The War in tub East.—The Czar bos Issued a violent and threatening manifesto, declariog tils de termination to bring tho Porto to terms by forco of arms. By a telegraphic despatch from tho French Consul at Bucharest, dated V/»* *»• ,s unnounced u, H »»«.. second and third divisions of tho Turkish forces had defeated Lite fourth division of Russians, near Portu* tal. The Russians had retired towards Bucharest with loss of 639 killed and wounded, iucludiug 14 olhccra of high rank. A Russian war steamer had been burnt by the Turks near Arsova. The llussiun forces defeated constitu ted the main body of tho army in the Principalities, under Gen. Danucuburg. Tho Turks have also been victorious In Asia, under Selim Pasha, and were pressing in strong force to wards Bucharest. It is now believed that ail attempts to settle thrt difficulty by diplomacy must fail—at least until a U* cisivc battle shall be fought. The Russian army has been reduced by sickness t< 80,000, and no reinforcements could arrive under si:, weeks from the last accounts. Austria having concent rated largo bodies of troop on her frontiers, the Servian Government have uuti fled the Porto that neither Austria or Prussia shoul bo allowed to occupy that territory and their populo tion was called upon to arm. It is reported that Am tria thereupon pledged neutrality, on condition th Porte would give employment in their army to Am triuii rchigecs. There arc fresh rumors of troops b; ing raised iu Kgypt. India.—The last overland mail brings news fror India that the Czar of the Russia* Imd effected an al iinnee witli Dost Mahomed, whereby the latter wa pledged to doolaro wur ugnini>t ilm Imlo-Dritanni* possessions, if England continued to espouse tho Tur kisli cause. A large Russian force was to enter Bah* hnrdi. It was reported also that a large Persian army was collecting iu aid of Russia, but tills is denied at Con stantinople. England.—'The fleet at Spithcad had been ordered to prepare for sea by the 1 llh. The order issued from a full Cabinet Council, held on receipt of the above intelligence from India. Fiiance.—On the trial of the opera conspirators at Paris, it was clearly proved that a plot was on foot to nssnssinato Louis Napoleon. Later from the East.—The Russian officers who have been taken prisoners have been taken to Con stantinople, The sillied fleets were in the Bosphorus. It was rumored that tho Turks had stormed Bucha rest. The Porto has decidedly rejected all offers of diplo matic arrangements. It was currently rumored that immediately on receipt of despatches from Gon. Par aguay O'Hillicrs, announcing Ids arrival at Constan tinople, 2f.,001) French troops would bo ordered there.
