The Africa arrived oat on tho morning of tbo 13th.
* The cotton sales In Liverpool for the threodays
ending on the 14th, amounted to 25,000 bales, of
which speculators took 10,000 bales, and exporters
1000 halos, leaving 14,000 bales for the trade. Tbo
market exhibited a good degree of activity, closing
with prices unchanged. -
The English government bos announced to both '
branches of Parliament that the French and English
Fleets had been Jointly dispatched to tbo Dardanelles
nnd faruiBbed with like Instructions—also that tho
best understanding existed between France nnd
Eoglnud. It was not anticipated that any collision
between tho Fleets and the Russian forces would oc
cur.
KissdofT, tho Russian Minister of Justice had ar>
rived at Paris, and was reported to have brought pa
cific assurances from the Czar. Tho funds had con
sequently recovered. It was thought that Russia
would probably temporarily occupy tho frouUor of
the Danubo provinces.
A call had been mado in Parliament for tho corres
pondence relative to the Imprisonment of negro son-
men lu South Carolina. Tho bellof was expressed
that South Carolina would annul her black laws, if
properly pressed so to do.
Commodore Vanderbilt had boon lionized at South
ampton, and had taken a large number of citizens on
u pleasure cruise in his steam yacht, the North Star.
The strike in Liverpool among tho cotton laborers
w&s about settled.
Accounts from Paris duted 14th lust., state that on
tho day previous, the Prince of Prussia and the'Duke

city of Savannah and hamlets thereof in Council assembled,

between the hours of 10 o'clock, A. M and 11*. M., for con
sultation with aut-daoc parties, and to keen always a com-
potent supply of vaccina matter for vaccinating the poor
and to be furnished physicians, the latter to pay a reasona
ble and proper price therefor, and to fill nil prescriptions
signed by any member cf the Georgia Medical Faculty,
provided each of »uch sprescription* shall set forth tho
name of the patient and embrace* certificate that the pa
tient resides within tbo district of the Dispensary Physician
to whom It l« addressed.
Sec. 3. Bo it further ordained by the authority aforesaid,
That the said dispensary Physicians Khali be considered,
held and taken as officers of tho city, and shall be liable to
the same penalties for non-performance or neglect of any
of their official duties aa are now prescribed in tbo case of
other city officers.

That such Dispensary Physician before entering on tho du
ties of his office slut if take the oath prescribed for city offl-.
