tion in relation to the improvement of the navigation
of the Savannah Bivar, was in session about five

Tha Oglethorpea in CbulMton.
Tho Oglethorpe Infantry, Capt. Miller, arrived In
Charleston on Tuesday, meeting a most cordial re-
oeptlon from the Irish Volunteers, Union Light In
fantry, Moultrio Guards, Washington light Infantry,
and German Riflemen, and escorted to the Pavilion
Hold, Captain Bctterpibld, wboro, of conreo they
were entertained in a manner characteristic of a host
long and well known as the commander of first class
quarters, and the patronage, of inch aa appreciate
comforts and luxuries always dispensed at the Pavil
ion with a liberal hand. In tbo evening an enter
tainment was given to the distinguished visitors at
8L Andrew's Hall, at wbieh wore many invited
guests. The. Hall was elaborately ornamented with
flags and flowers by tho bands of the ladies; and the
table was spread with a profusion of tho rarest dell-
cades of the season. Capt. Walker, of tbo Light
Infantry, presided at the board with Capt Miller,
of the Oglethorpea, and His Honor the Mayor of
Charleston,on either side. After ample juatico to the
xreature comforts, speeches, toasts and songs follow-
ad until a late hour. Tho visitors left in Tuesday
morning's train of cars for Augusta, accompanied to
the depot by an escort made up of representatives

A Mr. Geo. 8. Meshural, a book-ktoper in an In-
snranco Agency in Wall-st., recently lodged a com
plaint with Justice Stewart, against xn Exchange
Broker, doing business in Broadway and various other
parte of the city, for dealing in lottery policies. The
complainant, affirma that within eight months next
preceding tho 1st of March last, he himself has been
In tho*babit almost daily of buying lottery policiea
of tbo accused, and that frequently during that time
he haa paid him as much as $300 per day, and that
the sum total of his purchases of policies from the
accused daring the said eight months, to about $8/X)0.
A warrant was Issued, tho Broker arrested and held
for examination. Whatever penalty Is provided lu
thto case, by tho laws of Now York, it strikes us,
khould be made to act equally as severe on tho com.

England.—The Chancellor of the'Exchequor had
presented bis financial statement, which proposes to
continue tho Income Tax on a diminishing scale for 1
year, to extend to Ireland and to all Incomes over
£100 per annum. Also, to reduce tho advertisement
stamps and other duties, and to abolish the Soap du
ties and substitute fixed ad valorem rates, making 10
per cent, the maximum on manufacture*. He also
proposed to increoso the spirit and lagacy duties, and
to reduce the sea duty within the next four years to
1b. per lb. and immediately to Is. 10J. Opinions are
equally divided regarding the statement, and affirm
ing and others condemning it. Borne think it will
overthrow tho new ministry.

The Murderer Spring.
The New Orleans Courier publishes a sketch of the
life of Spring, in which tt to stated that he js a natu
ral son of a man of good general reputation, by a
woman who subsequently had three or four other
natural children. His father of tbo same name as
himself, kept a grocery and bakery at Miltown, and
another at Costiemaino, in the county of Kerry, Ire
land. ne bestowed no care on young 8pring, m his
child,he having a legitimate family. The boy never
attended school a day in his life, and being regarded
from bis infancy as a vicloaa boy, bo wu avoided by
all wbo knew nim. As be grew up, be plunged in
all the evil courses open to one of his circumstances
and situation, gambling, pilfering, fighting, Ao. He
got married when about 27 years of age—which was
about 22 or 23 years ago—to an honest and decent
S ki, who owned a honso and a small field. They soon
Isagreed, however, and be abandoned her, altnongh
remaining in the nelgbbdrbood. About this time,
not more than six months after he wu married, ho
committed the first offonco which brongbt him with
in the meshes of the law, from which, however, he
on ihtsoccuion escaped, through the partiality of a
brother of his father, whorimring a commiseion of
the peace, sat on tho bench when no wu brought up
for examination.
. The charge against htrawu that ho had robbed a
family of orphans living in the neighborhood, of £20,
which ho took from a chat In their house, after in
ducing them—on some pretence—to go away from
home. Although ho escaped conviction, the affair
bad siaoh an effect upon him, conjoined with hto pre
vious reputation, that ho wu induced to resolve on
quitting hto native country, and coming to America.
This ho resolved on without informingbis wife. She
however, heard that he wu about to leave tho coun
try, and resolved to gq with him. Sho.therefore, sold
her little property, and they came together to this
continent, he naTing ill-treated her on the voyage—
They lauded at Quebeo. Here he. Immediately after
their landing, again abandoned her, and made hto
way to New York. -She followod him thithor, but on
account of a gambling scrape in which he wm engag
ed he wu obliged to flee from tbo city a few days af
ter his arrival.to avoid arrest. From New York be
went to Philadelphia, where be was agaih married:
his first wife also got married again to a blacksmith
in New York, ne kept a junk store in Philadelphia.

comes necessary to provldo tho aum of $100,000. Without
an appropriation by this elty of tbe last mentioned earn, it
le manifest that the obstructions in onr river must remain
until Government shall grant a aura adequate to our wants.
It is important that no delay should occur, from want of
funds, In the performance of a work on which the prosperi
ty of Savannah. In so great a measure, dopends. At a fu
ture day when (Vingresi shall see tho absolute necessity
which existed for prompt action on our part, and that the
moneys advanced by us hare been faithfully disbursed by
the officer Intrustea by the United Stales with the expendi
ture of the national appropriation, there cannot be a rea
sonable doubt that oar city will be repaid, with Interest,
from the National Treasury. It Is, therefore, *

assembled, that the City Council bo, and they are hereby
requested to appropriate the sum of $160,000, to be expend

place the sum so appropriated, as tho same may, from timo
to time, be wanted, In tho hands of tho officer ortho Goner-
nl Government, charged with cxocutlng tho work of Im
proving the river—to be expended according to his Judg
ment—with due provision for regular periodical accounts of
expenditure, and that said officer should, wtth tbe assent of
tho proper authorities at Washington, receive a Just re
ward for hts services from Council.

A Curious Case*—James B. Barnett, a colored
man, has applied for a mandamus, to compel! tho
Trustees of the New York College to admit him to
the profession of a physician. The affidavits for tho
plaintiff set forth that Harnett Is a Baccalaureate of

gularly matrpulated and admitted to the medical
and surgical tUulquea of the College, and attended
