era, and otherwise, during the fiscal year ending the thliw
tieth of Juno, ono thousand eight hundred and fifty four,”*
approved March 3d. 1853, vix:
•• Sec. 3. And l>e it further enadal. That the Postmaster
General shall cause the facts to be investigated In relation
to tho contract of A. G. Sloo. for the transportation of the
mall in ocean steamers from New York to New Orleans,
Charleston, Savannah, Havana, and Chagres. back, per net
of Marcli third, eighteen hundred and forty-seven,
for tho purposo of ascertaining how far the contract cor
responds with tho original bids, and shall report to Con
gress at the noxt session the facts and circumstances con
nected with the said contract; and also for what amount
the said mail service could be performed if a now contract
should bo made, nnd whether tho ships furnished under
said contract are built according to its terms. The Post
master General is further directed by tliisact to ascertain,
nnd report to Congress at its next session, for what amounts
tho servico, now performed under tho several contracts
with tho Navy and Post Office Departments for carrying the
mail In ocean steamers, can be hereafter performed, upon
tho supposition that tho United States shall take the steam-
ers according to contract, and sell or transfer them.”

Under the act of Congress, approved 3d March 1863, en
titled ,; An act to extend pre-emption rights to certain lands
therein mentioned,” tho Pre-emption laws of the United
States as they now exist are extended over the alternate
reserved sections of public lands along thelinoof tho rail
road hereinbefore mentioned, where tho settlement and im
provements were made prior to Ihefnal allotment of the al
tornate sections to the said railro .d. Therefore all claims
by pre-emption to any of the alternate sections of public
lands within the limits originally reserved will attach, if
predicated upon settlements made prior to the 4th February
1863. tho date of the final allotment.
Claims within tho six miles limits must bo proven up at
any time before the day herein fixed for tho commencement
of public sale, and are to be paid for at the rate of two dol
lars and fifty cents per acre. Claims outside of six miles,
and within the limits of tho original reservation, must bo
proven up prior to tlie restoration of said lands to private
entry.
Soldier’s bounty land warrants, at a dollar and twonty-
five cents per acre, may bo received in payment for either
class of land ; one warrant only, however, cun bo located
by each pre-emption.
Immediately after the closo of the public salo directed
by the foregoing proclamation of the President, applications
will bo received for the purchase at private entry, or loca
