tho transportation of the United States mail by ocean steam-
ers. and otherwise, during the fiscal year ending the thir
tieth ofJune. one thousand eight hundred and fifty four.’’

“Skc. 3. And be il further enacted. That tho Postmaster
General shall cause the facts to be Investigated In relation
to tho contractor A. G. Sloo, for tho transportation of tho
mail in ocean steamers from Now York to New Orleans,
Charleston, Savannah, Havana, and Ohagres. back, per act
of March third, eighteen hundred and forty-seven,
for tho purpose of ascertaining how far tho contract cor
responds with tho original bias, and shall report to Con
gress at tho noxt session the facts and circumstances con
nected with the said contract; and also for what amount
tho said mail service could be performed if a new contract
should be made, and whether tho ships furnished under
said contract are built according to its terms. The Post
master Uoneml is further direct©] by this act to ascertain,
and report to Congress at it* noxt session, for what amount*
the servico, now performed under the several contracts
with the Navy and Post Office Departments for carrying the
mall In ocean steamers, can be hereafter performed, upon
the supposition that tho United Statos shall take the steam-
era according to contract, and soil or transfer them.”
Except in respect to tho Now Orleans aud Vera Crux
route, which may bo discontinued by tho Postmaster Gen
eral. on the allowance of one months’ extra pay. the clause
in all tho contracts giving to the United States tho right to
take possession or the ships is. in substance, as follows :

tho timn being, shall at all times exercise control over said
steamships, and shall at any tlmo have the right to take
them for the exclusive use and service of tho United States,
and to direct such changes In their machinery and internal

of such changes to be ascertained by the bills actually paid
therefor, and tho proper compensation of tho value of the
ships, when so taken ns aforesaid, to be ascertained by ap

the coast of Oregon or California as in the opinion of tho
Postmaster Goneral the public interests may require.
The schedules of Nos. 3 and 4 must be so arranged as to
make due connexion at the isthmus or Panama, thus form
ing a continuous route from New York, Ac., to Astoria and
back, twice a month.
No. 6. From New York to Liverpool, in England, and
back, twenty-six trips per annum, at such times as the
Postmaster General stiall direct *
Proposals to touch at Holyhead, tn England, will be con
sidered.

Proposals for changing the terminus of this line from
Havre to Antworp, in Belgium, and for one additional trip

titled‘-An act to extend pre-emption rights to certain lands
therein mentioned,” the Pre-emption laws of tho United
State* as they now exist are extended over the alternate
reserved sections of public lands along the line of the rail-
road hereinbefore mentioned, where the settlement and im-
t roveraenta were made prior to fAs/nal allotment ot tho nl-
irnate sections to the said rallro -d. Therefore ail claims
by pre-emption to any of the alternate sections of public
lands within the limits originally reserved will attach, if
J radicated upon settlements made prior to the 4th February
853. the date of the final allotment.
Claims within the six miles limits must be proven up at
any time before the day herein fixed for the commencement
of public sale, and are to be paid for at the rate of two dol
lars and fifty cents per acre. Claims outside of six miles,
and within the limits of tho original reservation, must be
proven up prior to the restoration of said lands to private
entnr.
Soldier’s bounty land warrants, at a dollar and twenty-
five cents per acre, may bo received In payment for either
class of land ; one warrant only, howover, can bo located
by each pre-emption.
Immediately after the closo of the public sale directed
