Booth will receive the regular dividends with inter
sst since 1847, amounting to $70,800, the presses at
Richmond, Nashville and Charleston valued At $30,-
000, all does from the Southern States amounting to
$30000, and 121,000 in cash. The trustees of the
Book ooncern at Cincinnati have not assembled but
probably will.
Martin Kossta left Boston on the 2d, and was an*
soonoed in Washington on the 3d.
. It Is rumored that two or three heavy failures of
houses engaged In the California trade, have taken
place in Boston.
■The Vermont Legislature have elected Hon. Isaao
J.F. Red field, Chief Justico or tbatState.
A dispatch received (rom Washington, the 4th,
■ays the Democratic caucus which assembled in that
city the night previous, was quite well attended.—
The Hon. Mr. Stanton, of Tennessee, was Chairman.
A resolution was olTered affirming tho principles of
the Democratic party as laid down in the platform or
the Baltimore convention, and in President Pierce's
inaugural address. A resolution against the general
government interfering in State politics was ruled
ont of order by the Chairman. The decision having
been appealed from, tho Chair was Bustuined by a
vote of the meeting. Hon. Lynn Boyd was nominat
ed for Speaker of the House on the second ballot,
when tbo vote stood, for Boyd, 64; Orr, of South
Carolina, 23; and Disnoy, of Ohio, 31. Col. J. M.
Forney, of Pennsylvania, received the nomination
fbr Clerk of tbo House of Representatives on the
first ballot. All other officers of tho last House were
renominated.
The large ship owners of New York have given di
rections to their agents at Liverpool to decline taking
any emigrants as passengers on board their largest
•hips, as they will forego any profits rather than take
a single passenger while the cholera exists and makes
such dreadful havoc as produced on board the ships
lately arrived.
P. Gaital has been appointed Pension Agent for
New Orleans.
The Committeo of Ways and Means, in the South
Carolina Legislature, have reported in favor of grant

The Senate convened, and passed the afternoon reading
bills the second time. There was more business done in the
House.
Mr. latmar, of Newton, reported a bill to Incorporate the
8avannal* aud Florida Steamboat Com piny. Also a bill for
the protection of cotton planters and sillers, and a bill to
Incorporate the Church Wardens and Veitry of the Protes
tant Episcopal Church of St Johns, in Savannah.
Mr. McDoug&ld—A bill to lay out a new county from the
counties of Upson. Crawford and Monroe.
Mr. Walton, or Richmond—To Incorporate the Christian
Church, in Augusta.
Mr. Fannin—For the removal of nU free pdreona of color
from the Btate. Alio to abolish the prescut militia system.
Mr. PotUe, of Warren—To amend the several acts for
the protection of religions societies, ftc., during divine wor
ship.
Mr. Irvin, of Wilkes—To define tho lien of certain Judg

Swat*.—It was moved by Mr. Echols, that so much of
the Journal of yesterday as rclntos to the bill which was
lost on yesterday, (to extend tho Jurisdiction of Justices of
the Peace,) should be reconsidered. This motion was car
ried—yeas 35; nays 30, and the bill was made the special
order of the day for next Tuesday.
On motion of Air. Dawson—A bill for the Incorporation
of tho Greensboro’ Female College, was read tho third time,
and passed.
Mr. Lamberth Introduced a resolution that no new mat.
ter will be admitted Into Senate alter the 10th day of Mils
month.
Mr. Clark, or Bakor. reported a bill to form n new county
from the counties of Baker and Early.

Fmxow CmxsNB: I have the honor herewith to submit
to you, pursuant to Ordinance, the “ Statement of cash re
ceived and paid through the Treasury of the City of Savan
nah, from lit Nov., 1U2, to 81st Oct.. 1853, Inclusive."
It U not necessary for me to direct your attention spe
cially to each Item ot expenditure; nor is it requisite that
Ilihould Institute any formal comparison between the finan
cial operations of the year Just closed and any or Its prede
cessors. You will examine for yourselves the particulars
of the Treaeurer’i Report, and require no explanation at
my handa, except where marked differences present them-
selves between the results now spread before you, and oth
ers heretofore communicated.
The principal heads of regular expenditure are tlw City
Watch and Interest. The expenditure under the former
head amounts, aa you will observe, to $30,205 00, which
exceeds the expenditure of the fiscal year Immediately pre
ceding It Tills excess grows out of the increase of the
watch, rendered necessary by the extension ol the City, and
which was ordered by the Board of 1851-2.
Under the head Interest, you will find an expenditure of
$88,632 40, an increase over the year before or more than
$20,000. This large Increase arises from the issue of new
bonds during tho years 1852 and 1853 for Water Work*.
Railroads. &c.;-but a deduction should be made therefrom
of the amounts received for back interest and premiums on
bonds sold, say $8,285 21. Deducting this last amount from
the gross amount, $88,632 40, above stated, you find the
nett amount under this bead to b« $68,26719, against which
you have the following offset:

Issue of the 3d, says be received a call on Thursday
from Hon. C. C. Clay Jr., recently elected to tbo Sen
ate for six years from tho State of Alabama. Mr.
Olay received bis election by a highly complimentary
vote, against those wbt were greatly his seniors in
age and political experience. He will enter the Sen
ate one of the youngest, if not the youngest, of its
members; but being possessed of suporior talents,
and a modest appreciation ot the dignity of tho posi
tion be is about to assume, we are of opinion, says
the Advtrtittr, that ho will hear his blushing honors
with becoming grace, and establish a basis for a un
tloual reputation of no secondary rank.
The Regatta To-Day.
The first annual Regatta of the Aquatic Club of
Georgia commences in our city this day. The follow
ing are the prizes which will bo contended for, viz :
Toe first prize, 1400. for eight oared boats, not to ex
ceed forty-eight feet in Iongtb ; the second, $300, for
six oared boats, not to exceed forty-three feet in length;
tbo third, $200, for four oared boats, not to exceed

Mr. Clark, of Baker—To alter ami amend an act for filling

In the House.—Dr. Phillips, from the Committee on Fi

A bill to require Clerks and Sheriff* to record cortain ad
vertisements. therein mentioned, and a bill to abolish Im

White Cravats and Vests.—In New York, white
cravats and vests are out of date in fashionable circles.
They are now the distinguishing bndge of servants
in attendance. However, as Now York Is not the
centre or fashion, tho full evening costumo still pre-

Thb Campbells.—Murphy, West and Peel’s
Company, with the Messrs. Kendall, are meeting
with unbounded incceas in New Orleans. The Pica,
yum of the 29tb, eaye they have commenced their
fonrth week with a reasonable promise of the con
tinuance to an indefinite period of their attractive se
ries of concerto. They have bad no reason to regret
tha oompetton In which they have been engaged, dur
ing the two weeks stay of the celebrated rival corps,
under Dr. Jonbb, known by the same designation as
themselves.
Masonic,—The Annual Convocation of the Grand
Chapter of Florida, will be held In the Masonio Hall,
in the dty of Tallahaaaaee, on the second Monday in
January. The annual communnication of the Grand
Lodge will be held In the same place on the same day.
There have been five thousand bead of hoga shipped
•var the Btate Road from Chattanooga op to the 3d
Inst, and about two thousand more ready at that date
to be sent by to-day, the 6th.

works. from which no return has been recolved. In this
connection I call your attention to the subjoined statement
the mnniclnal debt now outstanding, amounting, as you
"111 see. to $885,135 50. You may reasonably expect the
dividends in your stockx to meet the Interest on the debts
which they represent, especially when tfil Water-works are
put In operation. I append, also, a statement or your re
sources in stocks and other property, which will afford you
gratifying evidence of your prosperous condition, and will
exhibit to your bondholders the abundance of their secu
rities.
The Incidental expenditures, so called, have latterly been
swollen to s considerable amount. You find them sot down
at $20,700 for the last rear. On reference to the detailed
statement, you will discover that of this sum, $7,272 14
was expended In ontcrtainlng the guests from our sister
city—Columbus; $1,000 contributed for the relief of the
Now Orleans sufferers; $1,000 a contribution to common
schools ; $4,320 30 jiald for enclosing Johnson Square with
an iron railing; $1,000 for brldgo over tho canal; $1,128 12
for continuation of stone wall under the Bluff Ac., Ac.—
large, therefore- as the aggregate fs, you perceive that it is

Included among tho regular expenditures, you find for
renewal of Flank road, $7,010 85 ; for opening streots, $0..
837 75; for Culverts and sewers, $6,487 77 ; and for.stocks
added to the Massie Fund. $2,492 60. These are not expen
ditures which annually recur, but unless the Flank road be
considered an exception, they are peraMnsnt Investments.
You find also among the regular expidenturos. $11,059 vs
paid for surveys of Savannah and Albany Railroad; $82,-
202 40 for Water-work*, and $20,000 for last instalment on
Muscogee Branch Railroad, all of which is now. or will be.

The history of the pawnbroker’s sign must be a cu
rious ono, though we confess wo have not examined
into it. The fragment of a broken orrery, the three
balls, seem the emblem of something wrong in the
planotary system—of course they didn’t plan it right
or suob things would never bo.
Did yon ever enter one or those dim be-curtained
places, a pawnbroker’s shop ? We don’t mean as s
nephew, io claim relationship, but merely as "a look
er-on In Vienna.” Did the dealor in huinblu sorrows
happen to be a friend, and did he permit you to look
through tho lattice of hla shadowy confessional up

And when they came in. ono after another, now a
mere child, and now a tottering old woman, some
times a well dressed young man. apparently with
health and habits at par. and sometimes a miserable
votary of vice In vice’s livery, dldn* yon begin to think
there were a few chapters of the history or Immunity
yet unwritten 7
Thousands or little bundles, all ticketed and num
bered and booked, neatly packed upon shelves that
ran away back into the darkness ; bundles, not one
half of which will ever be reclaimed. Wbat stories
are connected with some of them, that nobody but
heaven and the pawnbroker knows. Wedding dres
ses are there, that have been kept, year after year,
as souvenir* of a better time, tin they could be kept
no longer. Little did the blushing girl think, when
arrayed upon that bridal morn, that the dress she
wore would ever rejoice In such companionship.—

human heart.

brighter days—hearts, where may be found the
wreoks of happiness and hope, pawned to supply the
imperious present, whose pledges are never redeemed

no Squadrons—-The sloop-of-war Saratoga was at
Bhangnal on the 26th of September last. Tbosteam-

The amount of this fund In 1851 was $7,650. os will ap
pear on reference to the Mayor's Report for that year.—
Tho Increase hat been made out of the dividends which
have since occurred, and out of funds appropriated by the
lloiml,$l,000 having been appropriated In 1851-62, and
$2,492 60 In 1852-63. The fund although thus increased in
yet far below the amount necessary properly to carry out
the views of its founder. I trust that it will not ouly be
allowed to continue accumulating by its owu Increase, but
that tho City Council will from time to time, as heretofore,
mako additions to It. If this bo done for five years longer,
there will be at the end of that period a fund sufficient to
establish on a sure foundation such a School as Mr. Msssit
contemplated.
You will perceive that the Market paid last year a reve
nue of $3,024 62. after deducting all expenees, and alsu
$700 68 spent in repairs. 1 believe that ii judicious tin
prnvement or extension of the present Market will Increase
tbis revenue, while it will greatly promote tho convenience

Che expenditures under the head Board ot Health, have
Increased over the fiscal year 1861-62. This Increase Is, to
some extent, attributable to the establishment of snow
and better system for the relief of the *lek poor. We have
reason to be profoundly thaukful for the entire exemption
from epidemic disease which has distinguished our city du
ring tue last season, so fatal toother communities,and,
whatever may bo tho cost. It is the duty of your city au
thorities to expend your money, nut lavishly, but freely fm
the preservation and promotion of the health of our com
munity.

But your Jell Is not only intended fur the custody of sup- ,
posed criminals, but for tne safe keeping and punishment :
of disobedient servants. It has repeatedly been brought to '
public notice, by tbe Graud Juries of tbo county, that the t
present Jail Is, by reasou of its defective construction, en-'
tlrely unsuited to tbe uses for which it was Intended, and
no better proof can be furnished in consideration of these
presentments, then tbe fact that many masters are unwill
ing to expose their servants to the dangers of such a resi
dence, and prefer to lodge them, when necessary,!n the
S rivato establishments. This has caused a considerable
ecrease In the revenue of the Jail from this source, and
the decrcaso will continue until a better building with its
proper concomitant, a work-house, eball be provided.

The committee on the Fire Dojiartment, to whom was re
ferred the petition of tho Oglethorpe Fire Company, •• to
provide a suitable Ihuiku lu which to keep their engiuu and
to hold their meetings,” report that—
This Board hat already entered into a contract to hnve
built a large Engine House, which will also contain a bull
suitable for meetings of any Flro Company. The manage
ment of tho Kngiue Houses belonging to the city is en
trusted to the Snvummh Fire Company. Your Committee
would bo unwilling to Incur any extra expense juat aa thuir
power was about to expire, they will not therefore discuss
the expediency of granting the prayer of the petitioners.
The Savannah Fire Company has full power in the prem
Isos, nnd can grant to the Oglelhorpo Fire Compsiiv the
use of any of tho Englue Houses belonging to the city.—

The committee on Water-works submit tho following re
port:
Two of the undersigned, the late Mayor of the city.
U. 1). Arnold, and James P. Screven, wore authorized au-1
entered into a contract, iu the month of May of the past
year, with Messrs. Worthington k Morse for the construc
tion of the City Water-works for tho sum of $160,600—to
be completed by the first day of March, 1854. Previously
to nmking tills contract an Engineer or high character, A.
W. Craven. Esq., Chief or tho Croton Work* of New York,
was employed us consulting Engineer. The entire plsn of
the Works was submitted to his judgment, and he advisi-d
several important mollifications, which were adopted and
carried out In the contract. Mr. Craven will continue to
net in tho capacity of Consulting and superintending Engi
neer. Tho term* of the contract Tequlre payment lor esti
mates of work done, with a reservation of 20 per cent, to
be held by the cliy one year after tho completion of the
Works, to insure their successful operation. Hie expendi
tures to dato amounts to the sum of $0)4,263 03, viz:—
$78,895 19 paid Contractors, $22,050 03 paid for Land, $3.-
307 30 paid consulting engineer, embankment, Ac.
The committee have been assured by the contractors that
active operations wilt be shortly resumed, and that I bey
have no doubt of their ability to finish the works by tbe 1st
dsy of March next, the time stipulated in the contract for
their completion.
A large portion of tho pipes has been aet, the remainder
re now being delivered at the appropriate places in tin
streets, and will be put down in a short time. This part o'
the work la in ad vance of tbe reservoirs and forcing power,
aud will doubtless be first completed.
The city has been fortunate In having made a contract
for the works previous to the great advance In tbe price ol
Iron. Tbo aaviug of a large amount of expenditure ba>
