for the purpose of ascertaining how &r the contract cor
responds with the original bids, and shall report to Con-
gresa at the next session the facta and circumstances con
nected with the said contract; and also for what amount
the said mall service ?ould be performed if a new contract
should be made, and whether tbe ships furnished under
said contract are built according to its terms. Tha Post

fornia, Monterey, San Francisco, and Astoria, to Oregon,
twice a month each way—touching, if practicable, at Port
Orford, in Oregon, and at tnch other intermediate port on
the coast of Oregon or California as to the opinion of the
Postmaster General the publlo Interests may require.
Tbe schedules of No*. 8 and 4 must be so arranged as to
make due connexion at tbe isthmus of Panama, thus form
ing a continuous route from New York, 4c., to Astoria and
bock, twice a month.
No. 6. From New York to Liverpool, in England, and
back, twenty-six trips per annum, at such times as the
Postmaster General shall direct.

Each sale will be kept open for a time sufficient to admit

withdrawn from market on account ofthe railroad grant.
Under the act of Congress, approved 3d March 1863, en
titled‘•An act to extend preemption right* to certain lands
therein mentioned.” the Pre-emption laws of the United
States as they now exist are extended over the alternate
reserved sections of public land* along theline of the rail
road hereinbefore mentioned, where tbe settlement and Im
provements were made prior to the final allotment of tho al
ternate sections to tbe said railroid. Therefore all claims
by pre-emption to any of the alternate aections of public
lands within tbe limits originally reserved will attach, if
predicated upon settlements made prior to the 4th February
1863. the date of the final allotment.
Claims within tho six miles limits must be proven np at
any time before the day herein fixed for the commencement
of public sale, and are to be paid for at the rate of two dol
lars and fifty cents per acre. Claims outside of six miles,
and within the limits of the original reservation, must be
proven up prior to tho restoration of said lands to private
entry.
Soldier’s bounty land warrants, at a dollar and twenty-
five cents per acre, may be received in payment for either
class of land ; one warrant only, however, can be located
by each pre-emption.
Immediately after the close of the public sale directed
by the foregoing proclamation of the President applications
will be received for the purchase at private entry, or loca
tion by warrants, of the lands reserved to satisfy this grant
outside of the six miles limits, in such order as to prevent
confusion and insure accuracy, in accordance with instruc
tions to be issued to the registers and receivers.
