and foil of tide of six feet. The marsh
land was successfully cultivated many years since, producing
Cbtton, Chne, and luce.
These lands could be put in order with less labour, it Is
beUeved, than would be required for putting Hammock landa
in order, and are considered very safe from pveiflow in galea
and freshets.

Two or more approved securities in a sum equal to the
estimated amount of the respective contracts will be re
quited, and ten per centum will be withheld from the
amount of all payments on account thereof as collateral
security, and not in any event to be paid until it 1s in all
respects compiled with ; and ninety percentura of the a-
mount of all deliveries made will be paid by the Nary
Agent within thirty daya after triplicate bills, duly autoen
ticated. shall have been presented to him.
Didders whose proposals are accepted (and none others)
will be forthwith notified, and a* early as practicable a con
tract will bo transmitted to them for execution, which con
tract must be returned to the Bureau within five days, ex
clusive of the time required for the regular transmission of
the mail.
A record, or duplicate of the letter informing a bidder of
the aceptance of his proposal, will bo deemed a notification
thereof, within the meaning of the act cf 1840, and his bid
will be made and accepted in
standing.
Every offer made must be accompanied (as directed in
the act of Congress making apropriations for the naval ser-
vice for 1840-'47, approved 10th August, 1848.) by a writ
ten guaranty, signed by one or more responsible persons,
to the effect that he or they undertake that the bidder or
bidders will, if his or their bid be accepted, enter into an
obligation within five days, with good and sufficient sure
ties, to furnish the'supplies proposed. The Bureau wlU not

the land of the Central Railrord and Banking Company of
Georgia, on the western side of the canal and connected
with the canal: Pntidtd, That toe same be located under
the supervision of the Committee of Dry Culture, and that
all eulverts and ditches which the said Committee shall
deem necessary by reason of said tosin, shall be made by
the said Canal Company at its expense.

ed with their contents, the name of the contractor, and the
month and year when put up; and, when desired, In good,
substantial shipping order.
The contractor most establish omries at such stations
other than his residence, that no delay may arise in furnish
ing whet may be required; and when the contractor or
agent foils promptly to comply with a requision.the chief of
the Bureau or Provisions end Clothing shell be authorised
to direct purchases to be made to supply the deficiency.un
der the penalty to be expressed in the contract; the record
of a requisition, ora duplicate thereof, at the Bureau of
Provisions snd Clothing, or at either of the navy yards afore
said, shall be evidence that such requisition has been made
and received.
Two or more approved sureties. In a sum equal to the es-

centum in addition will be withhold from the amount of
all payments on account thereof as collateral security, to
