he following is a copy or section 3d of the act of
Congress, entitled “An act making appropriations for
the transportation of the United States mail by ocean steam •
era and otherwise, during the fiscal year ending the thir
tieth ofJune. ono thousand eight hundred and fiftr four”
approved March 3*1.1853. vlx:
3. And be it further enacted. That the Postmaster
General shall cause the facts to be Investigated in relation
to the contract of A. G. Sloo. for the transportation of the
mail in ocean steamers from New York to New Orleans.
Charleston, Savannah. Havana, and Cbagres. back, per act
of March third, eighteen hundred and forty-seven,
for the purpose of ascertaining how far the contract cor
responds with the original bids, and shall report to Con
gress at the next session the facts and circumstances con
nected with tho said contract; and also for what amount
the said mail service could be performed If a new contract
should be made, and whether the ships furnished under
said contract are built according to its terms. The Post
master General is further directed bv this act to ascertain,
and report to Congress at its next session, for what amounts
“•service, now performed under the several contracts
with the Navy and Post Office Departments for carrying the
mail in ocean steamers, can bo hereafter performed, upon
the supposition that the United States shall toke the steam-
ers according to contract, and sell or transfer them.”
Except in respect to the New Orleans and Vera Crux
route, which may be discontinued by the Poetmaster Gen
eral. on the allowance of one months’ extra pay. the clause
in all the contracts giving to the United States the right to
take possession of the ships Is. in sub3tance, as follows :
“ And the said Secretary of the United States Navy, for
the time beinz. shall at all times exercise control over said
steamships, and shall at any time have the right to take
them for the exclusive use and service of the United States,
and to direct such changes in their machinery and internal
arrangements as the said Secretary may require; the cost
of such changes to be ascertained by the bills actually paid
therefor, and the proper compensation of the value of the
ships, when so taken as aforesaid, to be ascertained by ap
praisers to be mutually chosen by the parties aforesaid.”

to Bremen Haven. In Germany, and from said Bremen Ha
ven. by Cowes to New York, once a month.
Proposals for one additional trip a year, each way, will be
considered.
No. 2. From Charleston. South Carolina, by Savannah.
Georgia, and Key West. Florida, to Havana. In Cuba, and
from said Havana, by Key West and Savannah, to Charles
ton, twice a month.
No. 3. From New York to New Orleans, twice a month,
and back, touching at Charleston, (If practicable.) Saran
nab, and Havana, and from Havana to Chagrea (Aspinwalll
and back, twice a month.
Proposals to omit Charleston and Savannah wflf be con-
sldcred.
In lieu of above, proposals will also be received for ser
vice from New York to Atplnwall. dlreot, 2,000 miles, and
back, semi-monthly, In not exceeding nine days to the trip
eaoh way; from New York by Havana, to New Orleans.
2,000 miles, and back, semi-monthly. In not exceeding ten
J nys to the trip each way; and from New Orleans to Aspln-
wall, direct, 1.400 miles, and back, rami-monthly, to not ex
ceeding seven days to the trip eaco way.
No. 4. From Panama. New Grenada, to San Diego, Cali
fornia, Mon to rey; San Francisco, and Astoria, to Oregon,
twice a month each way—touching, if practicable, at Pori
Orford, to Oregon, and at such other Intermediate port on
the coast of Oregon or Ckllfornla as to the opinion or the
Postmaster General the puhlle Interests may require.
The schedules of No*. 3 and 4 mast be so arranged as to
make duo connexion at the isthmns-of Panama, thus form
ing a continuous route from New York, fcc., to Astoria and
back, twice a month.
No. 6. From New York to Liverpool, in England, and
back, twenty-six trips per annum, at such times as the
